Show moreWWU - AS Board of Directors Minutes 1955 February Page 1 Feb. 23, 1955 The regular meeting of the Board of Control was called to order by the President Ray Cohrs. The following members were present: Dr. Critchfield, Tom Collins, Dave Gay, Lenko Gazija, Mary Jones, Ed McFate, Miss Nelson, Dave Northrup, Roland Sayler, Rey Sundal, Dr. Van Aver, Rodger Williams. The minutes of the last meeting were read and approved. Dr. Murray, Chairman of the Student Affairs Committee: submitted a letter to the BOC about certain delegated powers of the Administration, Faculty, and students. The committee suggested that the following statement be inserted in the Navigator the the nest year preceding the ASB constitution: "In order to promote the welfare of the student body and the college and to provide experience in self-government, the administration of WWCE has delegated certain powers and functions to the student body. The structure of the student government and the administration of its activities are outlined in the Associated Student Body Constitution and By-Laws. [inelligeble] as the college administration and board of trustees are responsible to the State of Washington for all college activities, it necessarily follows that the actions of the Associated Student Body government or its agencies are subject to review by the college authorities. Dave Northrup presented a proposal for an ASB by-laws revision, regarding the appointment of people to the positions on Student Publications. Ray Sundal moved to postpone this matter until the regular meeting. The motion was seconded and carried. Ed McFate moved that the Board of Control postpone consideration of the selection of Editor and Business Manager of the Collegian, Klipsun and Writer until the ASB By-law revision is considered by te BOC. The motion was seconded and carried. Dr. VAn Aver brought up an item concerning the Lakewood property. A person wants to buy 10,000 feet of lumber at the Lakewood property. Discussion followed. Ray Sundal moved that the BOC express its wishes that no lumber be out on the Lakewood property. The motion was seconded. Dave Northrup moved to amend the main motion by adding "at this time." The motion was seconded and carried. The main motion was voted on and carried. Roland Sayler submitted a proposal concerning the student views. The by-laws state that husband or wives of regularly enrolled students receive an activity card for $3. Roland Sayler moved to delete from the ASB by-laws, Article 2, section a.. The words: "and wives and husbands of regularly enrolled students" and add: "wives and husbands of regularly enrolled students will receive a free special activity ticket wich shall entitle them to such free or reduced admission to athletic events or entertainment as is extended to holders of regular student activity tickets." And submit the change of fees for approval to the Board of Trustees of WWCE. The motion was seconded and carried. Discussion was held on a suggestion that a place be provided for storing materials left over from dances, and other school functions. It was moved and seconded to adjourn. Show more1908-07 WWU Board of Trustees meeting minutes for July 1908WWU Board of Trustees meeting minutes for July 1908 Volume 02 - Page 184 1908-07-11 Minutes of the regular meeting of the board of trustees of the Bellingham State Normal School held in the office of the principal this afternoon at 2:30 o'clock. Present: Chairman J.J. Edens, J.J. Donovan, F.F. Handschy, Principal Mathes and the clerk. Minutes of the meeting of June 15th read and approved, Trustee Handschy again expressing his disapproval of the Students association operating a store. Application of L.W. Dudley for the position of janitor read. Written application of Miss Catherine Montgomery for a leave of absence during the first semester of the school year of 1908-1909 read. On motion of Mr. Donovan, seconded by Mr. Handschy, leave of absence was granted, salary during absence to be $40.00 per month. The principal and clerk were directed to issue Miss Montgomery a letter of credentials for use during her trip abroad for which leave of absence was asked. Mr. O'Sullivan again appeared before the board and requested that the publication of the "Normal Messenger" be turned over to the Students association. He presented bids for the publishing of the paper from Griggs Stationery and Printing Co. and F.S. Baltuff. After discussion the matter was laid on the table. The principal was authorized to charge a semester fee of $1.00 in the new Domestic Science department. He was also authorized to buy the material for covering exposed steam pipes in the new building, the work to be done by Fireman Lemach. The board adopted an order forbidding ball playing or sports on the campus in front of the buildings and the clerk was instructed to secure land south of the campus for a playground, if