Meeting called to order by the president, Don Marquis. Minutes of the previous meeting were read and approved. Debate pins were awarded to members of the debate teams. A proposed article to be added to the by-laws was read as follows: (Art. 4) Meetings of the Student Forum shall be conducted according to Robert's Rules of Order with the exception that in of case debate from the floor persons be restricted to two speeches of two minutes on each motion. Momved that Article IV be adopted as read and added to the by-laws. Carried. Constitution of hte Leadership Society read. Meeting called to order by the president, Don Marquis. Minutes of the last meeting read and approved. "W" Board of Control pins were awarded to retiring officers of the Students' Association. Viking book ends made by Mr. Archie Erickson were presented to Mr. Bond. Matter of adopting the Viking book ends as an official emblem of the school was discussed. Moved that a committee be appointed to look into the matter of adopting the book ends as an emblem of the school. Motion carried. Mr. Davis was called on to report the work of the committee on organization of Scholarship and Leadership societies. Motion made and carried Page 02_023 (volume 02 page 023) 1925-04-17 [continued] that the constitution of the Scholarship Society be read as a whole and then voted upon by articles. Moved that Article I be amended to read - The name of the organization shall be Scholarship Society. Motion carried. Articles II and III were adopted as read. Moved that Article IV be amended to read that 1/3 instead of 1/10 of the members shall vote against a person to keep him out of the society. Motion carried. Articles V, VI, and VII adopted as read. Meeting called to order by the president, Daisy Howard. Minutes of the last meeting read and approved. Sweaters were awarded to the football men having earned them, and miniature footballs were given to men who participated in football this school year but who have already received a sweater. "W" pins were awarded to Mr. Bond and Miss Grag, faculty members who have served on the Board of Control. The Allison Debate Cup which became the permanent possession of this normal school this year was presented. Report given by Mr. W. B. Davis on the work of the committee on honorship and leadership societies. There shall be be two separate societies becuase two separate abilities and capabilities are being Page 02_019 (volume 02 page 019) 1925-03-06 [continued] recognized. The names of these organizations shall be (1) Honorary Scholarship Society and (2) Honorary Leadership Society. I. Aims of Scholarship Society 1. To stimulate higher scholastic ideals among members of the society and the student body 2. To serve as a stimulus and an aid to individual members to prepare life programs which are commensurate with their possibilities of service to society. 3. To provide occasions for association of student members with outsiders of similar scholastic outlook. 4. To stimulate graduate members in service to higher professional service. II. Requirements for admission (General) 1. Scholastic personality (a) positive and constructive minded (b) intellectual honesty, Page 02_020 (volume 02 page 020) 1925-03-06 [continued] inquiring and with opinions, not merely contentions (c) a student in good regular standing 2. Moral and social personality (a) The haabit of keeping one's word (b) Honesty and fair play in all work (c) Willingness to assume moral and social responsibility (d) The habit of meeting one's financial obligations 3. Grades (This point hasn't been worked out yet, but will be on the point system, A -- so many points, B -- less, and so on) Standing in the society is not permanent if the member slumps on the job. Honorary Leadership Society I. Aims (a) To give recognition to students who have capacities for good leadership (b) To lead to a study of the factors involved in leadership in order that members of the society and students may better develop their capacities for leadership Page 02_021 (volume 02 page 021) 1925-03-06 [continued] (c) To improve the conditions for honesty, friendliness, and support among students and alumni (d) To give the moral and social capacities a chance for expansion II. Requirements for election (a) a fairly high scholastic standing approximately the average for the school (to be on the point system) (b) Moral and social responsibility (same as for Scholarship Soc.) (c) Any person is eligible, not merely those who are serving or who have served, provided they meet requirements. Committee still working on organization of the societies. Meeting called to order by the president, Daisy Howard. Minutes of hte last meeting read and approved. The following proposed amendments to the by-laws read and submitted to the Student Association for ratification: (a) Article III, Section I, The major sports shall be football, baseketball, baseball, track, and tennis; (b) Article III, Section 3, Tennis - winning at least one match during season in collegiate competition; (c) Article III, Section 4, There shall be one sweater awarded for any letter earned in one of the major sports during any school year. There shall be only one sweater awarded each year to any