Close up of hydrofoil boat "Flying Fish" in dry dock
This appears to be South Bellingham - Fairhaven waterfront. According to McCurdy's Marine History of the Pacific Northwest, the Flying Fish was a 65 foot, 60 passenger hydrofoil, capable of a speed of 40 knots. Built in Puerto Rico, it was brought to Bellingham in 1960 to provide high speed passenger service between Bellingham and Victoria but proved unsuccessful and never made any commercial runs.