possible, without compensation to the owners. The principal was instructed to ask bids for furnishing new shades for the rooms to be occupied in the new building and to accept the lowest bid. He was also authorized to have installed new light fixtures in the same building. He was also authorized to proceed with the construction of the new wood-shed for Edens Hall. The matter of new tables for the laboratory was laid on the table. WWU Board of Trustees meeting minutes for July 1908 Volume 02 - Page 187 1908-07-28 Minutes of the special meeting of the board of trustees of the Bellingham State Normal School held in the office of the principal this afternoon at 3 o'clock. Present: Chairman J.J. Edens, J.J. Donovan, Principal Mathes and the clerk. A letter from E.N. Stone, inclosing his contract for the coming school year, properly executed, was read. Mr. Stone stated that he had delayed sending his contract as he had not received a reply to his request of June 3rd for an increase in salary, or, as an alternative, relief from all duties except those of teaching. On motion of Mr. Donovan, the clerk was directed to acknowledge the letter and to state that the Board is unable to see its way clear to grant the request either for an increase in salary or the relief from duties other than those of teaching. The appended reports of Edens hall were presented. May 1, 1908. To the honorable board of trustees, Bellingham State Normal School, Gentlemen: We beg to submit the following report of the boarding department of Edens Hall for the month of April, 1908. The figures seem to indicated that we have lost money on our summer school boarders but the facts will show the reverse to be true. During July Mrs. Powell has canned 130 quarts of fruit and 13 glasses of jelly for next year's use. In addition to this we have purchased a gas range costing $17.50 and dishes costing $12.70. Disbursements: Groceries $3312.46; Bread $326.00; Meat $1456.30; Milk $525.54; Help $970.20; Sundries $625.91; Rebates and C. $20.10; $7235.51; Cash on hand July 25, cash in bank July 25 $847.14; Total $8082.65. We humbly desire to call attention to the fact that during the year out of the boarding fund we have purchased equipment for Edens Hall, more or less permanent, as follows: Tables $7.00, clock $15.00, curtains $13.10, Silverware $43.05, carpets $100.00, Bedding $40.44, dishes $52.35, garbage cans $10.00, screens $17.50, refrigerator $17, linoleum $13.35, repairing furniture $10.00, printing $4.50. In addition to this we have had a number of entertainments at the Hall which, though inexpensive, have added not a little to the expense because of the number of guests, Viz. Thanksgiving and Christmas dinners, Christmas party for the stay-in-town students, supper for the sailors of the Tennessee bseball team and their friends, Mid-year senior party. We feel that this expenditure has been as "bread upon the water" because of the social spirit that has come to Edens Hall because of it. We humbly suggest that our of our balance of $847.14 we keep a balance of $150.00 or $200.00 to our credit at the bank, and that the remainder be expended at the Hall for repairs and improvements, according to plans discussed by Dr. Mathes, Mrs. Powell and myself. Permit me to add that the credit for the balance above our expenses, is wholly due to the careful oversight and economy of our Matron, Mrs. Powell. We may well congratulate ourselves for the wise choice of this careful, helpful, Christian woman, not only for her economy and thrift but for her staunch adherence to high ideals for Edens Hall. Our aim for next year is to promote a greater spirit of loyalty to the Institution among our students, to secure a healthful, joyous, atmosphere in the Hall, to observe regular hours for study and retiring, and in every way possible to make Edens Hall a girl's home and not a boarding place. We thank the members of the board and the principal of the school for your kind and coureous helpfulness throughout the year. Sincerely yours, Nellie A. Gray. On motion of Mr. Donovan, Mrs. Ida E. Powell was elected Matron of Edens Hall for eleven months from Sept. 1st, 1908, at a monthly salary of $50.00. On motion of Mr. Donovan Miss Minerva Lawrence was elected head of the Domestic Science department for 12 months beginning Sept. 1st, 1908, at a monthly salary of $75.00. As substitute to Miss Montgomery, during her leave of absence Mrs. Edna Horner Sampson was elected for a term of five months at a salary of $80.00 per month. The merits of sundry candidates for the office of supervisor of the Training school were discussed at length and the choice of Miss Almina George or Dr. Colegrove was left to the principal, the salary of the former to be $1680.00 per year. Miss Elena Bateman presented the appended report of receipts as music teacher for the school year of 1907-1908: WWU Board of Trustees meeting