Show more1897-02 WWU Board of Trustees meeting minutes for February 1897 Volume 01 - Page 053 1897-02-04 Board met pursuant to call with the chariman, Mr. Higginson and the clerk present. The only business transacted was the allowance of the claims of Mr. Montague and W.S. Quinby "for additional electric wiring ordered by trustees, and for substituting a 32-call annunciator for a 16-call designator in the contract." Voucher No. 67, favor of J.W. Montague and W.S. Quinby, for $90, covering above claims was ordered certified to the state auditor for the issuance of a warrant. Adjourned. Redcord approved March 18, 1897. O.H. Culver, clerk. Eli Wilkin, chairman. 1897-02-10 Board met at 3:45PM, pursuant to call of the chairman, with all members and the clerk present. On motion of Mr. Edens, the clerk was directed to notify contractor W.B. Davey in writing that the board is now ready to pay net the balance due on the contract price of the Normal School building, under the provisions of said contract, upon Mr. Davey making a satisfactory showing to the board that "all just debts due all laborers and mechanics and material-men, and persons who shall supply or shall have supplied said contractor with material or goods of any kind upon said work, or in conncection with the construction of said building have been paid." The clerk was expecially directed to retain a copy of the letter and mail copies to Mr. Davey at Fairhaven and Olympia. (See Letter book, page 82). Voucher No. 68, favor of R.J. Morse, $17.00, for furnishing and setting one pane glass and- WWU Board of Trustees meeting minutes for February 1897 Volume 01 - Page 054 1897-02-10 for certain articles ordered by Mr. Higginson for use of watchman in caring for building, was approved and ordered certified to the state auditor for the issuances of a warrant. Absent Truste Teck and the clerk. Principal Mathes submitted his fifth annual report showing the total amount of money received for library fees, and the (?) of (?) issued to the students. Report was adopted and ordered filed. The following resolutions were adopted and ordered spread on the records: Resolved, that the respective salaries of the teachers and employees of the B.S.N.S. Named below shall be from August 31, 1904 to August 31, 1905, as follows: J.T. Forrest, $1500; Washington Wilson, $1400; F.W. Eply, $1400; A.P. Romine, $1400; J.N. Bowman, $1150; E.N. Stone, $1100; H.J. Tromanhauser, $1500; Frances Hays, $1150; Ida A. Bayer, $950; Ada Hogle, $950; Cora F. Bratton, $950; C. Montgomery $950; Kate Gompertz, $800; Mabel Moore, $850; Blanche Evans, $800; Mable Wilson $840; Nellie Cooper $720; P.W. Pierce $720; J.O. Lemach, $720. Resolved further that the salary of Principal E.T. Mathes shall continue at the rate of $2750 per year from August 31, 1904 to May 1st, 1905, and shall be $3000 per year from May 1st, 1905 to May 1st, 1907. Resolved further that the clerk and principal be instructed to draw contracts for the signatures of the employees named above and mail the same to each party for execution to each party as soon as possible. Resolved further that the salary of any teacher for the last month of any semester shall not be paid until such teacher has filed in the office of the principal all required- WWU Board of Trustees meeting minutes for August 1904 Volume 01 - Page 290 1904-08-13 reports, and copied on the records in the office all grades and credits made by students in their classes during the semester. Upon recommendation of Principal Mathes, Miss Henrietta E. Moore of New York City was elected to take charge of the English department at a salary of $(?) per year for the school year beginning September 1, 1904. The principal was authorized to employ two assistant janitors for the coming school year at the same salary as was paid during the past year. The board then indulged in a general discussion of the interests of the institution. Monnett, Ida McMillan, Alice Nichols, Eudora Oliver, Minnie Penfield, Hallie Pratt, Annie Raymond, Thomas Slattery- WWU Board of Trustees meeting minutes for June 1902 Volume 01 - Page 224 1902-06-02 Gertrude Streator, Laura Sweet, Jennie Stalmaker, Myrtle Trott. The principal recommended the following for elementary certificates from the junior year: Harriet Bray, Effie Bates, Mabel Copeland, Fannie Copeland, Alice Carman, Marguerite Flemming, Laura Hibbs, Melissa Ireland, Evelyn Jones, Minnie Sapp, Emma Dubuque, Nellie Jones, Enzo Loob, Vera Melgard, Nell Sears, Ida Steuvig, Mabel Steen. Gertie Smith, Mrs. Annie Temple, Vinnie Winchell. These were recommended for diplomas when grades should have been secured satisfactory to the faculty: Eva Comegys, Laura Doerrer, Grace Huntoon, Anna Leque, Myrtle Stuver. The terms of the employment of Miss Ada Hogle as teacher of manual training was charged to $70 a month for the first seven months and $8.50 per year of ten months thereafter. The principal reported having issues elementary certificates on Jan 27th, 1902 to Miss Olive Edens and Miss Irina Blau. Show more1915-12 WWU Board of Trustees meeting minutes for December 1915WWU Board of Trustees meeting minutes for December 1915 Volume 05 - Page 