Show more1919-06 WWU Board of Trustees meeting minutes for June 1919 Volume 05 - Page 284 WWU Board of Trustees meeting minutes for June 1919 Volume 05 - Page 284 1919-06-03 The Board of Trustees met at their offices at the Normal School at 4:30 p.m. Present: Trustees Barlow, Olsen and Smith, the President and Secretary. GROUNDS FOR DORMITORY: The preperation of the grounds probably to be selected for a site for the new dormitory was discussed and Mr. Barlow was authorized to secure the services of a compentent ground architect to suggest a plan of improvement. ELLENSBURG NORMAL ENTERPRISE AT SEATTLE: The President reviewed the discussion and correspondence that has been carried on concerning the project of the Ellensburg Normal School to carry on a summer session at the State University. The covered communications from the presidents of the Ellensburg Normal, the State University, the State College, the Cheney Normal, and the Attorney general some questions for his official opinion as follows: 1). May the Bellingham State Normal School establish a [branch] Normal at any place in Washington outside of Bellingham and use funds already appropriated for the said Bellingham State Normal School in the maintenance of such branch Normal? 2. May the Bellingham State Normal School use the grounds, buildings, and facilities of any other state institution of higher learning of this state, if such Bellingham school is authorized by law to maintain a branch Normal? 3. May the Bellingham Staye Normal School, out of funds appropriated for its support, establish and maintain model school or training departments at points outside of Bellingham; and may the said Bellingham State Normal School teach any or all subject of the regular normal school cirriculum in connection with such model schools or training departments? 4. May the Bellingham State Normal School under the name of doing extension work give complete normal instruction in any city other than Bellingham and have such work count as resident credit in the granting of diplomas or certificates? 5. If the Bellingham State Normal School gives professional instruction in a Summer Normal maintained at some point other than Bellingham, shall such instruction be counted as extension work? COOPERATION WITH UNITED STATES SOCIAL HYGIENE BOARD: In response to an application of this school to the United States Inter-departmental Social Hygiene Board, for the cooperation of the Board with this school in the pormotion of instruction in social hygiene and corrective physical development, it was reported by the President that the Government Board had granted the request. He stated that the Board would appropriate $6000.00 for the work to be expended in accordance with a budget which he would suggest, and which will be as follows: WWU Board of Trustees meeting minutes for June 1919 Volume 05 - Page 285 1919-06-03 Director in Hygiene, for organization work and instruction, $2400.00; Physician, examinations and instruction, $1600.00; Stenographer, record keeping and correspondence, 1200.00; Woman teacher of physical training, 600.00; Total 6,000.00. The project to be supported also by school funds to the following extent: Woman teacher of physical training, $1600.00; Second woman teacher of physical training (part), 420.00; Man teacher of physical training, 1620.00; Woman nurse and physician, 1680.00; Examiners-dental, eye, ear, nose, and throat, 600.00. $6000.000. STUDENTS TO BE ASSISTED BY MR. ALLEN: The President reported that in acceptance of Mr. Chas. Allen's generous offer to furnish financial assistance to high school girl graduates who would thereby be enabled to take a normal school course, he has written to the principals of fifteen different high schools and that to date some twelve or fifteen students have been recommended to him as worthy of Mr. Allen's assistance. DISINFECTANT AND FUEL OIL PROPOSAL: President Nash laid before the Board a proposal of Mr. Irwin J. Lesser, representing the West Disinfecting Company for supplying #1 Wescoform, 1 gross, (for 1500 ft.) at $50.00, and #8 Wescoform, 1 gross, (for 12000 ft.) at $200.00, F.O.B. Seattle. Dr. Nash was authorized to further investigate prices of disinfectants, and make such purchases as he might deem advisable. Mr. Lesser, who also represents the Standard Oil Co., made an offer on behalf of that company to supply the school with fuel oil at $2.15 per barrel delivered. AID FUND LOANS TO MRS. SHOWALTER AND MISS LAMONT: The applications of Mrs. Lillian Showalter and Miss Edith Lamon for Aid Fund loans in addition to the $150.00 they are ordinarily entitled to receive, were presented, and the Registrar was authorized to make to each additional loans not exceding $100.00 in excess of the original $150.00. SUGGESTIONS AS TO A RESIDENCE FOR THE PRESIDENT: The President referred to the desirability of the school owning a residence for its President, and offered several suggestions as to how one might be provided. AMENDMENT