Dignitaries in front of train. Men in formal wear and top hats, woman shaking hands with man. One man identified in GB3134 as 'Judge Kellogg'. See also GB3134. The man with the white hair and white mustache is likely Sam Hill who spearheaded the drive to build the Peace Arch.