one individual. Motion made that the student body ratify the amendments. Motion carried. Motion made that the Board of Control be authorized by the Student Association to Page 02_017 (volume 02 page 017) 1925-02-10 [continued] appoint a committee to be in charge of recreation hour. Motion carried Motion made and carried that the committee working on the organization of a scholarship society be authorized to consider the point system and leadership. Mr. Fisher expressed his opinion in favor of forming honorary leadership and honorary scholarship societies and outlined their organization. The members of the honorary leadership society shall be chosen as students of merit and shall be elected during their fifth and sixth quarter here. The honorary scholarship society shall be for the purpose of recognizing high scholarship of students. A committe of three faculty members and three students was appointed to draw up constitutions for the societies. Meeting called to order by the president, Daisy Howard. Minutes of the last meeting read and approved. Milton Blonden was called on to announce the election to be held for Board of Control member. The proposed amenedment to the by-laws granting sweater awards for girls' athletics read. Article III, Section 5 - Award for girls' athletics: The sweater shall be white in color, a sweater with a roll collar. A letter "W" 4 inches by 4 inches, blue in color, to be worn on the left side of the coat sweater. There shall be one sweater awarded to any girl earning a place in a first squad for five quarters. Baseball, volleyball, basketball, hockey, and track. Moved that this amendment be added to the by-laws. Motion unanimously carried. New business called for. Several students expressed Page 02_015 (volume 02 page 015) 1925-01-23 [continued] opinions in favor of forming an honorary scholarship society to uphold the scholarship standard of the school. Motion made that president appoint a committee to confer with a committee from the faculty to look into the matter of forming a scholarship club. Motion carried. Much discussion followed the report that club meetings on Friday evenings often conflict with athletic and social events. Moved that a committee be appointed to meet with a faculty committee to adjust conflicting dates for club meetings and other events. Motion carried. Establishing an honor code was proposed for the purpose of uplifting and upholding standards of morality and scholarship in this institution. Moved that a committee be appointed to investigate honor codes of other schools. Motion ruled out of order. Candidates for Board of Control member introduced. Adjournment. Rose Gray, Sec. ##

Mr. Harry Appleton, editor of the Weekly Messenger, introduced the recently chosen editorial council of the Messenger. The president appointed committees to plan events for Alumni Home Coming Day. By request of the student body the policy of the book store was read. It was asked that an explanation be given of other bookstores that sell books for prices lower than those of the Students' Cooperative Store. Mr. Fisher stated that at the Students Co-op no money is made handling books; in fact Page 02_013 (volume 02 page 013) 1924-11-14 [continued] books are sold at cost when bought at 10% off of list prices. The president, Daisy Howard, asked the student body to authorize the Board of Control to have made a sign welcoming the Home-Coming Alumni. Motion made seconded and carried that the Board of Control be authorized to buy a "Welcome" sign. Meeting adjourned. Secretary, Rose Gray. ##

Regular meeting called to order by the president, Daisy Howard. School song was sung by members of the Association. A school yell was led by Tiny Claussen. Minutes of the last meeting read by the secretary and approved. Unfinished business called for. Under the head of new business, president called upon the secretary to read the policy of bookstore as outline and recommended by the Board of Control. List of articles to be carried in the book store read. Moved that policy be accepted as read. Motion carried. President appointed committees for this year's Blue Book. President brought up question of another school mixer. CAll from the floor for report of expenses of last mixer in Page 02_009 (volume 02 page 009) 1924-07-02 [continued] the Armory. President Fisher reported that the expenses something like $200 which he thought very reasonable. Miss Long called upon to discuss a prospective lawn party. Motion made that the mixer be a lawn party. Motion carried, unanimously. Mr. Pohoynen made an appeal to the students on behalf of the Messenger advertisers that they read the advertisements in the school paper. (A request from the floor for some arrangement whereby lonely damsels could be assured of company to the lawn party was answered by Miss Holcomb's assurance that the Women's League would take up the matter.) Motion made and carried that Mrs. Davis be instructed to purchase new tennis nets for the tennis courts. Motion made and carried that the holes in the fence around the courts be mended or a new fence provided. Page 02_010 (volume 02 page 010) 1924-07-02 [continued] - President Fisher reported that the building plans under consideration for