OF SALARY SCHEDULE: The President reported that the resignation of a manual training teacher who position it is found will not be necessary to fill, will leave a balance of salary funds which permit of a very advisable revision of the salary schedule adopted May first, with respect to certain positions. Accordingly the President recommended that the schedule adopted be amended. The suggestion was accepted by the Board and the schedule was amended as it now appears. WWU Board of Trustees meeting minutes for June 1919 Volume 05 - Page 287 1919-06-17 The Board of Trustees met at the office of Trustee Thomas Smith in Mount Vernon at 5:30 p.m. Present: Trustees Barlow, Olsen and Smith, the President and the Secretary. RE-APPOINTMENT OF C. M. OLSEN: Attention was called to the reappointment of Mr. C. M. Olsen as a member of this Board, altho official notification had not yet been received. MR. BARLOW PRESENTS PLAN FOR DORMITORY GROUNDS: Trustee Barlow in pursuance of authorization previously given to him, reported upon investigations which he had made, and recommended with reference to a site to be purchased and prepared for the projected new dormitory as follows: He recommended the purchase of the property adjoining the present Normal grounds on the northeast, now owned by the Bellingham Bay Improvement Co., also the property of Miss Whittaker on High Street adjoining the Normal grounds. He suggested a plan whereby the Whittaker houses might perhaps be removed before purchase of the land. He submitted a plat indicating the particular location which he recommended for the dormitory and also for the proposed new Library building when the time for its reection shall arrive. The plat also showed a system of walks, roadways, parking, etc., harmonizing with and extending that already existing. The purchase of grounds desired for the site for the new dormitory was exhaustively discussed and a proposal to be submitted to owners of the property desired was agreed upon which would involve the expenditure of approximately $18,000.00 if accepted. Trustee Olsen was authorized to ascertain if a certain alternative part of the program proposed could be carried into effect and Trustee Barlow was commissioned to negotiate with the B.B.I. Company with reference to its original proposal in a modified form. NO ELLENSBURG SUMMER SESSION AT THE UNIVERSITY OF WASHINGTON: President Nash reported that he had information indicating that the summer session which the Ellensburg Normal School has been proposing to conduct at the University of Washington has been abandoned. ASSISTANCE FOR CENTRALIA SUMMER SCHOOL: The President reported that this school had been solicited to particiapte in the operation of the branch summer school to be conducted by the Ellensburg Normal at Centralia. He stated that in response to this request Miss Keeler of this school had been assigned for work at the Centralia school. He also recommended that $100.00 be appropriated toward payment of the salary of another teacher in service there. The Board approved the action taken and recommended. RESIGNATION OF J. W. THOMPSON: A communication was presented from Mr. John W. Thompson, teacher of penmanship, in which he requested a leave of absence for a year, for the purpose of permitting him to look after certain personal interests. The request was granted by the Board. WWU Board of Trustees meeting minutes for June 1919 Volume 05 - Page 288 1919-06-17 ADDITIONAL TEACHERS: The President reported that he had arranged for the employment of Miss Grace Poorbaugh for service as a training school supervisor at a salary of $1680.00 for the year 1919-20. Also with Miss Georgie Cragg as teacher of penmanship at a salary of $1080.00 for the year 1919-20. VACATION FOR PRESIDENT NASH: President Nash, having expressed a wish to make a visit to Montana the present summer, was granted a two weeks vacation in August, arranged to suit his convenience. RESOLUTIONS ON THE DEATH OF GOVERNOR LISTER. Whereas, in conformity with the immutable program of the Supreme Governor of the universe, the Honorable Ernest Lister, chief executive of our State of Washington, following a prolonged illness, responded on June 14th, to the summons, be it…Resolved, that we here record as expression of personal [a] for the death of our friend Governor Lister, and our keen apperciation of the great loss our state and this school have suffered in the deprivation of the further services of one who hass proved so efficient in his high position - one so honest, discering, diligent. We recall with admiration his energentic patriotism, wise initiative and his ever helpful counsel. We realize that this administration has left a pronounced and lasting impress for [g] upon the intellectual and material progress of our state. We [s] ever hold in reverence and name of Ernest Lister. The Board then adjourned with understanding that Trustees Barlow and Olsen are to meet in a supplementary sesion at the Normal School the following morning for the purpose of auditing bills. 