Associated Students Board Minutes - transcript for (year-month) 1916-09 Page 01_001 (volume 01 page 001) 1916-09-05 - Board of Control Meeting. A special meeting for the Board was called by the Pres. Primarily for the purpose of making plans for the student mixer to be held Sept. 9th and also to discuss the "Messenger" proposition for the coming year that Mr. Van Horn might present our policy etc. to the Faculty at the Faculty Meeting. Those present were Mr. Hulse, Mr. Van Horn, Miss Jackson, Miss Bressler, and Miss Buchanan. Mr. Hulse stated that the Faculty feels that is the time for a weekly paper and that they desire to have more knowledge of and control over the "Messenger." A discussion was held as to whether or not Mr. Scarseth's flaw of collecting 75 cents from students the last semester would work and he approved. Mr. Strilse suggested that $1.00 for the year might be sufficient instead of the proposed $1.50. Mr. Van Horn read Mr. Scarseth's written statement of his- (Mr. Scarseth's) plan as Mg'r.-Editor of the "Messenger." This was done for the benefit of those Board Members not present during Summer School. It was decided that Mr. Van Horn read the said statement to the Faculty. Plans for the Mixer were then in order. Motion made that Chair appoint chairmen of committee: Seconded and carried. Chairmen appointed were: Miss Jackson-refreshments; Miss Bressler-programs; Mr. Carleton-stunts; Miss Buchanan-labels. Decided on meeting of Board on Thurs. It was moved and recorded that Sec'ry be allowed new book. Carried. President authorized to make purchase of exchange rack and make arrangements for its placing in the Library. Bills were allowed as follow: Gen Fund. Page 01_002 (volume 01 page 002) 1916-09-06 - Meeting called to order by Pres. Those present were: Mr. Hulse, Mr. Van Horn, Miss Jackson, Miss Bressler and Miss Buckanan. Minutes of previous meeting read and approved. Moved that since no rules for filling vacancies are in Constitution- Faculty representative be elected in special student assembly. Motion seconded and carried. Mr. Hulse gave report on the faculty's action in regard to "Messenger." It was moved and seconded that a call for editor be made by Pres. In student assembly. Carried. Motion for adjournment. Carried. Louise E. Buchanan. Secy. 1916-09-07 - President called Special Student Assembly for purpose of electing a member of the faculty in Dr. Veerivester's place. Mr Bond and Mr Bever were nominated and Mr Bond was elected receiving 571 votes to Mr Bever's 169. The Pres. Announced the "Mixer" for Gov. night and made a call for applications for positions of Editor of "Messenger." Motion for adjournment carried. Those present were Mr Bond, Mr Hulse, Mr Carleton, Mr Van Horn, Miss bressler, Miss Jackson, Miss Buchanan. Mr. Hulse asked for statement as to finances of Association. It was suggested that we- as a Board- formulate our own places, write our contract, submit it to Faculty and these fit in the applicants. *The applications of Mrs. Kirkman, Mr. Busswell, Miss Nielsen, Miss Petersen, Miss Jewell and Mrs. Shepard were read and discussed. *(The following applicants for editorship were called in for private conference: Mrs. Esther Shepherd, Howard Busswelll, Clara Nielson, Ella C Petersen, Louise Jewell, Mrs Kirkman. Mr Scarseth was elected as manager accd. Election of editor was left till later.) Secretary. 1916-09-12 - The meeting was called to order by the Pres. Minutes of previous meeting read and approved. Those present: Mr. Bond, Mr. Carleton, Mr. Van Horn, Miss Jackson, Miss Bressler, Miss Buchanan. It was moved and seconded that the Faculty be allowed ticket for Lecture Course and games without change. Carried. Discussion as to "Messenger" proposition still held. It was suggested that a date be made with applications that they might come before the Board. Also suggested that call be made for more applications. Suggested that let names stand as before (i.e. editor- in-chief and manager) and in contact clearly distinguish between duties of each. Motion for adjournment. Carried; Louise E. Buchanan. Sec'y. 1916-09-13 - The meeting was called to order by the Pres. And the minutes of the previous meeting read and approved. Those present: Mr. Hulse, Mr. Proud, Mr. Van Horn, Mr. Carleton, Miss Jackson, Miss Bressler, Miss Buchanan. The following bill was allowed: Gen. Fund: Griggs Stationary and Printing Co. , City. - $3.25 The following applicants for editorship were called in for private conference: Mrs. Kirkman, Miss Jewell, Mrs. Shepard, Miss Nielson, Miss Petersen, Miss Davis and Mr Bussell. After the conferences were completed the applicants were discussed. It