the year included plans for new courts, making much work on the present court needless expense. The buying and selling of second-hand books discussed. President Fisher to the floor to defend the present system of handling hte books. He stated that the once used renting system had many bad features and was falling into disuse. No other remarks. No action taken. Matter of the student committee on assemblies brought up. Present committee reported not functioning. President Daisy Howard assured the meeting that a committee of three had been appointed by president pro tempore, Mr. Hannah, before she took the chair. She said she would see that the committee started to function immediately. Discussion started from the floor about the habit of many of the students of leaving the Page 02_011 (volume 02 page 011) 1924-07-02 [continued] - assembly before programs were finished. Several expressed the annoyance this occasioned. Meeting discussed means of showin their disapproval of this discourtesy. Moved that all those leaving the assembly before dismissed should be counted absent. Motion unanimously carried. Motion for adjournment. Sec. E. Carruth. ##

Fisher to floor to explain about "Leap Year" entertainment. Mr. Carver made distribution of athletic honor sweaters to football team of 1924. Mr. Simonson read the Klipsun resolution and Mr. Blonden moved it be accepted as read. Resolution embodied the desire of the Student body to add the sum of $2 to the Registrar's fee at the Spring quarter and furnish each student a copy of the Klipsun. Resolution carried. Klipsun contest discussed. Announcements read. Desire to rent the Armory for Leap Year Dance. Motion made and seconded that the Armory be selected carried. Board of Control instructed to hire use of Armory and proceed with plans. Motion made and seconded that Student Act. tickets be Page 02_002 (volume 02 page 002) 1924-02-15 [continued] transferrable. A heated discussion on this question. Motion carried. Motion made by Secretary that students be represented on Lecture Course Committee. Seconded and carried. President appointed Mr. Tungstall, Miss Baker. Motion made and seconded that high-school emblems (letters or sweaters) be barred from the campus. Meeting called to time. All bills allowed subject to proper OK. A discussion of the Klipsun followed and it was decided to seek a business manager and an editor. Also that the board should appoint an Editor in Chief each class elect an official to represent them on the Klipsun board and that the Advisory Board be responsible to the B. of Control for all but the Business Manager. Adjourned John O'Rourke 1923-12-10 - Regular Meeting of the Board of Control Meeting called to order. Moved and seconded that the bid of Jake's photography galleries be accepted for work on the Klipsun (notification). Motion made that Mr. Rankin's resignation be accepted. Miss Selby chosen vice President. Christmas entertainment discussed. Formation of Klipsun board left to meeting 7pm Monday. Mr. Bond to be informed. Miss Jones invited to meet board. Adjournment John O'Rourke 1923-12-14 - Special Meeting It was moved and seconded that committee on purchase for Xmas program be given liberty to go ahead on their own responsibility and purchase the necessary articles. Letter from Betty Riley read, applying for the position of Business Manager of the Klipsun. Moved and seconded that applications be left on table to the next meeting, carried. Moved seconded and carried that prospective members be called before the Board at the next meeting. Report of program committee (nothing definitive). Report of decoration committee (sum to be allowed to committee) Moved and seconded committee be allowed $10.00 for purchase, carried. Candy committee reports candy bought. Moved and seconded that committee be allowed to purchase essentials, carried. Moved and seconded that President be called relative to instituting a novelty program for a mixer dancing to be excepted, carried. Jan. 25, 1924. Mr. Bond to see Mr. Heckman regarding cabinets. Presumable of new constitution carried unanimously. Act 1 102 carried as read. Section 4 " to be brought before Mr. Wisder. (Committee (Mr. Bond, Mr. O'Rourke) Act 4 as written. Moved and seconded that Mr. O'Rourke be given permission to purchase a new journal for Messenger. Presidnet wishes to be notified of time of next meeting. Adjournment until Friday at 4 P.M. Hardware 8.35 Moved seconded and carried that Miss Selby and all who assisted her be given a vote of thanks. Page 01_193 (volume 01 page 193) 1923-10-15 - Moved seconded and carried that President appoint someone to take up the matter of the constitution with President Fisher. Messenger should print a statement. Division of appointment discussed. President expressed sorrow at the expiring of Miss Keelers term of office. Adj. 1923-10-18 - Regular Meeting of the Board of Control Incorporation of clause providing for an open forum of the Student Association as expressed by the President of normal school. Mr. Bond moved that report be accepted and the clause incorporated in the constitution. Seconded and carried. Mr. Bond moved that the secretary of the board be appointed from the student body without power to vote, said secretary to do all of the secretarial work of the Board and to keep office hours. Secretary to receive renumeitation(sp?) for services, this to be settled by board. Moved seconded and carried that mixer expenses be paid. $6/14 John O'Rourke 1923-10-25 - Previous minutes read and approved. 