147 1915-12-18 The Board of Trustees met in special session at their office in the Normal School at 2:30 P.M. Present: Trustees Barlow and Olsen, the President and the Registrar. DEATH OF ALFRED B. KUYKENDALL: The President reported the sudden death Monday, Nov. 29th of Mr. Alfred B. Kuykendall, Principal of the High School. Mr. Kuykendall's death occurred shortly after 1 p.m. in his office in the school building, and was due to heart failure, resulting from an attach of acute indigestion. MR. HUNT TO BE HIGH SCHOOL PRINCIPAL: The President reported that on his authority, Mr. Thos. F. Hunt, of the mathematics department had been assigned to fill the position of acting Principal of the High School. The Board approved the appointment, fixing Mr. Hunt's salary at $120.00, per month from Dec. 1, 1915. MRS. ALFRED KUYKENDALL, ASSISTANT: It was further ordered that action of the President in assigning Mrs. Alfred Kuykendall to the position of Assistant Principal of the High School at a salary of $120.00 from Dec. 1, 1915 be approved. DRAINING OF CITY RESERVOIR: The President referred to the flow of water that comes upon the Normal Campus whenever the contents of the city's reservoir is discharged for the purpose of cleaning the reservoir, as is required periodically. He stated that City Water Supt. Beal had proposed to him a plan for conducting this flow into the campus lake, thence to be discharged through the lake outlet. The Board consented to this plan on condition that the City protect the school property from any and all damage resulting therefrom. RESIGNATION OF MISS WORDEN: The resignation of Miss Gertrude Worden, Assistant in English and History, now on a year's leave of absence was presented. It was reported that the reason of Miss Worden's resignation was that she is about to be married. The resignation was accepted by the Board. MRS. SAMSON'S WORK INCREASED: The Principal reported that owing to increased work in her department, it had become necessary to extend the hours of work of Mrs. Edna Samson, which extension would carry with it an increase of compensation. Show more1910-12 WWU Board of Trustees meeting minutes for December 1910WWU Board of Trustees meeting minutes for December 1910 Volume 04 - Page 012 1910-12-14 Minutes of the regular monthly meeting of the Board of Trustees of the Bellingham State Normal School held in their room this afternoon at 3:30 o'clock. Present: Chairman J. J. Edens, Trustees J. J. Donovan and F. F. Handschy, Principal Mathes and the Registrar. The minutes of the meetings of Sept. 28th, Oct. 18th, Nov. 14th, Nov. 22nd and Nov. 23rd, 1910, were read and on motion of Mr. Donovan, approved. On motion of Trustee Donovan it was ordered that "write-ups" of this school be inserted in the Christmas editions of the Reveille and Herald at a cost of $20.00 for each insertion. Trustee Donovan moved and Trustee Handschy seconded that the biennial report of this school to the Governor and Legislature be printed and placed on the desk of every legislator. The Registrar presented the appended statement and draft of a proposed law seeking the reappropriation of funds deposited with the State Treasurer and on motion of Trustee Handschy they were approved: Bellingham, Wash., Dec. 1, 1910. To the Governor and Members of the Legislature, State of Washington. Gentlemen:- The Legislature of 1907, by Chapter 96, Session Laws of the year, made it mandatory upon this school, in common with other state institutions, to daily deposit its local receipts with the state treasurer. The Legislature of 1909, impressed by the inutility of that law, promptly and specifically repealed that portion of it relating to the educational institutions of the state by Chapter 133, Laws 1909, and further, by Chapter 169, returned to this school the sum of $7,133.40, being the amount this institution had deposited with the state treasurer up to the time of the passage of the appropriation act just named. WWU Board of Trustees meeting minutes for December 1910 Volume 04 - Page 013 1910-12-14 In the opinion of the Board of Trustees of the Bellingham State Normal School, the law requiring this school to deposit its receipts with the state treasurer was operative until the date the repealing act became effective, i.e., ninety days after its approval by the Governor, or June 10th, 1909. The Board, therefore, directed that the practice of depositing receipts be continued until that date. Under such direction, as the books of the state treasurer will show, there was deposited with him the sum of $1,362.61, all of which was remitted between the date the state treasurer certified to the legislature that this school had deposited with him the sum of $7,133.40, which the state legislature returned to this school, and the final remittance. Rigid compliance with exact terms of law has therefore deprived this institution of $1,362.61 which the Board of Trustees, in making its estimate of financial needs, prior to the passage of the law in Chapter 96, Session Laws 1907, had confidently and legally figured as an income. The Board therefore begs to submit a draft of a law appropriating to this school the sum of $1,362.61, and asks your cordial and hearty support towards its enactment, simply calling attention to these facts: 1. The conditions precedent to the appropriation of $7,133.40 two years ago parallel those attendant upon the appropriation of $1,362.61 asked for now. 2. A matter of right and justice of two years ago is equally a matter of right and justice today. All of which is respectfully submitted by order of the Board of Trustees. Registrar. CHAPTER ______ Deficiency Appropriation for State Normal School at Bellingham. An Act making an appropriation for the maintenance and sundry expenses of the State Normal School at Bellingham for the fiscal term beginning April 1st, 1909, and ending March 31, 1911. Section 1. The sum of Thirteen Hundred and sixty-two dollars and sixty-one cents ($1,362.61) or so much thereof as may be found necessary, is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated, for the maintenance and sundry expenses of the State Normal School at Bellingham, for the fiscal term beginning April 1st, 1909, and ending March 31st, 1911. Present Jere Neterer and Frank C. Teck. Architect A. Lee presented his first estimate of the work already performed by the contractors Munro, Blake and Haskill in placing the heading and ventilating apparatus in the building. It was as follows: New Whatcom Wash July 1st 1899 To the Hon board of Trustees of the State Normal School at New Whatcom. Gentlemen - In accordance with the terms of the contract between the state of Washington and Munro, Blake and Haskell for heating and ventilating apparatus, I hereby certify that I have estimated the work as follows: Excavation and brickwork - $200.00; Heat and ventilating registers - $550.00; Pipe coils made up - $500.00; Total to this date - $1250.00. According to the terms of the contract the contractors are now entitled to the above amount less 20 percent - $1000.00" Estimate No. 1. A. Lee Architect. On motion the estimate was allowed and the following voucher was ordered certified to the state auditor that a warrant might issue. Voucher No. 39 - favor of Munro, Blake and Haskell $1000.00 for 80% of the architects first estimate of work performed on contract for heating and ventilating Normal School. Heating fund. WWU Board of Trustees meeting minutes for July 1899 Volume 01 - Page 089 1899-07-17 Board met at the Normal School grounds and carefully inspected the building and grounds and all the work in progress on them and that which was completed ready for their acceptance. They were called to order at 4PM, present Neterer, Edens and Teck. An order was made for the purchase of materials and the hiring of labor for the construction of the following appliances asked for and recommended by Principal Mathes. For Room I in the science department - table with hood over it to have connection with an individual (?) to let off the poisonous gases. Chemical case, 3 tables for chemical room 9x5. For room 2 Science department: 4 tables of fir, physical apparatus case 18 feet long equipped with locker and doors. First room - first floor - an instrument case. The black board in this room recommended moved room below. In the library - 3 cases for books and a magazine case for adjoining room. Supt. Mathes reported that shades were not needed on the windows in the science room and the clerk was instructed to see B.B. Furn. Co. and if possible have them stricken from the school's order for shades. It was decided to pay the laborers on the grounds 25 cents per hour. The fence around the grounds was reported completed as per contract and was accepted by the board. The clerk ws instructed to issue a call for bids for constructing a sewer connection- WWU Board of Trustees meeting minutes for July 1899 Volume 01 - Page 090 1899-07-17 from the building to the High Street sewer at the intersection of Pine; also for the construction of a sidewalk from the building to the same street intersections following is the call as ordered published in the Blade for one week. It was decided to floor and furnish the windows of the hall just plastered on the second floor and finish complete for occupancy the two rooms adjoining. The cost of placing the electric light fixture necessary in the building was estimated by the Electric Light Company at $76.85 with chandeliers $20.00 additional. The chairman was authorized to ascertain the cost of the fixtures desired by Prof Mathes and Eply in the library, laboratory and museum. Chapman Bros and Co. of Seattle were ordered notified that the building would be ready to receive the furniture ordered from them by August 1st. The clerk was ordered to ascertain the cost of making the Gas Connections. The chairman ws authorized and empowered to act in the matter. The plastering of the two rooms and hall on the second floor ws reported completed. After inspection it was accepted and ordered paid for out of the funds raised by popular subscription to purchase the Collins Museum. The amount $195.10- WWU Board of Trustees meeting minutes for July 1899 Volume 01 - Page 091 1899-07-17 the century dictionary was reported as having arrived. The following vouchers were ordered passed to the state auditor that warrants might issue. Voucher No. 40 - In favor of L.H. Darwin for $25.00 for services as clerk of board trustees from June 15 to July 15. Maintenance. Voucher No. 41 - favor B.B. Imp . Co. $197.37 for lumber furnished the school Grading grounds fund. Voucher No. 42 - favor J.S. Shockey for $12.87 for labor on school. Grading grounds fund. Voucher No. 43 - favor Fawcets Bros $6.85 for material furnished school grading grounds fund. Voucher No. 44 - favor D.H. Tracy $12.25 for labor on school grounds grading grounds. Voucher No. 45 - favor J.S. Shockey $40.00 for full payment for building fence around grounds as per contract. Jere Neterer, chairman. 