1919-06-18 Pursuant to adjournment Trustees Barlow and Olsen met at the Normal School at 9 a.m. and audited and approved payment of bills as follows: State Vouchers No. 397 to No. 400, " No. 1 to No. 30, Local Vouchers No. 5796 to No. 5972, Revolving Fund Vou, No. 2227 to No. 2309. Upon the refusal of the teachers to remain at the old salary during the coming school year or to accept the schedule fixed by the board's resolution at the last meeting unless a deficiency claim were included to date from the beginning of the next school year and the board realizing that the Teachers were not receiving salaries commensurable with those of like instructors in other- WWU Board of Trustees meeting minutes for May 1900 Volume 01 - Page 138 1900-05-10 institutions and not deeming it advisable to attempt to replace the faculty or unable to do so at the schedule salaries acceded to the demands of the teachers to certify a deficiency clause for the said deficiencies provided further that the salary of Miss Sadie Rogers shall be $1200 per year instead of $1100 as previously fixed. Board adjourned. Record approved. L.H. Darwin, clerk. Jere Neterer, chairman. 1900-05-25 The board met in regular session at the school building at 3PM: present the chairman and trustees Edens and Teck. The minutes of the meetins of April 30th and May 10th were read and approved. The following vouchers were ordered certified to the state auditor that warrants might issue. Voucher No. 226 - favor L.H. Darwin $31.05 for expense account as clerk board trustees for month ending May 25th. As per attached vouchers humbered 1 to 12. Maintenance. Voucher No. 227 - favor E.T. Mathes $23.30 for expense account as principal school for month ending May 25th as per attached vouchers numbered 1 to 13. Maintenance. Voucher No. 228 - favor J.C. Holman $20.80 for 80% of purchase price 13 cords wood at $200 per cord = $26.00 as per contract. Maintenance. Voucher No. 229 - favor J.W. Seeby and Co. $6.54 for sundry supplies furnished the school bill May 25th attached. Maintenance. Voucher No. 230 - favor L.H. Darwin $25.00 for service as clerk board trustees from May 15th to June 15th. Maintenance. WWU Board of Trustees meeting minutes for May 1900 Volume 01 - Page 139 1900-05-10 the chairman reported that the B.B.I. Co had offered to furnish the wood to head the building for the entire year for $600 and to take the contracts already executed by the board for wood off its hands. Also that they would wait for their pay until after the session of the next legislature. The board decided not to interfere with the arrangements already made. The question of electing additional member of the faculty was laid over until such a time as principal Mathes could submit recommendations. Principal Mathes went over the copy for the annual catalogue of the school which he said he hoped to have ready by June 14th. The copy was approved by the board. The question of the election of a librarian for the ensuing year was broached and chairman Neterer stated that the present one, Miss Thompson, would remain next year for $60 per month, $35 of which must be paid in cash and the balance to become a deficiency claim in her favor. On motion of trustee Edens, Miss Thompson was retained as librarian and secretary to the principal for the ensuing year at $35 per month from Sept 1st, 1900 to April 1st 1901 and $60 per month from April 1st to the close of the school year provided that her deficiency claims of $25.00 per month from Sept 1st to April 1st be (?) to the next legislature together with the deficiency claim of the teachers. The question of the lighting of the building was discussed and the clerk was instructed to see the gas and electric companies and ascertain from them the cost of their respective illuminations for the building also he was instructed to see about numbering the rooms and ascertain the cost. Board adjourned. Record Approved. L.H. Darwin, clerk. Jere Neterer, chairman. 1899-08-25 Regular meeting of the board called to order by the chairman in the school building at 3:30PM present Neterer Eden and Teck. Dr. D.E. Biggs appeared before the board and requested that Miss Hattie Thompson of Tacoma Wash be elected as librarian and stenographer of the school. On motion of Mr. Edens seconded by Mr. Teck she was elected as librarian and stenographer and her compensation was fixed at $30.00 per month. Her duties to commence Sept. 5th 1899. The chairman read the following proposition from the B.B. Gas Co. signed by its secretary and manager Mr. W.S. Wharton. To loan to the board all the necessary plain gas fixtures for lighting the school building to remain in the building so- WWU Board of Trustees meeting minutes for August 1899 Volume 01 - Page 097 1899-08-25 long as the gas company has exclusive control of the lighting privelige or until the board desires to change the fixtures when the same may be