minutes for July 1908 Volume 02 - Page 190 1908-07-28 Sept 1907 - 52 lessons - $39.75; Oct 1907 - 103 - $78.75; Nov 1907 - 78 - $59.75; Dec 1907 - 55 - $42.25; Jan 1908 - 70 $57.75; Feb 1908 - 88 - $66.50; Mar 1908 - 79 - $60.00; April 1908 - 81 - $61.70; May 1908 - 81 - $62.50; June 1908 - 18 - $13.75; Total $542.70. The clerk was directed to look up the matter of financial arrangement with Miss Bateman. The appended recommendation for the issue of diplomas and certificates, as indicated, was presented and on motion of Mr. Donovan was made effective: The following students were recommended for diplomas and certificates (as indicated) by the summer school faculty at a meeting held, Friday July 24, 1908. WWU Board of Trustees meeting minutes for July 1908 Volume 02 - Page 191 1908-07-28 Thiel and Welter being the lowest bidders for shades in the new Annex, the contract ws awarded to them. Principal Mathes reported that he had expended about $275.00 in preparing the old laboratory for the new domestic science department. He also reported that Prof. Epley would content himself with a teacher's experimental table to cost about $113.00 and would need probably about $100.00 more expenditure. He furhter reported that the woodhouse was about completed. The choice of John Rindal as janitor at a salary of $50.00 per month was approved. On motion of Mr. Donovan it was ordered that the issue of text books to pupils, heretofore the work of a student on the payroll of the school, be turned over to the Students association and that the board pay the association the sum of $8.00 per month for such work. Bid of John Nygren - Mr. Nygreu offered to furnish 75 cords of live body fir, 4 foot wood, at $3.70 per cord, 75 cords of second growth fir at $3.40 per cord. The following order was made after a due deliberation of the bids that Nels Dalquist be awarded the contract for furnishing the school with 75 cords of second growth fir at $3.25 and that Morgan Wheeler for the B.B. Imp. Co. be awarded the contract for furnishing the school with 250 ricks of 16 inch wood at #1.00 per rich. The chairman and Clerk were authorized to execute the contracts. The clerk reported having received a rebates check from the Northern Pacific Ry. Co. for $14.46 as the result of their having (?) in transit a carboy of sulphuric acid; also a letter from the auditor stating that he had refused to issue a warrant in payment of the voucher of J.C. Parker for $24.00 for the (?) that it was either for printing or binding which in either case would be done by the state printer. Mr. Parker was ordered paid out of the Odd and End fund. It was ordered that the parties to whom the contract for furnishing the school with wood had (?) should be required to give a bond in the sum of $300 for the faithful performance of their contract. And also on behalf of the faculty and students to Mr. Frederick Warde for his Kindness in delivering a lecture to the school on the morning of Jan 26th. They are appended and form a part of these (?). Janitor McBride was allowed $2.50 extra compensation for watching the school building in Halloween night. A communication was read from Larson and Son relative to the purchase by the board of their piano which is at present in the school building. The chairman was instructed and authorized to execute an acknowledgement that the title was to remain vested in Larson and Son and to assure them that the school would hold two (?) a year and the proceeds of these would go to pay the purchase price of the piano. The improvements under way consisting of the finishing of certain rooms in the building were carefully examined by them, an hour being consumed in this. The business session commenced at 11PM. The resignation of Janitor J.A. Mc. Bride was accepted and the clerk was instructed to notify him of that fact and secure the Keys to the building. Bids for furnishing 12 shades for the rooms being completed- WWU Board of Trustees meeting minutes for September 1900 Volume 01 - Page 150 1900-09-03 on the second floor were opened and read by the clerk. They were as follows: B.B. Furniture Co. $31.20; Theif and Weller $24.00; The matter was laid over until the next meeting. The application of P.W. Pierce for the janitorship pf the school was read. Mr Pierce appeared before the board and answered certain queries proposed to him by the trustees, on motion of trustee Edens, Mr. Pierce was employed as janitor by the month at the rate of $41.66 per month and if continued after Feb. 1st 1900, when the next appropriation for maintenance of the school recomes available his salary shall not be less than $65.00 per month. The board reserved the right to terminate his employment at the end of any month. On the recommendation of Principal Mathes, Miss Frances Hays was employed as teacher of reading and Elocution at $75 per month until Feb. 1st 1900. Should another appropriation