The President referred the matter of singing the contract to the Messenger committee. \Moved and seconded that Dr. Deerwester be put upon the complimentary mailing list. Carried. Moved and seconded that Dr. Deerwester. Carried and manager be allowed five copies a piece of the "Messenger" and that each member of the Board receive two copies a piece. Carried. Moved + seconded that store committee take up matter of song books with Mr Baughman and that he be advised to sell them at 3 or 5 cents until all sold. Carried. Miss Jackson reported for Book Story Committee the transfer of a check protector from the registrar's office to the Book Store. It was reported by the President that the Directory is in the hands of Griggs Printing Co. President took up the matter of new suits for the baseball team- $8.00 a piece. Mr. Carson and Mr. Van Horn ordered the suits- 12 in number- on the expectation that the Board would be favorable in view of the fact that an early order was necessary in order to get them at a more reasonable price. It was moved and seconded that the action of the President be approved. Carried. A special meeting for the Board was called by the Pres. Primarily for the purpose of making plans for the student mixer to be held Sept. 9th and also to discuss the "Messenger" proposition for the coming year that Mr. Van Horn might present our policy etc. to the Faculty at the Faculty Meeting. Those present were Mr. Hulse, Mr. Van Horn, Miss Jackson, Miss Bressler, and Miss Buchanan. Mr. Hulse stated that the Faculty feels that is the time for a weekly paper and that they desire to have more knowledge of and control over the "Messenger." A discussion was held as to whether or not Mr. Scarseth's flaw of collecting 75 cents from students the last semester would work and he approved. Mr. Strilse suggested that $1.00 for the year might be sufficient instead of the proposed $1.50. Mr. Van Horn read Mr. Scarseth's written statement of his- (Mr. Scarseth's) plan as Mg'r.-Editor of the "Messenger." This was done for the benefit of those Board Members not present during Summer School. It was decided that Mr. Van Horn read the said statement to the Faculty. Plans for the Mixer were then in order. Motion made that Chair appoint chairmen of committee: Seconded and carried. Chairmen appointed were: Miss Jackson-refreshments; Miss Bressler-programs; Mr. Carleton-stunts; Miss Buchanan-labels. Decided on meeting of Board on Thurs. It was moved and recorded that Sec'ry be allowed new book. Carried. President authorized to make purchase of exchange rack and make arrangements for its placing in the Library. Bills were allowed as follow: Gen Fund. Messenger @ $1.00---$10.00 presented. Discussion of bill followed. Moved and seconded that bill be held over until settlement of Messenger conditions. Carried. Stated that matters have not yet been cleared up in regard to Mr. Scarseth's accounts. Discussion as to someone to take place of Mr. Folsom as Business Mgr. "Messenger" during his illness. Mr Carleton volunteered to fill in temporarily if able to arrange it. Page 01_020 (volume 01 page 020) 1917-02-05 - Mr. Van Horn reported that he had on hand $70.00 surplus to be turned into Athletic Fund- paid surpluses having been drawn to assure expenses for games. Mr. Baughman presented the following report of Book Store Conditions: Accts. Payable- $156.24 Cash on hand- $102.14 Total- $258.38 Diff.- $1038.90 Debits- $1297.28 Accts. Payable- $1297.28 Mr. Van Horn then left the meeting placing Mr. Carleton in the chair and presenting his resignation from Chairmanship of the Board and Presidency of Student Association. Meeting called to order by Vice-President/ Minutes read and approved. Vice-President read Mr. Van Horn's resignation. Moved and seconded that the resignation be accepted. Carried. Since Vice-President automatically takes chair in case of it being vacated by Pres. it was moved and seconded that a primary for purpose of electing a Vice-President be held on Friday. Carried. It was moved and seconded that Miss Welshe's request for $30.00 to be used for Literary Development pages in "Klipsun" be allowed. Carried. Minutes of previous meeting read and approved. Moved that action of Business Mgr.pro term (paying for 5 weeks issues of "Messenger") be ratified. Seconded and carried. Fund: Normal Book Store $6.40 Book Store Bills amounting to $213.96 Miss Jackson reported that she had authorized Miss Peterson to write out a check for $50.00 for the Basket Ball trip. Then followed a discussion as to the advisability and inadvisability of raising Mr. Baughman's salary. Following bills allowed: Normal Grocery- Entertainment of Ellensburg Team- $2.23 Mr. Hennes- Same- $.85 Irish Printing Co.- "Messengers"- $124.25 Mr. Scarseth was present and stated that-in view of leaving school- he would make his report to the auditory committee Mon. and hand in his resignation. He stated that-in view of his resignation- he had been looking about for successors to recommend to the Board and named the following: Mr. Glowman, Mrs. Hawkins, Mr. Hennes and Mr. Rocky. Moved and seconded that President be authorized to make a call for applications for Mg'r of "Messenger" in the next Assembly. Carried. Moved and seconded that payment for refreshments for the entertainment of the Ellensburg boys be paid from General Fund. Carried. Mr. Van Horn made a statement of the financial conditions of the General and Athletic Fund estimating $227.22 in the Athletic and close to $600.00 in the General. Mr. Carver having estimated that $150.00 ,more will be necessary to carry through the year. Mr Van Horn proposed that $150.00 be transferred from the General to the Athletic Fund. Those present were Mr. Bond, Mr. Phillipi, Mr. Carleton, Miss Bressler, Miss Jackson, and Miss Buchanan. Reading of minutes was dispensed with for lack of time. The following applicants presented themselves before the Board and were duly interviewed. Mr. Roop, Mr. Hughes, and Mr. Folsom. Mr. Folsom was appointed business manager. Adjournment. Sec'y. Louise E. Buchanan 1917-01-29 - Board of Control Meeting Meeting was called to order by President. All present except Miss Bressler. Minutes read and corrected. Mr. Folsolm was present to make inquires into some of the methods of Business Mgr. and collecting etc. Mr. Van Horn stated that he had conversed with Dr. Nash and Mr. Edison in regard to some method of having bills signed and paid without delay. He reported them as being in favor of some system by which to eliminate so much countersigning. Mr. Van Horn presented a method of Direct Banking which was discussed. It was moved and seconded that Book Store Committee work with Auditing Committee to see if some plan of Direct Banking cannot be used. Carried.