taken out of the building by the gas company. The board to pay for the labor necessary for placing the fixtures in the building. Also for the material necessary to connect the fixtures at a proper height from the ceiling. On motion of Mr. Edens seconded by Mr. Teck it was accepted. The question of the compensation to be allowed the (?) who are assisting the janitor was left to the discression of the chairman. Principal Mathes was ordered to make the necessary purchases of blackboard and supplies needed by him. The clerk was instructed to notify the B.B. Furniture Co. that the building was ready to receive the shades and furniture ordered from them. The board made a careful and minute examination of the heating and ventilating apparatus reported to them as being completed and ready for use in the building. The architect was instructed to examine it and make his report to the board on its final acceptance within the next week. Board adjourned. Record approved. L.H. Darwin, clerk. Present: Chairman J. J. Edens, Trustees J. J. Donovan and F. F. Handschy, Principal Mathes and the Registrar. Minutes of the meetings of July 28th, August 7th and August 21st, 1909, read and approved. T. D. O'Brien, manager, representing the Chamberlin metal weather strip, appeared before the Board with a proposal to equip the windows of the school with his strip. On motion of Mr. Donovan, seconded by Mr. Handschy, it was ordered that the principal be authorized to select three rooms to be equipped with the weather strip, cost to be 15c per lineal foot and total cost to be about $100.00. J. Wayland Clark, registrarm presented a bond for $3,000.00 with himself as principal and the Title Guaranty and Surety Co. as surety; bond running to the State of Washington; running from Aug. 1st, 1909 to Aug. 31st, 1910--the date of election and qualification of his successor. On motion of Mr. Handschy, seconded by Mr. Donovan, the bond was approved and ordered placed in the custody of the chairman of the Board. Chairman Edens presented the request of O. M. Jenkins, who is erecting a building on his own property near Edens Hall, for permission to connect with the sewer of the Hall. The chairman suggested that the matter be referred to the city engineer and if our sewer is of sufficient capacity that the requested permission be granted. On motion of Mr. Donovan, seconded by Mr. Handschy, it was so ordered. The report and check were ordered placed in the custody of the Registrar. Munro and Haskell having offered to instal a 200-gallon steel boiler in the boiler room for the purpose of heating water for the Normal school building, at a cost of $83.40, on motion of Mr. Donovan, seconded by Mr. Handschy, that firm was awarded the contract. John Lemach, engineer, having applied for assistance in the boiler room, it was ordered that he be given a student assistant until Dec. 1st next at a salary of $15.00 per month. Abstract of title and deeds from L. H. Bean and wife, Robert B. Clark and wife, W. S. Quinby and wife and Thomas W. Montague, deed of the latter being accompanied by an affidavit, to a tract of land adjoining the campus on the south, consisting of two acres, more or less, each of the deeds being for an undivided one-quarter interest and calling for $750.00 each, being presented, on motion of Mr. Donovan, seconded by Mr. Handschy, it was ordered that if in the opinion of the attorney-general the title was perfect, vouchers be issued on the Repairs and Improvements fund. The matter of hauling earth from the residence of Miss Hogle to fill the land above described, on motion of Mr. Donovan, seconded by Mr. Handschy, was left to the discretion of the chairman. Present: Chairman J. J. Edens, Trustee J. J. Donovan, Principal Mathes and the Registrar. The minutes of the meetings of May 7th and June 5th were read and approved. The appended letter from Governor M. E. Hay was read: June 29, 1912. Chairman, Board of Trustees, State Normal School, C/o Prof. E. T. Mathes, Bellingham Washigton. My dear Sir: I am advised that there is some little feeling arising among the boards of our various educational institutions relative to the board of one institution attempting to hire instructors away from some of the other institutions. This is a spirit I do not like, and I trust its practice will be discontinued. If one institution desires an employee of another, it should be taken up through the board of the institution from which the employee is wished to be drawn. I am not criticising any one board, as this instruction goes out to each of the five. Permit me to suggest that it might be well worth while for the five boards to meet together, say once or twice each year, and if this meets with the approval of your board I will try to arrange date and place of meeting. I would be pleased to have you suggest a date upon which this meeting could be held. With kind regards, I am, Very respectfully yours, Governor. WWU Board of Trustees meeting minutes for