406 MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES September 17,
1941. The regular meeting of the Board of Trustees was held on Wednesday
September 17, 1941, at 3:30 P.M. Those present were Dr. W. D. Kirkpatrick,
Chairman, Verne Branigin, Secretary, Steve Saunders, and President W. W.
Haggard. The minutes of the previous meeting were read and approved. ANNUAL
JOINT MEETING OF BOARDS OF TRUSTEES AND PRESIDENTS A letter was read from
President Ralph E. Tieje of Eastern Washington College of Education,
Cheney, Washington, suggesting November 22, 1941, for the annual Joint
Meeting of Boards of Trustees and Presidents of the three Colleges of
Education. It was agreed that this date would be satisfactory. REALTORS
OFFER BAUGHMAN PROPERTY FOR SALE A letter was read from Smith, Livesey, and
Wright, Realtors, stating that this is an advantageous time to purchase
real estate, and suggesting that the Baughman property be bought for the
College. The President called attention to the fact that the budget for
this biennium did not include a request for funds for the purchase of real
estate and that there was no appropriation for this purpose. EDENS HALL
KITCHEN IMPROVEMENT The President reported that the improvement in Edens
Hall kitchen is being carried out and that the work is progressing in a
satisfactory manner. OLD GYMNASIUM BUILDING TO BE REROOFED It was agreed to
have the old one-story gymnasium building back of the main building
reroofed. Three bids were received: Clarence G. Moon....$ 551.70 Lew
Little........ 436.25 Emil Selene......... 375.00 The contract was awarded
to Emil Selene, low bidder. Specifications call for 16" red slate covered
roofing, and the installation of new gutters. DEMAND FOR TEACHERS GREATER
THAN SUPPLY The President reported that the demand for teachers during the
past spring and summer was greater than could be met by the Appointment
Bureau. The President also discussed the probability of a reduction in
enrollment the coming year, 1941-42. APPOINTMENT OF RERBERT R. HEARSEY,
REFERENCE LIBRARIAN The appointment was approved of Herbert R. Hearsey,
Reference Librarian, at an annual salary of two thousand, four hundred ($
2400.00) dollars. PRESIDENT'S CONTRACT RENEWED FOR THREE YEARS The contract
of President W. W. Haggard was renewed for a period of three years, on the
same terms as the previous contract. REPORT ON CONSTRUCTION OF CAMPUS
ELEMENTARY SCHOOL BUILDING John Paul Jones, architect, reported at the
meeting as follows: (1) that better progress is being made on the campus
elementary school building; (2) that excellent progress is being made in
the work of plumbing, heating, and wiring; and (3) that a satisfactory
agreement had been reached with the Western Woodworking Company regarding
certain changes in the contract for cabinet work.

407 PROBLEM OF COAL SUPPLY DISCUSSED The problem was discussed of
securing a supply of coal beginning September 1, 1942. It was agreed that
George W. Sperry, engineer, should make a study of the coal sold by the
following companies: The Bellingham Coal Mines, the Continental Coal
Company, and the Roslyn Coal Company. BIENNIAL AUDIT OF ACCOUNTS The
President reported that Wesley H. Fry from the State Auditor's office,
Olympia, Washington, began the biennial audit of our accounts on September
4, 1941. BILLS WERE AUDITED AND ALLOWED AS FOLLOWS: Voucher checks No.
