Negative of photo gb3045. May be under the aegis of the Emergency Fleet Corp. that operated during WWI. A crowd of well-dressed men, women and children stand and sit on the deck below the ship. A few people stand on the deck of the ship looking down at the crowd. Banners fly from above the bow and American flags are fastened at right angles to one another at the top of the bow.