July 1912 Volume 04 - Page 096 1912-07-12 The Registrar was instructed to send a reply to the governor stating that this school, since its organization, has not directly or indirectly hired an instructor or employee away from any other educational institution of the State of Washington, but that the Board of Trustees is prepared to send a representative to such a meeting as outlined at any time or place named by the governor. The registrar presented the following letter from Miss Almina George: June 6, 1912. Members of the Board of Trustees, State Normal School, Bellingham, Wash. Gentlemen,- I have signed the accompanying contract, but I would like to make the following reservation, that my salary from September 1,1912 to December 1, 1913 shall amount to at least $2200, providing that I teach in the summer school of 1913. This agreement would not extend, naturally, to any time beyond September 1, 1913. I wish to state that I have enjoyed working in this school and wish to thank you all this time for the uniformly courteous treatment and consideration you have always shown me. Should you feel unable to accede to this request, I should be glad to be notified at your earliest convenience. I appreciate the fact that your first consideration must be given to the school as a whole and not to individuals. Very respectfully, Almina George. WWU Board of Trustees meeting minutes for July 1912 Volume 04 - Page 097 1912-07-12 The principal offered the following report and recommendations: State Normal School, Bellingham, Wash., July 12, 1912 To the Board of Trustees: We beg to report that Mrs. Mamie Davenport Engberg has been engaged to take charge of instruction in violin during the school year 1912-'13 upon the following terms: Mrs. Engberg shall receive no salary from the institution but shall have the right to make reasonable tuition charge for lessons given. The institution shall provide a room in which Mrs. Engberg may give lessons and hold orchestra practice, if such orchestra is organized among the students of the school. It is also understood that Mrs. Engberg shall furnish music by her pupils for entertainments in the institution when requested to do so, and shall cooperate with other teachers of the school in making the musical work both efficient and successful. We also beg to report that Mrs. Edna Baylor Shaw has been engaged to teach piano upon the same terms as those outlined for the teacher of violin. We beg further to recommend the election of Mr. Andrew Gebaroff of Winneconne, Wis., as a teacher of manual training for men for the school year 1912-'13, at a salary of $1,260. At a recent meeting of the faculty, it was voted that such departments as care to do so may offer a limited amount of correspondence work. Each department is to make such requirements for the work offered as it may deem necessary, but a uniform fee of $5.00 for each subject taken is recommended. This fee shall include the usual fee for final examination in the WWU Board of Trustees meeting minutes for July 1912 Volume 04 - Page 098 1912-07-12 subject, and it is recommended that no library fee, or other fees, be charged against students who enroll simply for this work. It is also recommended that this fee be paid by students in advance of assignment of work, and that no part of this fee be refunded. We beg further to report that Miss George has decided that she will decline the offer of a position in the Seattle city school system, upon the condition that her salary in this institution shall be $200 per month, from Sept. 1, 1912 to April 1, 1913, and not less than $2700 per year, under the terms of the new contract, after April 1, 1913. We recommend favorable consideration on this question if the trustees feel that the financial conditions of the institution will admit of such advancement. It will be recalled that last June Miss Wilson was promised an increase in salary for the coming year. Under the old plan of employment, Miss Wilson was entitled to be excused from work in summer school in 1913, but under the new contract she will be required to remain for that summer school in order to draw the full $1,500 promised. If she should not remain for the summer session next year, she would receive less salary than she has received for the present year. It may be added that the librarian is not regularly a member of the faculty and any special contract made with her would not necessarily affect the contracts with the regular teachers. We do not feel that we have any special recommendation to make on this case at this time. Respectfully submitted, Principal. It was ordered that Andrew Cebaroff be elected teacher of manual training for men for the school year 1912-1913 at a salary of $1260.00. The recommendation that correspondence courses by instituted was approved in full. The principal was instructed to interview Miss George and say to her that "the Board has the highest appreciation of her services and would regret