1949-12 ----------xxxxx---------- Board of Trustees Minutes - December 1949 - Page 1 ----------xxxxx---------- 615 MINUTES OF THE MEETING OF THE BOARD OF TRUSTEES December 21, 1949 The regular meeting of the Board of Trustees was held on Wednesday afternoon, December 21, at 3:00 o'clock in the Main Building, Room 112. Those present were Mr. Joseph T. Pemberton, chairman, Mr. Burton Kingsbury, Mr. Donald Eldridge, and President W. W. Haggard. The minutes of the previous meeting were read and approved but not signed. PAYMENT OF 3% SALES TAX ON ORGAN Mr. Eugene Poole, western representative of the Moller Organ Company was present and reported that the 3% state sales tax would have to be paid on the organ and that because of the reduced price of the organ to the College, the Company could not assume the tax. After considerable discussion, it was agreed that the Company and the College should divide evenly the tax of $ 750.00, and that the contract shoulci be revised accordingly. SUPERVISION OF CONSTRUCTION ON CAMPUS A letter was submitted from John Paul Jones, architect, under date of December 9, 1949, relating to the supervision of construction of buildings on the campus, including the employment by the College of a clerk-of-the-works. No action was taken. Mr. Pemberton stated tnat he wished to write to Mr. Jones. The letter from Mr. Jones is on file in the President's office. KVOS RADIO STATION TELEVISION CONDUIT President Haggard reported that Mr. Rogan Jones of KVOS Radio Station had requested the privilege of laying a conduit to provine connection in part with his proposed television on Twenty-Fourth Street in the trench dug across the Campus for the telephone wire conduit and the gas line to the Arts Building. It was decided that Mr. Jones' request be granted. BOY SCOUTS' LEADERS' SCHOOL MEETING ON CAMPUS President Hbggard reported that the Boy Scouts of the Pacific Northwest were interested in holding their Leaders' School on the campus the early part of next September. It was decided that all facilities excepting dormitories should be offered to them. It was thought that the use of the dormitories by sunh groups would present serious complications and thus be inconsistent with sound policy. DISCONTINUANCE OF CAMPUS JUNIOR HIGH SCHOOL The discontinuance of the Campus Junior High School this coming year was discussed briefly. It was thought that the faculty should make a study of the proposal and submit a recommendotion. APPOINTMENTS TO FACULTY APPROVED The following appointments to the faculty were approved: James Edward Short, recent Ed. D., of the University of Washington, to substitute for J. Alan Ross in the department of education during the winter quarter; salary, $ 400.00 a month. Dr. Ross is off campus for the winter quarter because of the vacation policy for the faculty. ----------xxxxx---------- Board of Trustees Minutes - December 1949 - Page 2 ----------xxxxx---------- 616 Ruth Beresford, candidate for the master's degree at the University of Washington, to substitute for Florence J. Kirkpatrick in nursing education during the winter quarter, and possibly to teach other science courses during the spring quarter; salary, $ 325.00 per month. Mrs. Kirkpatrick is absent traveling in the south Pacific. Jeanne Tangney, candidate for the master's degree at the University of Washington, to teach English composition during the winter quarter; salary, $ 325.00 per month. BOND ISSUE REFERENDUM There was consideration of the bond issue referendum to provlae $ 20,000,000.00 for capital construction in the state higher institutions. Mr. Kingsbury suggested that the statute possibly provided only for buildings and that land, for example, could not be purchased from these funds. The intent of the Legislature was probably more general. President Haggard reported the proposed allocations of the bond issue, if approved by the voters in November, 1950, submitted at the meeting of the Council of Presidents in Spokane on December 5, 1949, were as follows: University $ 10,000,000.00 State College 8,500,000.00 Colleges of Education 6,000,000.00 Furtner meetings of the Council of Presidents are to be held. TEACHERS INSURANCE COMPANY CALENDAR FOR 1950 The calendars of the Teachers Insurance Company for 1950 were received. This calendar features the architects' sketch of the Auditorium-Music Building.
