 1326 MINUTES OF THE SPECIAL MEETING OF THE BOARD OF TRUSTEES WESTERN
WASHINGTON STATE COLLEGE November 14, 1967 A special meeting of the Board
of Trustees of Western Washington State College was held at 5:30 p.m. in
131 Education Building on November 14, 1967. Present were the following:
Board of Trustees Mr. David Sprague Mr. Burton Kingsbury Mrs. Bernice Hall
Mr. Joseph Pemberton Mr. Harold Philbrick WWSC Staff Dr. Charles J. Flora
Mr. Harold Goltz Mr. Joe Nusbaum Others Mr. Richard Stradling APPROVAL OF
THE MINUTES OF THE MEETING OF SEPTEMBER 27, 1967 Mrs. Hall moved approval
of the minutes of the meeting of September 27, 1967. Mr. Philbrick seconded
the motion. The motion passed. 67-10 UTILITIES AND SCHEMATICS FOR THE
MAINTENANCE BUILDING Mr. Richard Stradling, project architect, presented
the schematic drawings for the Maintenance Building. Mrs. Hall moved that
the schematics for the Maintenance Building be approved and that the
administration be authorized to communicate with the City Planning
Commission concerning the change of land use and, subject to that
negotiation, the architect is to proceed with preliminary drawings; Mr.
Kingsbury seconded the motion; the motion passed. FACULTY PERSONNEL ACTIONS
Dr. Flora recommended the appointment of the following individuals: John
David Kroon, Lecturer in Mathematics ( 1-2-68 to 6-7-68) B.S., University
of Washington; M.A., University of California, Berkeley Salary: $ 5,956 for
the 6 months Donald M. Silberger, Lecturer in Mathematics (1-2-68 to
6-7-68) B.A., Harvard; M.S., University of Washington Salary: $ 6,200 for
the 6 months Alan D. Tweedle, Visiting Lecturer in Geography (Fall quarter
1968) B.A., M.A., University of New Zealand Salary: $ 4,200 for the 3
months Robert Aegerter, College Architect Bachelor of Architecture, Iowa
State University Salary: $ 950 per month, 7 month basis REQUEST FOR LEAVE
Neil R. Gray, Lecturer in Mathematics, leave with pay (2/3 pay) from
September 1968 to June 1969, to do research at the University of
California, Berkeley. Mrs. Hall moved acceptance of these recommendations;
Mr. Philbrick seconded the motion; the motion passed. Dr. Flora recommended
approval of the following requests for sabbatical leave: Dr. Don J.
Easterbrook, Chairman, Department of Geology Spring and summer, 1969 Dr.
Gerald F. Kraft, Associate Professor of Biology, Director, Institute of
Freshwater Studies Academic year 1968-69

 1327 Dr. Lawrence L. Lee, Associate Professor of English Academic year
1968-69 Dr. D. Peter Mazur, Professor of Sociology and Demography Academic
year 1968-69 Dr. Keith A. Murray, Chairman, Department of History Academic
year 1968-69 Dr. Marjorie Ryan, Associate Professor of English Academic
year 1968-69 Mr. Kingsbury moved approval of the recommended sabbatical
leaves; Mr. Philbrick seconded the motion; the motion passed. FINANCIAL AID
FOR STUDENTS Dr. Flora spoke on the recommended new category for student
assistance, that of grants to talented individuals. It is recommended that
of the total amount raised (from private sources) for financial aid (for
example, $ 32,000), half would go for scholarships and half to the new
category of talented individuals to be apportioned as follows: Department
of Music 25% Department of Speech, Drama 25% Department of Art 12~%
Department of Men's Physical Education 37~% Mr. Kingsbury moved that the
proposed change as indicated above be approved with the stipulation that of
the total amount raised, half should go to the new category and that aid be
based on talent and admissibility in the proportion set forth. Mr.
Philbrick seconded the motion; the motion passed with Mr. Sprague and Mr.
Pemberton voting No. BRICK FACING ON THE COMMISSARY WALLS Mr. Kingsbury
moved that the Board reconsider its decision of October 30, 1967, wherein
concrete masonry block units were substituted for the brick, and add $
18,600 of Housing and Dining System funds to the project; Mr. Philbrick
seconded the motion; the motion passed. CHECK FROM WESTERN WASHINGTON STATE
COLLEGE FOUNDATION Dr. Flora presented a check in the amount of $ 4,250 to
Mr. Sprague, raised by the Charles H. Fisher Memorial Fund committee for
completion of the Charles H. Fisher Memorial Fountain. The committee's
efforts were directed by Dr. Arthur C. Hicks. The Board expressed their
sincere appreciation for the efforts of the committee. CONTRACT MATTERS -
65- 7(A) Old Main-- Phase II, Fire Protection Modification Mr. Goltz
brought to the attention of the Board the matter of the acceptance of the
sprinkler system in Old Main, a matter overlooked previously. The project,
constructed by Diamond B Plumbing Co., is certified by project architect
George Barthol ick as completed and acceptable and should be so noted by
the Board. Mrs. Hall moved that contract No. 65-316M-- Old Main Sprinkler
System be accepted as complete as of November 14, 1967, and that the
contract date be extended to the date of acceptance. Mr. Pemberton seconded