exceedingly to see her leave this institution and hope she will not do so, but that under existing circumstances we are unable to pay her more than $190.00 per month until April 1st of next year, at which time full consideration of all the facts in the case will be had and we will endeavor to agree upon a satisfactory salary." The principal was also instructed to say to Miss Wilson that her salary will remain at the figure fixed by the Board, viz., $1500 for the coming year until April 1st when the Board will take up the matter of adjustment. The minutes of the meetings of Feb 18, 19, and 29 and March 3rd were read approved. Mr. Skillings reported the discovery of a spring inside the basement, the water of which would be necessary to disperse of by means of a suitable drain. While the matter was under discussion the contractor entered and on agreement was made with him to lay the necessary drain pipe and connect it with the main sewer in the boiler-room, the work to be considered an extra and the sum of $30 allowed for it. The attention of the board was called to the fact that the specifications as adopted provided for pressed brick in the outer course of the rear wall of the basement of the main building, although Hills' sand brick were specified for the stones above Mr. Skillings stated that the cheaper brick might just as well be used in the basement as above it, and the contractor being present an agreement was entered into with him to substitute Hills' sand brick, or equal, for the pressed brick specified in the place mentioned and allow the board as a consideration for such change the sum of seventy-eight ($78) dolalrs. Mr. Skillings presented the fourth monthly estimate in favor of the contractor covering work done during the month of March, which estimate dat April 1st, and is as follows. Stone, 449 @ $2.70 = 1212.30. Brick 190 @ 10.50 = 1995.00. Iron $28.00. Cut stone $14.00. (?) $35.00. Asphalt hire $70.00. Extra stone in (?) 10 perch @$2.70 = $27.00. Cut stone $50.00. Culver $103.00 for salary as clerk Jan 1 to April 1, $100 and incidential expenses $3.00. Voucher Number 33 favor of A. Lee, $72.00 eighteen days labor as superintendent during the month of March. Voucher number 34 favor of Skillings Corner, architects 2 1/2% commission on contractors 3rd 4 1/2 estimates, $110. Voucher number 35 favor of B. Davey, $2578.44, eighty percent of fourth month by estimate as above noted and $27.00 additional for extra stone-work, less $172.00 previously deducted, or ordered deducted, on account of excavation as per record of Dec 31, 1895. Eli Eilkin, chairman. 1896-04-15 Board metpursuant to call of chairman at the contractors office on the Normal School grounds, with the chairman, Mr. Edens, the clerk, architect Skillings, the superintendent, contractor, foreman, and with contractors present, Mr. Higginson detained at his place of business. The chairman stated the object of the meeting to be to harmonize, if possible, the differences which he understood to have arisen between the contractor and superintendent over certain clauses in the specification relating to the stone and brick work ; and in order that the board might arrive at a clear understanding of these reported differences he had invited all the persons concerned to be present and had sent for the supervising architect, who drafted the specifications, to hear any statements that the contractor or subcontractors might desire to make, and give further instructions that he might deem necessary to facilitate the work. All the points in question were fully and freely discussed with the result that all apparent differences were amicably settled, and the superintendent was authorized to use his own best judgement- WWU Board of Trustees meeting minutes for April 1896 Volume 01 - Page 032 1896-04-15 as to the necessity of requiring the strictest possible compliance with the specifications in all instance explaining promptly to the board any questions of special importance, should any arise. REGISTRAR'S SALARY AND ELECTION: The matter of fixing the salary and electing a Registrar for the ensuing school year was taken up and on motion the salary was fixed at $150.00 and J. M. Edson was re-elected to that position. OFFICE ASSISTANTS: On motion the compensation of office assistants to the President and Registrar, commencing Sept. 1, 1915, was fixed and ?intments to such positions approved as follows: ?el L. KUYKENDALL ELECTED: The name of Mr. Alfred Kuykendall, was presented by the Principal with the recommendation that he be elected principal of the High School department at a salary of $1620.00 for the year. On motion the recommendation was adopted. ?NDERS FROM ARCHITECTS: In response to invitation to architects, proposals were received for rendering such services as may be required in repairing buildings, as follows: Mr. ?. F. Doan for preparing plans, specifications, details and contracts, with or without superintendence, named a fee of 5% of total