was moved and seconded that the Board accept the application of Mrs. Ira Kirkman as editor-in-chief. Carried. It was moved and seconded that the application of Mr. Scarseth for manager- subject to contract. Carried. Adjournment. Page 01_004 (volume 01 page 004) 1916-09-13 - Louise E. Buchanan. Sec'y ~~~~1916-09-14 - The meeting was called to order by the Pres. Reading of the minutes proposed til further date. Those present were Mr. Hulse, Miss Jackson and Miss Bressler. The secretary-p (SP?), read last year's Messenger contract. The "Messenger" was discussed with Mrs. Kirkman and Mr. Scarseth. Moved and seconded that "Messenger committee for the appointed. Carried. Mr. Bond, Mr. Carleton and Miss Buchanan appointed by chair. Moved and carried that Store Committee be appointed . Carried. Mr. Hulse. Miss Bressler, and Miss Jackson appointed by Chair. Discussion was held as to the advisability of severing office connection with Book Store Phone. Moved and seconded that Book Store Committee see to aforesaid plan. It was suggested to the "Messenger" committee that all new downtown should have a chance to bid for the publishing of the "Messenger" Motion for adjournment. Carried. Louise E. Buchanan. Sec'y 1916-09-15 - Meeting called to order by the President. All of Board present. The contract for Business Manager of the "Messenger for year 1916- 17 was presented by the "Messenger" Committee and read and duly signed by the authorized persons. Adjournment. Louise E. Buchanan. Sec'y 1916-09-18 - Meeting called to order by President and minutes of last meeting read and approved. Those present were Miss Bressler, Miss Jackson, Miss Buchanan. A report of the financial standing of the Students' Association was read as follows: Student Assoc. Funds up to Sept. 18, 1916. Mess. Fund $29.02; Gen. Fund 1882.21 and Page 01_005 (volume 01 page 005) 1916-09-18 - Athletic Fund $7.88. Mr. Baughman's Bond was presented and it was decided to let it lay over till a future date. Decided that it was not necessary to put the Editor under rules but rather that the subject of rules for Manager and Editor be referred to "Messenger" committee. Moved and seconded that Pres. be authorized to have Normal "Messenger" Box repaired and keys made for it. Carried. Moved and seconded that the matter of presenting to the Student Body the election of a student for the auditory committee b(?) to the Pres. Carried. Moved and Seconded that Pres. be authorized to settle with Mr. Carver or Spalding Bros. the matter of a bill (already paid) being again presented. Carried. Following bills were allowed: Fund. Union Printing, Engraving etc. City - $2.70 General Fund: Dr. Van Kirk- City- $2.00 A.G. Spalding Bros- Seattle, WA- $3.06 Book Store Funds - (Transfer) $25.00 Motion for adjournment. Carried. Louise E. Buchanan, Sec'y 1916-09-26 - Meeting called to order by the Pres. Those present were: Mr Bond, Mr Hulse, Mr Van Horn, Mr Carleton, Miss Bressler, Miss Jackson. "Messenger" bids were discussed. It was moved and seconded that all former bids be discarded and that a call be made for new bids, separately sealed. Carried. Moved and seconded that meeting be held 4:10 following day for the purpose of opening bids. Carried. Moved and Seconded that note be allowed. Carried. Suggested that Mr. Baughman make a personal report to Board. Buchanan. Sec'y 1916-09-27 - Board of Control Meeting. Meeting was called to order by the President. All were present expect Miss Bressler and Miss Buchanan. It was moved that Mr. Baughman be allowed a season ticket to games and Lecture Course the some as other offices of administration. Seconded and carried. The Messenger bids were opened and found to be as follows: Union Printing Co. $41 per week for 1200 copies and $1.50 for each extra 100. Griggs and A(?) $1.50 for each extra 100. Griggs and A(?) put in the source bid as Union. (?) Printing Co.- $40.50 per week for 1200 copies and $1.50 for each extra 100 copies. It was suggested that we reserve the right in the contract to change printers. Moved and seconded that we adjourn. Carried. Louise E. Buchanan. Sec'y 1916-09-28 - Board of Control Meeting. Meeting called to order by the President for the purpose of deciding upon the question of printer. The entire board was present and Mr Scarseth also. Moved and Seconded that the ? Printing Co. - being the lowest bid- be allowed. Carried. The matter of drawing up a contract was referred by the President tot he Messenger Committee. The contract to be ready by the following regular meeting. It was moved and seconded that $10.00 be advanced to Mr. Carver for the Ferndale game Saturday. Carried. Adjournment. Louise E. Buchanan.