1899-07-24 Board called to order at 2:40PM - present trustees Neterer Edens and Tick. The clerk laid before the board bids for the construction of the sewer connection and the sidewalks within the grounds as follows: for construction of sidewalk. W.P. Johnson. Amount of bid $34.50; J.S. Shockey. Amount of bid $25.00. WWU Board of Trustees meeting minutes for July 1899 Volume 01 - Page 092 1899-07-24 Daniel Rosh - amount of bid $35.00; H.G. van Reypen and W.E. Likins amount of bid $25.00; Moran Bros. amount of bid $2 per m; for construction of the sewer C.W. Stoddard $210.00; W.e. Likins and H.G. Van Reypen $139.95; Chas E. Lind $200.00; Moran Bros $185.00; Geo Hartness $238.70; John Kelly $150.00. After discussion the consideration of the bids was laid over until the next meeting. The question as to how the school might get the benefit of the existing premium on state warrants brought a motion from Mr. Edens that the board pay cash here after instead of warrants. Mr. Teck moved as an amendment that the chairman draw up a resolution covering the question and the motion as amended prevailed. Following is the resolution as adopted by the board: whereas by a recent decision of the supreme court of the state of Washington declaring in-operative an act of the legislature of the state of Washington authorizing the investment of certain school funds of the state of Washinton in General fund warrants of the state and whereas the general fund warrants of the state are at a premium; and whereas it is necessary for this board to make sundry and diverse expenditures in and about the State Normal School building located in New Whatcom Washington and in charge of this board for which no appropriation has been made; and whereas, the board has contracted to pay sundry and diverse obligations in cash; and whereas the (?) of claims contracted for by the- WWU Board of Trustees meeting minutes for July 1899 Volume 01 - Page 093 1899-07-24 Board to be paid in cash, by warrants would pay to the persons to whom said sums are due an amount in cash over and obove the contract price; and whereas it is the desire of the board to save for the benefit of the Normal School the premiums which can be realized upon the state warrants. Now therefore be it resolved that it is the (?) of this board to pay to the persons having claims against the board the amounts thereof in cash instead of authorizing the delivery of a state warrant for the sums due and thus save to the board and the said school thereby the premiums which can be realized upon said warrants. Therefore be it further resolved that the chairman and clerk of this board are hereby authorized and instructed to make such arrangements as may be necessary to carry out the intentions of the board in the premises. The consideration of the bids for the construction of the sewer connection ws proceeded with. The bid of H.G. van Reypen and W.E. Likins in the sum of $139.95 ws found to be the lowest and on motion of Mr. Edens it was awarded them the contract at their bid. A bond of $100.00 for fairthful performance was ordered exacted from them. The bid of Van Reypens and Likins for the construction of the sidewalk within the grounds- WWU Board of Trustees meeting minutes for July 1899 Volume 01 - Page 094 1899-07-25 the sum of $25.00 was also accepted and contract awarded them. The chairman and clerk were authorized to execute the contract and bond in behalf of the board with the successful bidders. The clerk ws instructed to notify the successful bidders of the acceptance of their bids and to return to the unsuccessful ones the certified checks and cash which accompanied their tenders as evidences of good faith. The clerk read a communication from janitor McBride asking for a raise in his salary and for extras compensation for the months of May, June, July and August. In motion of Mr. Edens he was allowed $15 per month extra for the months of June and July amounting to $30.00 in all. It was ordered that the telephone company be instructed to place a phone in the building and the chairman and clerk were authorized to execute the contract. Present: Chairman J. J. Edens, Trustees J. J. Donovan and F. F. Handschy, Principal Mathes and the Registrar. Minutes of the meeting of Nov. 16th and 26th read and approved. The Registrar presented the appended which on motoin of Trustee Handschy, seconded by Trustee Donovan, was ordered entered of record: STATE FUND Bellingham, Wash., Dec. 8, 1909. To the Honorable, The Board of Trustees. Bellingham