The regular meeting of the Board of Trustees was held on Wednesday April 17, 1940, at 4 P.M. in the President's office. Those present were Dr. W. D. Kirkpatrick, Chairman, Mr. Verne Branigin, Secretary, Mr. Steve Saunders, and President W. W. Haggard. The minutes of the previous meeting were read and approved. W. P. A. PROJECT, LEVELLING HILL AND DISMANTALING GRANDSTAND, ACCEPTED BY TRUSTEES J. L. Riseland of the Works Progress Administration appeared before the Board and reported that the project to level the rock hill back of the library, dismantle the grandstand, etc., has been approved by the district office in Seattle. The project was accepted by the Trustees, Mr. Riseland said that the application would be forwarded to Washington, D. C. Dodge 2211 G St Bellingham 15.00 25.00 50.00 35.00 20.00 10.00 ----------xxxxx---------- Board of Trustees Minutes - April 1940 - Page 2 ----------xxxxx---------- 359 CONDITIONS GOVERNING SALE OF HOUSES TO HIGHEST BIDDERS It was moved by Mr. Branigin, and seconded by Mr. Saunders, that the six houses owned by the College listed above at 418, 424, and 430 High Street, and 417 and 421 Normal Drive, be sold to the highest bidders subject to the following conditions: purchasers of the houses shall agree either to wreck the houses completely and dispose of the material and debris; or move the houses, if they are kept intact, a distance of at least four hundred (400) feet in any direction from the campus and properties of the College thirty days after notice of acceptance of the bids by the Board of Trustees. ENGINEER'S REPORT ON EXAMINATION OF PROPOSED SITE FOR TRAINING SCHOOL BUILDING A report was received from Melvin O. Sylliaasen, Dexter Horton Building, Seattle, Consulting Engineer for Bebb and Jones, Architects, regarding an examination made to determine the most suitable type of building foundation for the new training school on the proposed site where the grandstand is now located. The report indicates that satisfactory foundations can be constructed for the building at this site. In his report, Mr. Sylliaasen recommends that reinforced concrete piles be driven into the hard layer to support the structure, except that a few footings may be used without piles where the hard sand is near the surface. In view of the findings set forth in this report, it was decided to go forward with plans for the erection of the truining school building at this site. A copy of Mr. Sylliaasen's report, dated April 15, 1940, is on file in the President's office. CONTRACT ENTERED INTO FOR PAINTING AND WATERPROOFING WALLS OF LIBRARY BUILDING A contract was entered into with the Masons' Supply Company of Portland, Oregon, for painting and waterproofing the walls of the library building in the amount of three thousand six hundred twenty-seven ($ 3627.00) dollars and no cents. REQUEST FOR RELEASE OF FUNDS FOR PAINTING AND WATERPROOFING OF LIBRARY BUILDING It was agreed to request Governor Martin to release the sum of three thousand seven hundred ($ 3700.00) dollars from our appropriation of $ 300,000.00 for capital outlays, major repairs, and betterments, Chapter 223, Laws of 1939, for painting and waterproofing the walls of the library building. CONTRACT AWARDED TO R. C. SISSON FOR EXTENSION OF TUNNEL UNDER MAIN BUILDING The contract for the completion of the tunnel extension under the main building was awarded to R. C. Sisson for the sum of one thousand nine hundred seventy-five ($ 1975.00) dollars and no cents, with the provision that Mr. Sisson deposit with the College a bond adequate to cover possible damage to buildings. This contract permits the restricted use of explosives where, in the judgment of a representative of the College, rock is refractory to the extent that it fails to yield to a compressed air pavement breaker. SIXTY DOLLARS A YEAR ALLOWED FINANCIAL SECRETARY FOR DAILY TRIP TO BANKS It was decided that an allowance of sixty ($ 60.00) dollars per year be added to the present salary of $ 2307.00 of S. J. Buchanan, Financial Secretary, to cover the expnese of making daily trips to the banks. With this allowance, Mr. Buchanan's salary will be $ 2367.00 per year. Daily trips to the banks for the purpose of depositing funds were suggested in the recent report of the auditors. EXPENDITURES FROM APPROPRIATIONS DURING FIRST YEAR OF BIENNIUM The President reported the following expenditures from state appropriations during the first year of tile biennium: Salaries and Wages....... $ 221,971.85 Operations........... 9,177.62 Capital Outlays, Laws of 1939......... 32,335.33 " " Reappropriation...... 7,065.11 ----------xxxxx---------- Board of Trustees Minutes - April 1940 - Page 3 ----------xxxxx---------- 360 IMPROVEMENTS IN STUDENTS' CO-OP STORE The President reported the following regarding the Students' Co-Op store: (1) Shelves, show cases, and stock have been rearranged. Later some painting will be done, and further improvements will be made in the arrangement of the stock. (2) An up to date bookkeeping system, recommended by the state auditor, will be introduced in September 1940. ANNUAL CONFERENCE OF COUNTY SUPERINTENDENTS TO BE HELD AT COLLEGE MAY 8 and 9 The President reported that the county superintendents of the state had accepted our invitation to hold their annual conference this year at Western Washington College. The conference will be held here on May 8 and 9. RESOLUTIONS ADOPTED CONCERNING AMERICAN ASS'NS TEACHERS COLLEGES AND UNIVERSITY PROFESSORS Resolutions preserrted by Mr. Branigin were accepted. The resolutions in effect were as follows: that the Board of Trustees of Western Washington College of Education acknowledges with appreciation the consideration received at the hands of the American Association of Teachers Colleges and the American Association of University Professors in their recent decisions following their investigations of the administration of the College; that this Board is impressed with the value of membership by the College in the American Association of Teachers Colleges, and the membership of its staff in the American Association of University Professors; that this Board is impressed with the prestige by the College through its being on the accredited list of the American Association of Teachers Colleges; and that this Board is in accord with the standards set up by the American Association of Teachers Colleges, but that the Board will always reserve the right to formulate its own educational policies and determine its own management.