cost. Mr. M. H. Gerlach, asked for such services, a fee of 7 1/? per cent on work less in value that $3000. and 5% on work exceeding $3000 in value. Mr Piper's proposal being the lowest, was accepted for s? work as the Board may desire to have done. LOCKER AWARD: A sample of the "Federal" locker having been supplied by the Kohler Supply Co. of Seattle, the same was examined in comparison with others. It appeared that there had been a slight misunderstanding as to the specifications of the locker on which the price of $2.60 had been quoted. The matter was adjusted by ch?ing the order given the Kohler Supply Co. to call for 300 Back-to-back Lockers at $2.60 each, and 400 Single Lockers at $2.75. MR. KNAPP. HONORARY MEMBER: The matter of electing Mr. J. M. Knapp an honorary member of the faculty, as proposed Jan. 13, was taken up and Mr. Knapp was so elected. HIGH SCHOOL ANNUAL: It was ordered that advertising be placed in the North Side High School Annual for 1915 to cost $7.00; and one in the South Side High School Annual to cost $6.00. FLOOR DRESSING: The Principal recommended the purchase of three barrels of floor dressing at $.65 per gal, which was approved by the Board. IMPROVEMENT OF ATHLETIC FIELD: The suggestion of the Principal that the school's athletic field be put in condition for use by grading and tiling as necessary, was approved: MR. VAN PELT, VOICE TEACHER: The Principal presented the proposal of Mr. J. A. Van Pelt to teach voice culture under auspices of the school, receiving fees as his compensation. The proposal was approved for the summer session. PROF. BEACH FOR COMMENCEMENT ADDRESS: The Principal reported an arrangement with Prof. W. G. Beach, of the State University, for delivering the Commencement address, which was approved. REPAIRS TO BE COMMENCED: The Principal was authorized to proceed with, procuring plans, specifications, etc. from the architect, and securing bids for the various repairs and improvements, contemplated by the recent legislative appropriation. LITERARY PRIZES: The Board approved to awarding of prizes in the literary contests in accordance with the custom heretofore followed, $45. being appropriated for the purpose. NOTICE OF APPOINTMENTS: The Secretary was directed to notify persons appointed to the various positions, of their appointments. Present: Chairman J. J. Edens, Trustees J. J. Donovan and Emerson Hammer, Principal Mathes and the Registrar. The minutes of the meeting of February 13th were read and approved. The Registrar reported that he had conferred with the Water Board of the City of Bellingham on a proposal to change from the existing form of payment of a flat rate of $35.00 per month to a payment based on meter reading. The records showing that the consumption of water by the Normal School at meter rates was less for the year 1911 than the payment of $35.00 per month for twelve months, it was agreed that the Normal School should receive credit for overpayment from March 1st, 1911, at which time the agreement to pay $35.00 per month flat rate expired, and that the school should pay meter rates from March 1st, 1912. Further it was intimated that a reduction in meter rates was under consideration. It was stated by the board that under meter rates, the use of water for sprinkling in summer would not be confined to sprinkling hours. The action of the Registrar was ratified by the Board of Trustees. Total - $106.75. Total amount meter readings - $375.10. Cash paid Mc. 1911 to Dec. 31 - $350.00. Balance due - $25.10. The Registrar presented the following in regard to the STUDENTS LOAN FUND. March 18, 1912. To the Honorable, The Board of Trustees. Gentlemen:- Sept. 18, 1909, or shortly after the institution of the Registrar's office, the Chairman of the board turned over to the custody of the Registrar seven notes given to the Students Loan Fund. All of these notes, save one, were paid with admirable promptness in the main. The exception was a note given by Lydia Rainey, with C. W. Hodge, superintendent of schools of Snohomish, as surety. The note was dated May 16, 1908. So far as known Miss Rainey never made any effort to meet the note or any part of it. Your Registrar appealed to the surety and Feb. 15, last received a check for $61.25 in full of principal and interest to date. Since Sept. 1909 31 students have availed themselves of this fund, borrowing in the aggregate $1115 or an average of about $36.00 each. Of these notes 24 have been paid, leaving 7, none of which matures earlier than September next. Since the establishment of this fund in April, 1905, the aggregate of deposits to its credit has been $2471.27. The balance in the fund this day is $549.80, the difference or $1921.47 being a measure of the good accomplished. The limit in the amount of loan is $50.00. While some students might have liked to have borrowed more than the limit, only two in over two and one-half years have said that that amount was too small to be of much use. One