Gilbert to the Board. The motion passed unanimously. RESOLUTION NO. 90- 02 A RESOLUTION WELCOMING BOARD MEMBER WARREN " BUD" J. GILBERT, JR. WHEREAS, WARREN " BUD" J. GILBERT, JR., has been appointed by Governor Booth Gardner to serve on the Board of Trustees of Western Washington University; and WHEREAS, BUD GILBERT brings important experience to the position, including his legal practice and a lifetime of community service in Skagit County, as well as a broad range of business and professional activities; and WHEREAS, henceforth he serves with all the rights, privileges, and responsibilities as a member of the Board of Trustees; BE IT THEREFORE RESOLVED that the Board of Trustees expresses a warm welcome to Bud Gilbert and its enthusiasm to work with him on issues to ensure quality education at Western Washington University. APPROVAL OF THE MINUTES The minutes of the Board of Trustees meeting held February 1 and 2, 1990, were approved as submitted. 2. PRESIDENT On behalf of the entire campus community, President Mortimer expressed extreme grief over the passing of Provost Karlovitz. MOTION Larry Taylor moved, seconded by Martha Choe, that the 4- 2- 90 Board of Trustees of Western Washington University adopt Resolution No. 90- 03, recognizing the service and accomplishments of Les A. Karlovitz, Provost and Vice President for Academic Affairs. The motion passed unanimously. Resolution No. 90- 03 was read by Trustee Larry Taylor. RESOLUTION NO. 90- 03 A RESOLUTION IN RECOGNITION OF THE SERVICE AND ACCOMPLISHMENTS OF LES A. KARLOVITZ PROVOST AND VICE PRESIDENT FOR ACADEMIC AFFAIRS WHEREAS, the Board of Trustees of Western Washington University wishes to extend its sympathy to the family of Les A. Karlovitzi and WHEREAS, the Board wishes to recognize the leadership and service of Les A. Karlovitz as Provost and Vice President for Academic Affairs from his arrival in september, 1989 to the time of his passing on April 2, 1990; and WHEREAS, the Board wishes to acknowledge the contribution to higher education that Les A. Ms. Choe reported that a special tribute was paid to Dr. Karlovitz at the Solar Car Open House because of his support for the program and fund raising efforts which he initiated. Ms. Choe called for a moment of silence in the memory of Dr. Karlovitz. Following the moment of silence, President Mortimer announced that a Memorial Service for Dr. Karlovitz is scheduled for April 12 at 4: 00 p. m. in the Performing Arts Center Concert Hall with a reception following. 3. BUSINESS AND FINANCIAL AFFAIRS a. Report from the Business and Finance Committee Edens Hall committee Update Trustee Waldo reported that the Business and Finance Committee reviewed the Edens Hall study committee report. The committee was directed by the President to ( 1) review previous reviews and studies on the building, and possible future use; ( 2) recommend additional technical reviews should new studies be justified; ( 3) recommend the best possible future use of the building and/ or property and ( 4) recommend the best possible means to accomplish and finance the objectives. The committee has listed 34 possible future uses for the building and identified the highest campus needs as space for instructional use and residence hall space. Costs for refurbishing or restoring the building range from four to ten million dollars; costs of demolishing the building range from $ 750,000 to $ 1 million. The committee recommends that additional work be done, including: commissioning of a historical preservation expert to determine historical and architectural significance; further defining of building uses; continue investigating proposal by a private developer; further evaluating of the site impact on Edens North and the northern portion of the campus; establishing elements required to stabilize the building; eliminating present safety hazards and saving the sequoia tree. Chair Cole encouraged the committee to consider the building's historical significance to Western. Trustees encouraged the committee to concentrate on preserving rather than demolishing the building. Campus Master Plan Committee Update Vice President Pierce reported the Campus Master Plan Committee has drafted a time schedule for completing its tasks and plans to present bi- monthly status reports to the trustees. The Board will be asked to provide significant feedback to the committee in December, 1990. A final Campus Master Plan and Environmental Impact Statement will be presented for Board approval April, 1992. Science Building Update William Managan, Project Manager, provided a brief update on planning for Phase I of the Science