Judge Burke, Sam Hill and Frank Terrace at the site of the International Peace Arch

This is the International Peace Arch under construction. The two ships on the plaques are above the exterior foot walls; one is the Canadian Steamship Beaver and the other, The Mayflower.The Peace Arch was dedicated in 1921. Judge Burke wears a dark suit and overcoat and holds a white fedora in front of him. He has white hair and a white goatee and looks very serious. Sam Hill, a head taller than the other two, wears a somewhat rumpled, faintly striped suit jacket and pants. He has white hair and a bushy white mustache. Frank Terrace wears a dark three piece suit and glowers at the camera. His hair is unkempt. He has a white goatee. Sam Hill established the Washington State Good Roads Association (WSGRA)in 1899 to encourage an adequate and practical statewide highway system; he envisioned Highway 99 that would extend from the US-Mexcio border to the US-Canadian border. On September 14, 1899 the first meeting of the Good Roads Association was held in Spokane, organized by Sam Hill. Fourteen men attended; Frank Terrace from Orillia, WA attended as did J.J. Donovan from Bellingham. Frank terrace and Sam Hill remained good friends over many years.
