1960-10 ----------xxxxx---------- Board of Trustees Minutes - October 1960 - Page 1 ----------xxxxx---------- 964 MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES October 13, 1960 The regular meeting of the Board of Trustees of Western Washington College of Education was held October 13, 1960, in the Student Union Building. Present were Mr. Joseph Pemberton, Mrs. Bernice Hall, Mr. Marshall Forrest, Mr. Stephen Chase, Mr. David Sprague, and President James L. Jarrett. APPROVAL OF MINUTES The minutes of the meeting of September 8, 1960, were approved. RECOMMENDATION FOR PROMOTION President Jarrett recommended to the Board that Dr. Raymond Ciszek be promoted to the rank of Associate Professor of Physical Education. Mrs. Hall moved the promotion be made as recommended; Mr. Forrest seconded the motion; the motion passed. APPROVAL OF HHFA PROJECTS Mr. Sprague moved that the Board of Trustees approve the revised agreement for Public Works Plan Preparation dated the 21st date of September 1960, and signed by Mr. L. R. Durkee, Director of Northwest Operations, Housing and Home Finance Agency, and also that the the Board authorize the President of Western Washington College of Education to execute the agreement for Western Washington College. Mr. Forrest seconded the motion; the motion passed. This revised agreement provides for the addition of $ 3,600 to the original advance of $ 73,500 for advanced planning. APPROVAL OF WARRANTS Mrs. Hall moved the following warrant be approved to provide funds to pay estimates and bills on construction of the two dormitories and the dining facility: Warrant # 5 dated October 13, 1960, in the amount of $ 166,215.83, payable to the Seattle-1st National Bank, at the rate of 3 1/2% per annum. Mr. Forrest seconded the motion; the motion passed. RECOMMENDATIONS FOR APPOINTMENT The following new appointments to the faculty effective January 1961 were considered: Dr. William Bender, Professor of Physics B. S., University of Colorado; M. A. and Ph. D., Yale University Base nine month salary: $ 9,800 Dr. Patrick Penland, Assistant Professor of Library Science and Director of Adult Education B. S., University of British Columbia. B. L. S., McGill University; A. M. L. S., Ph. D., University of Michigan Base nine month salary: $ 6,900 Mrs. Hall moved these appointments be approved. Mr. Forrest seconded the motion; the motlon passed. REPORT ON REGISTRATION FIGURES President Jarrett reported an enrollment for Fall quarter of 2,937 which compares to an enrollment of 2,526 for Fall quarter 1959. The medium projection anticipated by the State Census Board for Western this Fall was 2,600. Registration figures indicate that 33% of the 2,937 students are from Whatcom County and 21% from King County. RECCOMMENDATION FOR LEAVE OF ABSENCE President Jarrett recommended to the Board that the request of Mr. Clark Brown for a leave without pay for Winter Quarter 1961 be approved; Mr. Brown is to continue his studies for the doctorate at Teachers College; Mr. Sprague moved this leave be approved; Mr. Forrest seconded the motion; the motion passed. ----------xxxxx---------- Board of Trustees Minutes - October 1960 - Page 2 ----------xxxxx---------- 965 ANNOUNCEMENTS President Jarrett announced that Mr. Erhart Schinske and Mr. Pat Allan has recently received their doctorates. The housing committee of the College is hard at work planning beyond 1962 for dormitories. The committees now expects that an additional dormitory and dining hall will be needed in 1963. President Jarrett recommended that the recommendation of the Extension Committee that the faculty and non-academic staff be allowed to attend evening classes without charge be approved; Mr. Sprague moved approval of this recommendation; Mrs. Hall seconded the motion; the motion passed.