Facility, noting that the design and development stage will be completed within the next two weeks. b) Report on Department of Public Safety Vice President Pierce introduced Mr. Charles Russell ( RUSS) Martin, new Director of Public safety at Western. Dr. Pierce indicated that Mr. Martin was selected through a very stringent search process. Dr. Pierce thanked Lieutenant David Doughty for the excellent manner in which he has led the Campus Security Force for the past year. c) Miller Hall Asbestos Removal Contract MOTION James Waldo moved, seconded by Mary Kay Becker, that the 5- 3- 90 Board of Trustees of Western Washington University, upon recommendation of the president, award a contract to Brand/ Site Services, Inc., from Kent, WA., in the amount of $ 787,630 ( base bid plus alternates 1 through 4), to provide asbestos abatement of the above- ceiling spaces on floors 1 - 4 of the 1968 addition to Miller Hall. The motion passed unanimously. 4. ACADEMIC AFFAIRS a) Report from the Academic and Student Affairs committee strategic Planning Update Acting Provost DeLorme reported that the most significant results of the Strategic Planning committee are processing of surveys/ questionnaires by the various departments and units on campus and formation of seven sub- committees. These sub- committees include: the Committee on Cultural and Ethnic Pluralism, Western's Educational Experience, Governance, Western's Student Experience, Environmental Health and Safety, University Community, and Information and Media Services. Draft charges from each sub­committee will be discussed at the next Strategic Planning Committee meeting. Admissions Report Dr. De Lorme reported that the target freshmen enrollment for Fall Quarter 1991 is 1,400, while the target for transfer students is 1,000. An admissions video will be available to high school counselors state- wide for students and parents. Western is making progress with encouraging minority students to apply. Report on Housing for Freshmen Students Dr. De Lorme reported that the total number of beds available in campus residence halls and apartments is 3,600. The normal occupancy rate is in the upper 90%. Freshmen are encouraged to live on campus and University Residences would like to continue to expand the residence hall system because it compliments the university experience. b) Awarding of winter Quarter Degrees MOTION James Waldo moved, seconded by Larry Taylor, that the 4- 4- 90 Board of Trustees of Western Washington University, on recommendation of the faculty and sUbject to the completion of any unmet requirements, approve awarding undergraduate and graduate degrees to the candidates as submitted. The motion passed unanimously. c) Commencement Plans The Registrar's office staff is initiating plans for quarterly commencements beginning with the Summer Session of 1990. suggested procedures have been presented to the deans and will be finalized shortly. Two commencement ceremonies will be conducted on June 16, 1990. Both will be held in Carver Gym. 5. STUDENT AFFAIRS a) Child Development Center Vice President Taylor discussed the new 4,700 square feet Child Development Center which will be built on a site at the corner of Oak and High Street. The Center will house the existing Associated Students' Cooperative Day Care and provide an on- campus home for the western Center for Early Learning. The initial facility will increase the A. S. Day Care capacity by almost 20 percent and add a western Center for Early Learning enrollment of 25 part- time students. At the same time, student housing space at Fairhaven will be returned to its intended use. The Center will be designed to permit expansion if, and when, additional capital funds and operating subsidies become available. Present sources being explored for capital dollars include private grants and 1989 Capital Budget appropriations for employee child care facilities. Construction is tentatively scheduled for spring and summer, 1991, with a completion date of September, 1991. b) Ethnic Student Center Vice President Taylor announced that an Ethnic Student Center is planned to provide a base of operations and support for Western's ethnic minorities and to promote campus awareness of ethnic groups and cultures. The Center will be located on the first floor of the Viking Union and will contain three permanent offices for advising and counseling, five semi- private modular spaces for student groups, meetings and lounge spaces, a central workspace, reception and storage areas. c) Volunteer/ Community Service Program Vice President Taylor reported that a newly implemented Volunteer/ Community Service Program at Western has the potential for assisting students in making a meaningfUl contribution to their community while helping them to gain insight and experience in their chosen profession. Approximately 150 non- profit organizations in Bellingham and Whatcom County were notified of the Community service Program which has resulted in at least 60 placements for Western students. 