Two men shaking hands with a third looking on. All are smiling. Caption typed on reverse: "North C. Burn of Waldron, Washington, receives his graduation certificate from Under Secretary of State Charles E. Saltzman after attending a 3-month Intermediate Course on Foreign Affairs at the State Department's Foreign Service Institute in Washington, D.C. Mr. Burn had just returned from his first post in the Foreign Service as Vice Consul at Sydney, Australia, when he began his course at the Institute. He received his B.A. in 1943 from the University of Washington. After service overseas as a Captain during World War II, Mr. Burn earned his M.A. at Fletcher School of Law and Diplomacy. His next Foreign Service post will be at Manila. His brother, Robert Burn, lives in Waldron." and in ink: "12/54" Stamped on reverse: "Credit Department of State Photo - Number 7147-13 - Date 12/10/54 - Photographer - H.J. Maul (?)"
