121 MINUTES OF THE MEETING OF DECEMBER 1, 1924 A meeting of the Board of
Trustees was held at the Frye Hotel, Seattle, December 1, 1924. Those
present were: Dr. W. D. Kirkpatrick, Chairman, Mr. Walter B. Whitcomb, Mr.
Noah Shakespeare, and President C. H. Fisher. REPORT ON ACTION TAKEN BY
JOINT BOARD OF HIGHER CURRICULA REGARDING REVISION OF MILLAGE: President
Fisher reported on the action taken regarding the revision of millage by
the Joint Board of Higher Curricula at a meeting held October 13 - 14 at
the University of Washington. The Joint Board of Higher Curricula agreed to
a revision of millage as follows: State University 1.10 to 1.52 State
College .67 to .77 Bellingham Normal. .20 to .285 Cheney Normal .159 to
.235 Ellensburg Normal .12 to .16 The Board decided that early in December
they would make a personal visit for the inspection of the physical
equipment of the different institutions with a view to making
recommendations on capital outlays. FINAL ADOPTION OF COMPREHENSISVE PLANS
OF DEVELOPMENT: Mr. Carl F. Gould of the firm of Bebb and Gould, submitted
the comprehensive plan of development including such changes as been
suggested at a previous meeting. Mr. Gould submitted the comprehensive plan
of development for final adoption. Up to this time the plan had been
thoroly discussed by members of the faculty in meetings with Mr. Gould on
several occasions. The Board of Trustees have had several conferences with
Mr. Gould and the president had been in conference with Mr. Gould a number
of times regarding the proposed plan of development. It was felt that the
plan had been carefully considered from every point of view and that the
time had come when there could be an adoption of the plan. This plan looks
ahead to the development of the school for the next twenty-five or
thirty-five years and is supposed to make provisions for a student body
numbering from 2,000 to 2,500 students who would be regularly enrolled in
the school. The Board of Trustees unanimously agreed to the final adoption
of the plan as submitted Mr. Carl F. Gould representing the firm of Bebb
and Gould, architects, of Seattle. REQUEST TO BE MADE AN APPROPRIATION FOR
A LIBRARY: The president submitted the problem of the capital outlays to be
asked for at the coming session of the Legislature. It was thought best by
the Board of Trustees that a request should be made for one building at a
time. With the present sentiment in the state for economy of expenditure,
it was thought best to be conservative in a request for capital outlays. It
was agreed that a request should be made for an appropriation for the
erection of a library. EMPLOYMENT OF BEBB AND GOULD AS ARCHITECTS FOR
LIBRARY: The president suggested that the request for a library should be
made as definite as possible. In order to make a definite request,
preliminary plans should be drawn for the construction of a library
adequate to the needs of the institution. The drawing of preliminary plans
involves the employment of architects for the erection of a library
building. It was unanimously agreed by the Board of Trustees that the firm
of Bebb and Gould of Seattle are to be the architects for the new library
building and that Mr. F. Stanley Piper, Architect, of Bellingham, is to be
employed by Bebb and Gould as local supervisor of construction. The firm of
Bebb and Gould is to share with Mr. Piper a fee of 1% of the usual fee of 5
cents. The complete working plans for the library are not to be undertaken

 122 the Legislature has given assurance of a definite appropriation for a
library building. It is understood that the employment of Bebb and Gould as
architects for a library is conditioned upon the Bellingham State Normal
School receiving an appropriation from the coming session of the
legislature for the erection of a library building. PRELIMINARY PLANS FOR A
NEW LIBRARY BUILDING: It was agreed that the firm of Bebb and Gould should
draw up preliminary plans for a new library building with a view to
estimating definite costs. The cost figures are to be estimated according
to differert units of construction. It was agreed that the preliminary
plans should be drawn up at a cost not to exceed six or seven hundred