become available at that time she to receive $90 per month thereafter. Also on Principal Mathes recommendation Miss H.J. Tromanhauser was elected superintendent of the model school at $90 per month until Feb 1st 1900 and if another appropriation for the maintenance of the school becomes available at that time she to receive there after $110 per month. The following vouchers were allowed and ordered certified to the state auditor that warrants might issue: Voucher No. 239 - favor Bangor-Slatington State Syndicate $48.74 for 413 square feet of slate furnished the school as per attached bill of July 30th 79.54 less $30.80 freight charges. Mathes $44.96 for expense account as principal school for period ending Sept 1st as per attached vouchers numbered 1 to (?) Maintenance. Voucher No. 241 - favor L.H. Darwin $42.50 for expense account as clerk board trustees for period ending Sept 1st as per attached vouchers numbered 1 to 15. Maintenance. Voucher No. 242 - favor E.R. Croft $35.85 to cartage and prepaid freight charges for the school as per attached bill of Sept 1st. Maintenance. Voucher No. 243 - favor J.J. Larson $65 for truekage on 78 cords of wood to the school bilding 52 cords at 75 cents per cord and 26 ends @ $1.00 per cord. Maintenance. Voucher No. 244 - favor J.C. Holman $72.80 to 26 cords of wood at $2.00 per cords. Final delivery and to 20% withheld on 52 cords of wood at $2 per end $20.80. Maintenance. Voucher No. 245 - favor Mills Gooding $8.00 for 4 days work in assisting the janitor at $2. per day. Maintenance. Voucher No. 246 - favor B.B. Plumbing Co. $75.00 for extending the electric call bell system to the four newly completed rooms. Maintenance. Voucher No. 247 - favor S.E. Booker $73.25 for plastering and repairing done in the school building as per attached bill Feb 1st. Maintenance. Voucher No. 248 - favor L.H. Darwin $25.00 for services as clerk of the board of trustees from Aug 15th to Sept. 15th. Maintenance. Voucher No. 249 - favor Carl Dalquest $243.75 for 75 cords of wood furnished the school at $3.25 per cord, as per contract. Maintenance. Dr. D'Andrea was present to answer questions concerning the music department's budget. He explained thath the requested fifty dillars was necessary to purchase new materials and instruments, repair equipment, clean uniforms etc. A motion was carried allowing the school choir fifty dollars for fall, winter and spring quarters. Dr. D'Andrea also brought up the subject of sweaters for the Pep Band which will cost approximately $120.00. A discussion followed concerning various means for them to earn this money. A motion was carried granting the Pep Band their sweaters in return for services rendered at rec hours every Friday evening. Dr. Adnrea will see about ordering the sweaters. He also brough forth the problem of the musicians union objecting to any musicians playing where public admission is charged when the players are not receiving union wages. To avoid any trouble in this, a motion was carried stating that hereafter the charge in guest tuckets will be eliminated, but they must still be obtained through the regular channels. Under old business, the vacancy on the Board left by Mick Smith made it necessary to appoint someone to finish the term. Laverne Brockmier was unanimously elected to fill the postion for this quarter.

Show moreWWU - AS Board of Directors Minutes 193208 page 1. August 1, 1932 A regular meeting of the Board of Control was called to order by President James Butler. The minutes were read and approved as corrected. A letter for resignation by Theona Flick, Vice-President of the Associated Students, was read. A motion was seconded and carried to accept the resignation of Miss Flick with regrets. The election of the next secretary of the Board was taken up. There was some discussion as to the advisability of electing the new secretary next quarter. A motion was made to elect the secretary at the last meeting of the Board during the Summer Quarter. Motion carried. Applications for Editor and Business Manager of the Viking for the Fall quarter were read. Only two were submitted, one by James Stoddard for Editor and the other by Roger Chapman for Business Manager. A letter from Mrs. Burnet concerning the students eligibility for the two above names positions was also read. The new point system which is being considered by the faculty was outlined by President Fisher. Under this plan neither of the two mentioned applicants would be eligible. A motion was made and seconded that the election of the Editor and Business Manager of the N. W. Viking be postponed until the second Board meeting of the fall quarter. Motion Carried. The salary plan submitted by Bob Waters was discussed. It was decided to give the plan a try during the winter quarter. A motion was made to accept the plan as outlines. Seconded and carried. The plan will be found on file. Sam Ford presented a painted panel for decorations in the Co-op for the Board's approval. A motion was seconded and carried that Mr. Ford be authorized to spend the $50 necessary to have the panel painted and put up. A discussion of the Fall mixer was held. A motion was made and seconded that President Butler be authorized to appoint a chairman for the affair. Carried. A motion to Adjourn was seconded and carried. Emlyn Jones Secretary. 