6. PRESENTATION ON NEW SCIENCE FACILITIES BY ARTHUR ERICKSON Architect Arthur Erickson presented plans for Western's new Science facility. Erickson displayed drawings and models featuring design development plans for the chemistry building ( Phase I), as well as site plans for the entire project. The complex will be built on the ridge west of Arntzen Hall and the Ross Engineering Technology Building, overlooking the soccer field. Plans include preserving existing sculptures and the grassy island at the center of the emergent plaza. Phase I includes three floors with a partial basement, covering about 65,000 gross square feet. Construction is set to begin in the summer of 1991, with completion planned for spring 1993. 7. EXTERNAL AFFAIRS a) Update on Legislative Matters Western's Legislative Liaison, Judy McNickle, briefly reported on activities of the 1990 legislative session. b) Development Report President Mortimer reported that by March, 3750 people had donated to the Annual Fund. The Annual Fund Drive efforts have made this the best year ever in terms of the number of donors. President Mortimer reported that the western Foundation is very encouraged by the responses so far and he plans to bring a report on gifts to the Board each meeting. 8. REVISIONS TO WAC 516 MOTION James Waldo moved, seconded by Mary Kay Becker, that the 4- 5- 90 Board of Trustees of Western Washington University approve and adopt the revisions to Washington Administrative Code rules numbers 516- 04, 516- 08, 516- 11, 516- 13, 516- 22, 516- 24, 516- 26, 516- 36, 516- 37, 516- 38, 516- 52, 516- 56, 516- 60, 516- 108, 516- 516- 108, 516- 133, and 516- 400, with the recommendations for the minor editorial changes from the pUblic hearing on March 22, 1990, as to proposed WAC 516- 11- 010,516- 11- 060( 2), 516­11- 080( 2), 516- 37- 100( 1), and 516- 56- 021 incorporated, with the exception of WAC 516- 52- 020. The Board hereby declares an emergency and adopts WAC 516- 52- 020 for purposes of pUblic safety, such adoption to continue for 120 days from May 1, 1990. The Board further directs the Office of the Attorney General to bring to its regUlar meeting in June a proposed final rule on the sUbject after appropriate consultation with the university community. Finally, the Board directs that a copy of these revisions be attached to the official minutes of the university. ( Revisions to WAC on file in President's Office) The motion passed unanimously. 9. ASSOCIATED STUDENTS Associated Students President Thoelke reported that students successfully supported passage of the S A Fee Bill which created the Fee Dispute Resolution committee, and they also helped defeat the Building Fees Bill which included a tuition surcharge. Mr. Thoelke stated that Western was well represented by students in Olympia. Mr. Thoelke reported that students were proud to see the Child Development Center and the Ethnic Student Center progressing as the Associated Students have strongly supported both projects. Associated Students also have worked with Central Stores to provide recycled paper products on campus. Associated Students also are working on creating an endowed scholarship for qualified minority high school seniors. 10. FACULTY SENATE Faculty Senate President Suczek reported that elections for new Faculty Senators are in process and will be completed in May, and her term as president will end at that time. Martha Choe and President Mortimer thanked Dr. Suczek for her dedication and the professional manner in which she served as Faculty Senate President the past year. 11. EXECUTIVE SESSION At 12: 05 p. m. Vice Chair Choe announced that the Board would go into executive session for approximately 15 minutes to discuss personnel, real estate and legal matters. 12. LAND ACQUISITION - PURCHASE OF REAL PROPERTY MOTION Mary Kay Becker moved, seconded by Larry Taylor, that the 4- 7- 90 Board of Trustees of Western Washington university, upon recommendation of the President, authorizes the Vice President for Business and Financial Affairs, upon funding authorization, to effect purchase of the real property located at Lot 12, Division 7, Plat of Skyline, Anacortes, Washington, for an amount not to exceed $ 175,000. The motion passed unanimously.