State Normal School, Bellingham, Washington. Gentlemen:- The 1907 Legislature passed a law requiring Cash Receipts of any State Institution to be deposited daily with the State Treasurer. Between the time this Law became effective and the opening of school in September of that year there were no cash receipts. From Sept., 1907 to June, 1909, our receipts were remitted to the State Treasurer. The 1909 Legislature passed an act repealing the law above noted, which became effective June 10, 1909. During the session of the 1909 Legislature, an act was passed reappropriating to this institution the funds it had deposited with the State Treasurer up the the time the bill was drawn. From that time to June 10, 1909, this school continued its deposits and the appended report divides the balance in the bank between School and State and closes out the fund: RECEIPTS Receipts for the year Sept. 1, 1908--Aug. 31, 1909 Tuition - $35.00. Room rent--Edens Hall - $1659.28. Locker fees - $53.25. Incidentals - $124.69. Library fees - $2350.00. $4222.22. REMITTANCES Remitted to the State Treasurer up to and including July 1, 1909 --- $3873.52. Sept. 1, 1909--Balance in Bellingham National bank - $348.70. There were no receipts subsequent to June 10, 1909 except Summer School Library fees. Receipt book shows number of fees received from June 14 to close of Summer School to be--63. Less Volgar, McCoubrey, Casey and Boynton who paid June 9th, 1909,--------4. 59. 59 fees at $10.00 - $590.00. 1/2 for Library fund - $295.00. 1/2 for Rebate fund - $295.00. $590.00. $590.00. WWU Board of Trustees meeting minutes for December 1909 Volume 03 - Page 126 1909-12-11 Trustee Handschy reported that the City Water Board had extended the present flat rate of $35.00 per month for city water to the Normal school to April 1st, 1911. On motion of Mr. Donovan, the thanks of the board were extended him and Dr. Mathes for their services in appearing before the City Water Board. The registrar reported that Isabella M. Williams had made a partial payment of $10.00 upon her note to the Students Loan Fund. Present: Chairman J.J. Edens, J.J. Donovan, F.F. Handschy, Principal Mathes and the clerk. The clerk transferred to the chairman of the board postal money order for $31.40 from Bertha Mauerman in settlement of her note and interest, borrowed from the Students' Loan fund, dated June 15, 1906. The clerk was instructed to return to her the note cancelled. Mr. Donovan moved that the principal be instructed to order 5,000 stamped 2-cent envelopes and 5,000 stamped 1-cent envelopes. Carried. On motion of Mr. Donovan, the clerk was instructed to notify the City Council that inasmuch as the grade on High Street now being improved is so unsatisfactory, the Board has determined not to lay cement sidewalks but to accept plank sidewalks. The clerk was also directed to notify Contractor Sauset to the same effect. On motion of Mr. Donovan the clerk was instructed to call the attention of the Mayor and City Council to the action of the Board October 13th aking for the improvement of Oak street and to add that the board is now about to undertake the construction of a Science annex and an addition to the Dining Hall and it is very important that Oak street be improved at once. The Board therefore earnestly requests that the improvement be made at once. Chairman Edens was asked to investigate the possibility of making some temporary repairs and changes in the roadway at the corner of Ivy and Indian streets with a view of lessening the expense to the Normal School in the matter of hauling supplies to it. Prof Forrest having suggested that the board join him in grading the half block between his house and High street, on Motion of Mr. Donovan, Dr. Mathes was instructed to have the work done as cheaply as possible. On motion of Mr. Donovan, Dr. Mathes was instructed to make arrangements for taking out a large stump in the 14-ft. strip of parking at an expense not to exceed $20.00. After a general discussion it was ordered that at the coming entertainment to be given by the senior class, the charge for admission to students shall not exceed 15 cents. The following report of the Faculty Council in the matter of the Summer School was presented by Dr. Mathes: WWU Board of Trustees meeting minutes for March 1907 Volume 02 - Page 112 1907-03-20 Report of Committee on Summer Session for 1907. The Committee consisting of Dr. Mathes, Miss Baker, Messrs. Lull and Romine authorised by the faculty council March 4 to prepare plans for a summer session in 1907 met in Dr. Mathes' office Monday March 11, 1907, and made the following recommendations: I. That a summer session be conducted this year. II. That a student in residence attendance at the Summer Session would be allowed a maximum of 10 credits, provided that no 4- or 5- credit subject should be given except upon a double period basis: Provided further, that United States History, Geography and Elementary Agriculture be excepted from the foregoing double-period basis. III. That the services of some teacher of distinction should be secured if possible. IV. That certain special courses be offered from year to