1946-10 ----------xxxxx---------- Board of Trustees Minutes - October 1946 - Page 1 ----------xxxxx---------- 535 MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES October 22, 1946 The regular meeting of the Board of Trustees was held on Wednesday night, October 22, at the President's residence, 519 Oak Street, following the faculty annual fall banquet. Those present were Mr. Verne Branigin, chairman, Mr. Joseph T. Pemberton, secretary, and President W. W. Haggard. The minutes of the previous meeting were read and approved. BIDS RECEIVED FOR THIRD HOUSING PROJECT Bids were received on the preparation of the site on Huntoon Drive where forty (40) FPHA family units allocated to the College by the Federal Public Housing Authority are to be erected on the over-the-quote basis, as follows: Ralph Sisson $ 11,389.00 Dawson Construction Company $ 12,200.00 Axel Lind $ 11,690.00 The contract was awarded to the lowest bidder, Ralph Sisson. BIDS RECEIVED FOR MOVING FPHA UNITS TO BELLINGHAM Bids on the dismantling, removing from Port Orchard to Bellingham, and erection of forty (40) family units on the Huntoon Drive site, according to specification of the Federal Public Housing Authority, were received as follows: Gaasland Construction Company $ 84,700.00 Brady Construction Company 92,800.00 The firm of Nettleton & Baldwin withdrew their bid. The contract was awarded to the lower bidder, the Gaasland Construction Co. REQUEST FOR RELEASE OF FUNDS The President was authorized to request Governor Mon Wallgren for the release of $ 167,400.00 for the construction of the Men's Residence Hall, from our appropriations for Capital Outlays, Major Repairs, and Betterments, Sessions Laws of 1945. NEEDS OF THE SCIENCE DEPARTMENT The needs of the Science Department, due to increased enrollment, were presented. The President was authorized to request the release of $ 63,375.00 by the Washington State Development Board in order to make the needed improvements. CONTRACTS WITH FEDERAL WORKS AGENCY A resolution was passed authorizing the President to sign contracts with the Federal Works Agency in all matters pertaining to requests for assistance in making the needed improvements in the Science Department. THIRD APPLICATION TO CIVILIAN PRODUCTION ADMINISTRATION A report was made on the third application made to the Civilian Production Administration for approval of the construction of the new heating plant. Mr. Pemberton stated that ever since the application was forwarded from the Seattle offices of the CPA to Washington, D. C., he has been in touch with Congressman Henry M. Jackson, whose office in Washington is keeping in touch with the progress of our application there. The letter regarding this inspection is on file in the President's office. PETITION FOR SURVEY OF WATER PRESSURE NEEDS A petition, circulated by property owners, requesting a survey by the City of water pressure needs on Sunset Heights and vicinity was presented for signature. The petition was duly signed. LIGHTING IN LIBRARY A report was made of the criticism of the lighting in the main reading room of the Library. It was decided to request Mr. John Paul Jones to make recommendations for improvement of the lighting in the Library at the earliest possible date. DR. E. A. BOND ELECTED EMERITUS MEMBER OF THE FACULTY Dr. E. A. Bond, who retired on September 30, 1946, after thirty-none years of service as chairman of the department of mathematics, was elected emeritus member of the faulty. The President was instructed to write to Dr. Bond expressing deep appreciation of his long and faithful services. RESIGNATIONS ACCEPTED The following resignations of faculty and staff were accepted: Ramon George, Speech Department, September 30, 1946. Mary Barrows, Recorder, Registrar's Office, August 31, 1946. E. McConnell calling the annual joint meeting of Boards of Trustees and Presidents of the Colleges of Education on November 23, 1946, at the Olympic Hotel in Seattle. FUNDS FROM VETERANS' ADMINISTRATION Distribution was considered of funds received from the Veterans' Administration in salary increments to faculty, and employees. The matter will be considered further at the next meeting, November 20.
