1925-11 ----------xxxxx---------- Board of Trustees Minutes - November 1925 - Page 1 ----------xxxxx---------- 139 MINUTES OF THE MEETING OF NOVEMBER 27, 1925 A meeting of the Board of Trustees was held in the President's office on November 27, 1925. Those present were Dr. W. D. Kirkpatrick, Chairman. Mr. Walter B. Whitcom, Mr Noah Shakespeare, and President C. H. Fisher. The minutes of the previous meeting were read and approved. REPORT ON STRUCTURAL WORK IN ATTIC ABOVE AUDITORIUM: The President reported that when Headrick & Duvall, Contractors, replastered the center panel of the Auditorium they were asked to examine the structural work in the attic above the Auditorium. They were of the opinion that the structural work needed strengthening, and made suggestions regarding the use of steel beams tbat would have involved considerable expenditure. The President was not satisfied with the suggestions made by Headrick Do. vall, and asked Bebb & Gould to have their structural engineer, Mr. V. C. Suckow, make an investigation. A report of the investigation was made by Mr. Suckow and his recommendations bave been carried out. Mr. Suckow pointed out certain weaknesses in the construction and recommended that frame supports be provided in certain points as indicated in an accompanying sketch. Mr. Suckow's recommendations were carried out at nominal expenditure by work done by the school carpenter. The report of Mr. Suckow together with accompanying sketch is on file in the President's office. This action taken by the President was approved by tbe Board of Trustees. PLAN FOR THE PURCHASE OF PROPERTIES FOR THE LIBRARY SITE: The President reported that Governor Hartley had given his approval of the appropriation made by the legislative session of 1925 of $ 30,000 for the purchase of land to provide a site for the new Library building. The Board discussed the procedure for the purchase of properties involved and agreed to a plan of procedure. It was agreed to ask Mr. William T. Folls, President of the Real Estate Board of Bellingham, to appoint a Board of Apprasiers to appraise the properties involved. The appraisals were to be used as a guide to the Board of Trustees in making purchases of the properties. After the appraisals were made the property owners were to be consulted regarding the prices at which they held their properties. AGREEMENT TO ABOLISH NORMAL SCHOOL ELEMENTARY CERTIFICATES: The President reported that the three Presidents of the State Normal Schools had agreed to recommend to the Board of Trustees of their respective State institutions the Normal School Elementary Certificate be abolished atter September 1, 1926. The Normal School Elementary Certificate is issued upon tbe basis of three quarters of work and is valid for teaching in the State of Washington for a period of two years. It has long been receized that the holders of such a certificate are inadequately trained. According to the law of supply and demand, the time has came when enough teachers can be supplied with at least two years' training. In the interest of higher standards in teaching in the elementary schools, the mementary Certificate should be abolished. The Board of Trustees agreed to abolish the Normal School Elementary Certificate after September 1, 1926, on condition that the Board of Trustees in the other State Normal Schools would take similar action. PROGRAM FOR SPECIAL SESSION OF LEGISLATURE: The President reported on the legislative program for the special session of the legislature which was called November 7, 1925. A bill is to be presented for a bonding or amoritization plan for financing dormitories and other buildings for stwient activities. A request is to be made for an appropriation for operating expenses for 1926-27 to cover the full ----------xxxxx---------- Board of Trustees Minutes - November 1925 - Page 2 ----------xxxxx---------- 140 amount of the budget, which is $ 284.000.00. A request is to be made for an increase in the millage for support of the institution for the years 1927-30. The request for millage will be based upon the recommendation of the Joint Board of Higher Curricula. A request is to be made for capital outlays amounting to at least $ 250,000 for the completion of a Library building according to estimates made by Bebb & Gould. A bill is to be introduced giVing the state Normal Schools the right to grant a degree of Bachelor of Arts in Education for the four-year courses. The Board of Trustees approved the legislative program as submitted by the President. Bills were audited and allowed as follows: Voucher Check No. 6643 - 7262, Inc.