193208 Page 2. August 8, 1932 The regular meeting of the Board of Control was called to order by President James Butler. The minutes were read and approved as read. The money for Scholarship pins was discussed. At a previous meeting of the Board $25 had been awarded to the Scholarship Society for the purpose of purchasing pins. A motion was seconded and carried that the $25 be paid to the Scholarship Society for buying their pins. President Butler asked for suggestions as to the chairman of the Fall Mixer. It was decided to appoint Deborah Altose chairman of the affair. Letters from James Stoddard and Roger Chapman applicants for Editor and Business Manager of the Viking concerning their eligibility for these offices and the advisability of appointing these officers before the end of the quarter were read and discussed. President Fisher gave a revised report of the grade standards set up by the Scholarship Committee. All three applicants are not eligible under the standard for the number of points carried. Mrs. Burnet was interviewed as to whether the delayed election of the Editor and Business Manager would affect the running of the Viking. Motion made and seconded that the issue be dropped until later in the week and that a special meeting of the board should be held to take more definite action when a stand of the faculty is known. Motion carried. A motion was seconded and carried that the board adjourn. Emlyn Jones. Secretary 193208 Page 3. August 10, 1932 A special meeting of the Board of Control was called to order by President James Butler. The minutes were read and approved as read. A motion was made and seconded that Elsie O'Donnell be authorized to purchase pins for the members of the Board who are eligible to receive them; namely, Theona Flick, Vernon Leatha, and James Butler. She was also instructed to get something to award Mr. Ruckmick for his excellent service on the Board. Motion Carried. President Fisher reported on the action of the faculty concerning the grade standards for employment and number of points carried by students. Applications were read for Editor and Business Manager of the Viking. For Business Manager, there were two applications, Roger Chapman's and Kathryn Berkeley's. Kathryn Berkeley was elected. For Editor, there were two applications, James Stoddard's and Deborah Altose's. James Stoddard was elected. Motion seconded and carried that the Board Adjourn. Emlyn Jones Secretary 193208 Page 4. August 15th 1932 A regular meeting of the Board of Control was called to order by President James Butler. The minutes were read and approved as read. Deborah Altose, Chairman of the Fall Mixer, was interviewed as to her plans for the Mixer. A motion was made and seconded that Miss Altose see to it that no one be admitted without an activity or guest ticket. Carried. A letter was read from Editor Chapman concerning the awarding of pins to those eligible at the present time. Those who are eligible to receive them are: Naomi Watson Nadine Mattson Bob Waters Dorothy Fiala A motion was made and seconded that the pins be awarded to these people. Motion Carried. Applications for Secretary to the Board of control were read. There were two applicants, Davey Jones and Otto Finley. Mr. Jones was elected. Present: Chairman Edens, Mr. Donovan, Mr. White, Principal Mathes and the clerk. After a discussion of the defects in the wash tubs of the dormitory basement, Dr. Mathes was instructed to secure the opinions of Architect Lee, with the possibility in view of requesting Mr. Dewis, the plumber, to repair the lesses caused by breakage. Mr. Donovan moved that the subject of precuring more diploma be left entirely with Dr. Mathes. Motion carried. Mr. White made amotion, which was carried, that bills be allowed as follows: to be forwarded to the auditor December 17: Maintenance: 143 Incidental Fund $26.25; 144 E.R. - Caption on front in ink: "Sandison" Four stone pillars connected by intricate ironwork. A plaque between the two front pillars says "Memorial Park." This park, in the Sunnyland neighborhood, was created by Pierre Barlow Cornwall in 1889 on 8 1/3 acres bounded by Connecticut, King, Indiana and Lincoln Streets. The King Street entrance arch in this photo was designed by F. Stanley Piper who also designed Fairhaven Park's entrance arch. This Memorial Park arch was dedicated on Armistice Day, Nov. 11, 1922. There are puddles near the arch and a saw horse between the two front pillars.