year in the Summer Session in something of routine form, this year the special courses to be Primary Methods and School Organization. V. That a training school should be conducted. VI. That definite courses in English Literature be offered. VII. That definite courses in Physics be given. VIII. That classes be not organized in any of the subjects offered unless four or more students enroll in it. That classes be organized in other subject if four or more students call for such subject, provided that the total work of the summer session shall not exceed thirty two hours. IX. That tuition to the amount of $6.00 be charged for a single subject covering one hour's work a day for the Session, and that one dollar be charged for each additional subject covering one hour, it being the sense of the committee that tuition should be charged to the amount of one dollar for each additional hour taken. X. That Sec. 2 Article VII of the General Regulations be constructed as applying to teachers in the Summer Session. XI. That the appended list of subjects be offered. WWU Board of Trustees meeting minutes for March 1907 Volume 02 - Page 113 1907-03-20 On motion of Mr. Donovan the report was accepted and approved. On the recommendation of Dr. Mathes it was ordered that W.E. Chancellor, city superintendent of school, Washington, D.C. be engaged for one week at the Summer School at a compensation of $100.00. It was also ordered that an appropriation of $300.00 or so much as may be necessary be made for the support of the Summer School. On recommendation of Dr. Mathes and the motion of Mr. Handschy, Prof. Wilson was approinted to take charge of the Summer School. It was ordered that the salary of Miss Nellie McPride be increased to $62.50, to take effect the first of April next and to continue to Sept. 1st. Dr. Mathes stated that the faculty had fixed upon Friday of next week and the following Monday as holidays. In lieu of paying a personal expense account of the principal against the institution, the board agreed to pay the expense of the principal to N.E.A. at Los Angeles this summer, estimated at between $50.00 and $60.00. Principal Mathes and Professors Romine and Epley were authorized to make as full an investigation as possible into the matter of the best method of building and equipping the proposed Science annex and to confer with the architect when he is appointed. On motion of Mr. Donovan, seconded by Mr. Handschy, it was ordered that Secretary Clark be authorized to provide an efficient deputy at his own expense to assist him in his duties in this institution, while taking charge of the Bellingham Publicity Bureau in the city of Seattle; and that his salary be increased to $40.00 per month, beginning April 1st, 1907. On motion of Mr. Donovan, seconded by Mr. Hanschy, it was ordered that all bills before the board, properly O.K'd, be drawn on such funds as the chairman, the principal and the clerk agree upon. Edens of the Board of Trustees, Principal Mathes and Registrar Clark, held in the Registrar's office this morning at 10:30 o'clock. At its meeting of March 25th, the Board of Trustees instructed the Principal and Registrar to secure bids from local architects for the preparation of plans and the supervision of the construction of an addition to the training department, and to accept the best bid. In response to invitation, the following bids were received: G. Stanley Piper, 3.5% of cost. William Cox, 3.5 % of cost. T. F. Doan, 2% of cost. A. Lee, 3% of cost. In view of the fact that Mr. Lee agreed to add to the amount of contract for the new building, the cost of the recently erected fire proof vault and the contract for putting brick walls under the manual training building and charge 3% upon the total cost, instead of asking for special compensation on each of the latter jobs, his bid was regarded as the best of the bids submitted and he was selected as architect for the new addition. At the same meeting of the Board of Trustees, namely, that held March 25th, the Principal was authorized to secure bids for constructing brick walls under the manual training building. In response to the appended published notice, the following bids were received and opened: F. E. Headrick, $2,156.00. George A. Dickinson, $2,345.00. Harris and Eklund, $2,363.00. Each of the foregoing bids were accompanied by a certified check equal to 5% of the individual bid. F. E. Headrick was named as the lowest bidder and notified that he would receive the contract. WWU Board of Trustees meeting minutes for April 1913 Volume 04 - Page 142 1913-04-23 The Principal reported that Mr. Patchin had asked for permission to employ a substitute during summer school. After a discussion, the Registrar was directed to notify Mr. Patchin that the Board felt obliged to deny his request, but expressed a feeling that it would be willing for Mr. Patchin to work until the first of July, and then Mr. Patchin be allowed to take a vacation that month, sacrificing his salary, under the rules, and the Board choosing a substitute. Miss Baker notified the Principal last fall, that she would not teach in summer school the coming summer, but after other