Morse, President George Pierce, Vice President for Business and Financial Affairs ( via conference call) Paula Rustan, Executive Director for Planning Budgeting ( via conference call) Liz Sipes, Secretary to the Board of Trustees Lisa Wochos, Assistant Attorney General ( via conference call) Chyerl Wolfe- Lee, Interim Director, Human Resources ( via conference call) Rod Younker, Attorney at Law, Summit Law Group 1. EXECUTIVE SESSION At 9: 06 a. m. Chair Raymond announced that the Board would go into Executive Session to discuss collective bargaining matters. State law authorizes colleges and universities to engage in collective bargaining with classified staff. The law sets forth several deadlines, one of which is October 1, 2006, for agreements regarding all economic matters that may require or impact legislative appropriation. At 9: 55 a. m. the Board returned to open meeting and took the following action: MOTION 9 - 1- 2006 John Warner moved that the Board of Trustees hereby approve the proposed collective bargaining agreement with the Washington Federation of State Employees Council No. 28 of the American Federation of State, County and Municipal Employees AFL- CIO Bargaining Units A, Band E. Further the Board of Trustees authorizes the President or her designee to execute the agreements on behalf of the Board effective September 29, 2006, in keeping with its reserved authority in the Board of Trustees Rules of Operation, Section 020( 3)( h). The motion passed unanimously. MOTION 9- 2- 2006 Dennis Madsen moved that the Board of Trustees hereby approve the proposed collective bargaining agreements with the Public School Employees of Washington Units BUD and Professional Technical Employees ( PTE) Further the Board of Trustees authorizes the President or her designee to execute the agreements on behalf of the Board effective September 29, 2006, in keeping with its reserved ----------xxxxx---------- Board of Trustees Minutes - September 2006 - Page 3 ----------xxxxx---------- 4521 September 29, 2006 authority in the Board of Trustees Rules of Operation, Section 020( 3)( h).
