All but one man appear to be workers; one man in the center wears a suit and white shirt. All of the men wear hats. According to "Looking Back" this is Donovan Avenue in Fairhaven, south Bellingham, WA, looking East from 6th Street. The building in the center is the fire hall on 12th Street.