arrangements had been made to fill her place, she recently stated that she desired to work in summer school. It was ordered that this matter be left open until the next meeting, with the understanding that Professor Deerwester, Dean of summer school, would determine at that time, whether Miss Baker's services will be needed. The matter of insuring the school building and contents came up for discussion. In this connection the appended correspondence was presented: Letter to Attorney General. April 7th, 1913. Honorable Vaughn Tanner, Attorney General, Olympia, Washington. My Dear Mr. Tanner:-- We write to ask if it would be legal for the trustees of this institution to place some insurance upon our buildings. We are simply asking this for general information and trust that it will not be necessary for you to make an extensive examination to answer our request. As we understand the matter, the State does not carry insurance on any of these buildings, and whether this is true because of the terms of the law or whether it is simply a general policy, is a point on which we are not informed. Very sincerely yours, (Signed) E. T. Mathes. Principal. Letter from Attorney General. April 14th, 1913. Mr. E. T. Mathes, Principal State Normal School, Bellingham, Washington. Dear Sir:-- We have your letter of the 7th inst., in which you ask whether the trustees of the state normal school have the power to place insurance upon the normal school buildings. We find no provision of the law which give them that power expressly, but we think such power may be implied from the provisions of section 4363, Rem. and Bal., which, among other things, provides: "Each board of normal school trustees shall have power, and it shall be its duty- * * * Fourth; To have charge of the erection of all buildings pertaining to the school, unless otherwise expressly provided, and to have the care and management of all buildings and other property belonging to the school. * * * Sixth; * * * and to do such other things not forbidden by law as may be necessary for the good of the school." We think that the placing of insurance upon school buildings may well be considered as necessary to the care and management of the school, and your question is therefore answered in the affirmative. WWU Board of Trustees meeting minutes for April 1913 Volume 04 - Page 143 1913-04-23 Inasmuch as Registrar Clark expected to be in Olympia before the close of the week, action in the matters of insurance, style of the construction of the new training school addition, and the lease of a piece of ground for agricultural and horticultural education, was deferred until he had consulted Governor Lister. The Registrar presented a copy of instructions, regarding a uniform system of accounting for all of the institutions of the State, from the Bureau of Inspection and Supervision of Public Offices. The Principal stated that Miss Prouty desired to resign the first of May and unless there was objection, he would make the choice of her successor. The Principal stated that he had sent a copy for the new catalogue to Olympia. He also stated that the two carpenters, who had been making cases for the museum had just about completed their work and he would employ them at once on the new manual training building. He also reported that he had mailed four thousand circulars regarding summer school to most of the rural school teachers of the State. He also reported that Miss Norton had attended the Conference of Deans at Pullman, instead of Miss Gray, who is confined to her home by illness. He further stated that in accordance with instructions, Mr. Bond had attended the meeting of the Empire Teachers' Association, at Spokane. The action of the faculty in granting a elementary certificate to Beryl Batdorf was approved. The Principal stated that the contractor who had the work of raising the manual training building about 18 feet for $125.00, had, in accordance with instructions, raised it about one foot higher than his original plan and would probably appear with a bill for extras. The Registrar reported that he had mailed the Bureau of Inspection and Supervision of Public Offices, the usual quarterly report. Show more1917-09 WWU Board of Trustees meeting minutes for September 1917 Volume 05 - Page 234 WWU Board of Trustees meeting minutes for September 1917 Volume 05 - Page 234 1917-09-12 The Board of Trustees met at their offices in the Normal School at 3 p.m. Present: Trustees Barlow and Olsen and President Nash. COAL CONTRACT AWARDED: In response to the published call for bids on a supply 600 tons more or less of coal for the yse of the Normal School a number of bids were received, among them the following: Roslyn Wn. August 20, 1917 Mr. Geo.W.Nash President State Normal Bellingham WA., Dear Sir; For the season of 1917-18 we offer 700 tons coal more or less as follows, Special Steam, this through 1 1/2 inch Bar Screens containing small Egg, Nut, Pea and slack and running over 40 % coarse coal, same as has been used for the past 7 years by the State College Pullman and Cheney Normal, Six Dollars and thirty five cents. Straight Mine Run, containing all Lump, Egg, Nut, Pea