3 bills allowed for Athletic Fund. Mr. Fowler spoke of coordinating the business and the editorial dep'ts of the messenger (adjourned till Tues). All bills passed to subject to OK of the Business Manager and of the Editor. Miss Sperry wished board to co-operate in Good Speech Week. Mr. Thomas granted concession to print program of the Ellensburg game. Secretary be instructed to call for feds (sp?) for the Annual. A regular meeting of the Board of Control was called to order by Pres. Thomas May 7, 1923. The minutes of the previous meeting read and approved. Mrs. Pearl Irish was then elected Sec-Treas by unanimous vote. A petition from clubs of the normal, having reference to the improvement of Normalstad was read and discussed. Action was deferred until another meeting and the secretary instructed to acquaint signers with the action of the Board. An application for Business Manager of the Messenger, written by Mr. Stewart of Lynden, was read. Moved seconded and carried that action be deferred until a later time. Moved and seconded and carried that Mr. Ford's request for office equipment be considered further before taking action. The following bills were allowed: Athletic Fund: Track meet, S.E. Page 01_177 (volume 01 page 177) 1923-04-15 - Board of Control Meeting Meeting called to order by the President. Edwin Opstad and Bob Tunstal represented the Philo's in inquiry of the club sights on the 80 acres. No definite action was taken, although it was suggested that a joint committee of clubs be held to discuss the matter of having it landscaped. Moved and carried, that the board rescind the action it had taken in regards to the President appointing "Tulip Queen" committees. As President Waldo had done the same. It was moved and carried Page 01_178 (volume 01 page 178) 1923-04-15 - That the girls athletic pictures be paid for by the S. Assoc. Miss Keeler read the requirements of the Ladies Quarter. It was moved and carried that Miss Arnell be given the task of restarting section 5 of said qualifications. It was moved and carried that Sec. be instructed to notify Mr. Baughman that he is to work definitely to the point of not increasing stock, but to accumulating profits in form of a cash balance. Mr. Kolstad's report on the Co'ops Tulip votes was agreed upon. Mr. Baughman instead of giving out votes with all purchases will vote all the votes corresponding with the purchases for the Normal Candidate. Date for the school picnic undecided, although May 15th is probable. Moved and carried that Pres. Appoint a committee to revise the entire constitution. Mr. Kolstad as chairman. That said committee report at next meeting. (written in the margins) Special meeting called for Wed. April 19. Adjournment Helen Hightower Sec'y. 1923-04-19 - Special Meeting Meeting called to order by the President. It was moved and carried that Mr. Rankin be allowed to issue checks from the athletic fund, also that he be allowed to pay the following bills if OK by Mr. Carver. Carried. It was moved and carried that the following bills introduced by Mr. Carver be accepted. "No one shall play more than one set if others are…. Page 01_179 (volume 01 page 179) 1923-04-27 - waiting. If the games go to duce one game shall decide the set". The Sec. was instructed to write all notices to Mr. Baughman. A letter of application from Mr. Steward of Lynden for Business Mrg. of Messenger during the summers quarter was read by Miss Keeler. As the present board can take no action upon it. It was moved that the letter be placed on file and brought to the attention of the incoming. Tues. May 15th was set for school picnic. Letter from Mr. Ford appealing for new equipment for the Board room were read. The Sec. was instructed to serve a written notice to the Editor of the Messenger asking for measurements for files. The following bills were allowed Messenger $46.00 Bookkeeper $5.00 Bus. Mgr. 40.00 Carfare 1.00 Herald 6.00 Art Eng. Page 01_175a (volume 01 page 175a) 1923-03-26 - Board of Control Student association Honorable Board: I would like to call your attention to a matter of $20.20 interest charges which was deducted from the $1000.00 loan secured recently. This has no doubt escaped your attention but would like to be refunded this amount so my books will show a proper record of the matter. I would also like a written copy of your recent instructions regarding the disposition of the assets and profits of the store. If I am to dispose of old and slow moving stock as quickly as possible and turn over to the Students Association all profits will not compare very favorable with former years. As I am running this store among other things to make a reputation for myself, I feel that I should have something other than oral instructions. Besides it is not just clear in my mind as to what I am to do and would like these instructions in writing so I may follow them as nearly as possible. Respectfully yours C.C.