and Slack as it comes out of the Mines and no coarse coal taken out, fifty cents more 6.85. All per ton 2000, lbs, delivered in Bunkers at the Schools. We are herewith attaching Gov't Analysis which we have been able to maintain during the past 6 years on about 50 000 tons furnished the Government at the various Forts, Barracks etc. and would also advise we have contracts for the coming season to supply Van Couver Barracks Wn, Forts Geo. Wright, Stevens and Columbia. These prices we consider very attractive considering the quality of coal which compares very favorable with Wingate, South Prairie, Gale Creek, Van Couver Island Coals and others of the best grade and we of course would want the entire contract if any. We can than arrange to fill up your Storage and keep the coal coming fast as used. WWU Board of Trustees meeting minutes for September 1917 Volume 05 - Page 235 1917-09-12 HEATING PLANT CONSTRUCTION: The Standard oil Company having served notice upon the Board that pursuant to requirements of the Government the company would be unable to supply this school any more fuel oil, it became evident that heating plant alteractions must be started immediately and provisions made for adoption of coal as fuel. It was decided that necessity of immediate construction of bunkers and a boiler house would not permit of the delay necessary for advertising for bids. The bid of the Roslyn-Cascade Coal Co., dated Aug. 20, 1917, agreeing to supply 700 tons more or less of coal delivered in the Normal School bunkers at a price of $6.35 oer ton, was found to be the most favorable proposal and was acceptedm abd a contract awarded accordingly. It was decided to erect the boiler house by day labor, the Trustees to purchase materials. Mr. D.B. Campbell was employed as supervisor of boiler house construction at $8.00 per day for each day of actual service, he to furnish tools and appliances as needed for the work supervised. RESIGNATIONS: Miss Charlotte Bisazza, of the art department, in a communication to the Board, asked to be permitted to resign her position with this school, giving as her reason the very serious illness of her father, to whom she felt that her attention should be given. The Board granted Miss Bisazza's request and accepted her resignation. Miss Mae Reichert, elected to the position of rural school supervisor, also asked to be permitted to resign her position. The request was granted and her resignation accepted. A communication was presented from Miss Irene Thomas, Secretary to the President, who stated her desire of entering the State University, and requestred that her resignation be accepted. Miss Thomas's request was granted and her resignation accepted by the Board. Owing to her protracted illness, Miss Maud Alice Davis, of the training department, requested a leave of absence for the school-year 1917-18 without salary, which request was granted by the Board. ADDITIONAL INSTRUCTORS ELECTED: Miss Dorothy Milne was recommended by the President for the position of assistant in the art department in place of Muss Bisazza, at a salary of $90.00 per month for twelve months. The recommendation was adopted by the Board. Mr. J. F. Caskey was recommended for position of instructor in typewriting, commercial law, and shorthand, at a salary of $125.00 per month for twelve months. The Board approved this recommendation and Mr. Caskey was accordiningly elected. On recommendation of the President Miss Jewel Smith was employed as assistant in the art department at a compensation of $10.00 per month for the time of service. WWU Board of Trustees meeting minutes for September 1917 Volume 05 - Page 236 1917-09-12 Miss Abby H. Sumner, of the expression department, resignation was accepted at the last meeting of the Board offered to reengage with the school, and on recommendation of the President she was re-elected to her former position at a salary of $130.00 per month for ten months from September 1, 1917. At the suggestion of the President, Mrs. Lida J. Snyder Recorder, was transferred to the position of Secretary to the President in place of Miss Irene thomas. Mrs. Ethel Brown was transferred from the position of Office Secretary to that of Recorder, and her salary adjusted to $70.00 per month. Miss Calla Van Syckle was employed as Office Secretary her work to be for six hours a day at $45.00 per month. The President recommended Miss Cassa Graves for the position of training school supervisor at a monthly salary of $100.00 for twelve months. The Board adopted the recommendation as made. SALARY OF MR. HOPPE: On recommendation of the President the salary fixed for V.H. Hoppe was reconsidered, and established at $160.00 per month for twelve months commencing September 1,,1917. EXPENSES OF MISS DRAKE: It was directed by the Board that Miss Maudde E. Drake, be reimbursed for necessary expenses connected with her work in Everett to the extent of three or four dollars per month necessary vouchers being furnished by her. LIBRARY ASSISTANT: It having been announced that Miss Elizabeth Mottman, to retire October 1, from the position of library assistant the President was authorized to select her successor.