of these instances was at the close of last semester, when a young lady informed the Registrar that she would have to leave because her money had given out. She is thirty years of age and has bought and is paying for Seattle property. She had had three years of university work, had attended a French school and a boarding school and did not seem to be suffering for lack of an education. Respectfully submitted, Registrar. L. Dumas of Walla Walla. (Other communications from him being found an pages 32 and 54 or these minutes). The letter follows: Feb., 17, 1912 Dr. E. T. Mathes, Bellingham, Wash. Dear Sir,- The students' loan fund is now ready and will be subject to your check upon filling in the enclosed blank, with your name as principal and five responsible citizens of your community as sureties. All I shall require is a brief statement in regard to each of the sureties so that I may know that they are alright. I should be glad to receive suggestions for supplementary instructions to be sent to all schools using this fund such instructions and directions to be in harmony with the enclosed bond. The cashier of the Broughton National Bank will honor your checks as needed for loans as indicated in the bond as soon as it is returned to the bank properly filled out. Very truly yours, J. L. Dumas. At the close of the discussion, it was ordered that the principal be requested to write Mr. Dumas thanking him for his offer but to decline it for the time in view of the statements made in the communication of the Registrar that the local Students Loan fund has $549.80 in it and further that the fund at present seems to be adequate to meet all demands made upon it. It was ordered that the chairman be delegated to represent this Board of Trustees at the meeting of the Boards of Trustees of the various normals schools of the state to be held in Cheney in the early part of April and that his expenses be borne by the school. It was ordered that Miss Gray, dean of women, be delegated to attend a meeting of the deans of the schools of the state to be held in Spokane during the spring vacation and that this school pay her travelling expenses, consisting of ticket, sleeper and meals en route. Show more1916-04 WWU Board of Trustees meeting minutes for April 1916WWU Board of Trustees meeting minutes for April 1916 Volume 05 - Page 164 1916-04-12 The Board of Trustees met at the Normal School at 8 p.m. Present: Trustees Barlow, Olsen, Smith, the President and the Secretary. The minutes of Feb. 9th, also of March 8th were read and approved. MRS. REID APPEARS: Mrs. Reid and her son Russell were present, and addressed the Board with reference to a certain bill of the St. Joseph Hospital for $60.00 for services rendered Russell Reed while confined with a broken leg, resulting from participation in a football game last Fall. Mrs. Reid maintained that the Normal School should pay the bill. She was answered that the Normal School had not incurred the bill; that Russell Reid was not a Normal Student when injured, had paid no student fee, and there were no funds that could properly be drawn upon for payment of this hospital bill. No action was taken. RESIGNATIONS: A written communication was received from Miss Hazel Van Horn, Secretary to the President, tendering her resignation of that position. A similar communication was received from Miss Jesta Owen, Recorder. With expressions of high appreciation of the past faithful services of both, these resignations were regretfully accepted. SUMMER SCHOOL READJUSTMENTS: The President reported that arrangements had been made with the following new teachers for their services during the two months of summer school 1916, with compensation as indicated: Mr. Bricker, Lecturer - 100.00. Mr. Epley - 390.00. Dr. Curtis - 160.00. Miss Cooney - 230.00. Mr. ? - 100.00. Mr. Ewing - 270.00. Miss de Angelis - 220.00. Miss Saunderson - 200.00. Mrs. Snyder - 100.00. Mrs. Brown - 100.00. Mr. Newbill - Free. Miss Druse - 250.00. It was also reported that vacations during summer school had been arranged for the following teachers, whose salaries are as indicated: Mrs. Kuykendall - 240.00. Mr. Carver - 180.00. Miss McCown - 230.00. Miss Jensen - 270.00. Miss Bowen - 220.00. Miss Sumner - 200.00. Miss Van Horn - 130.00. Miss Owen - 100.00. Miss Hogle - 280.00. WWU Board of Trustees meeting minutes for April 1916 Volume 05 - Page 165 1916-04-12 On motion the Board approved these adjustments. TELEPHONE READJUSTMENTS The President recommended changes in the telephone connections of the Training School Supervisors office and certain other phones, also the addition of a phone in the High School and one in the Manual Training Shop. UNCLAIMED FUNDS: The Registrar reported that there had accumulated in his safe miscellaneous small sums of money, which had been left there unclaimed, some of them nearly three years, as follows: Miscellaneous coins found about the building - 3.72. "Play-ground tax" balance Oct. 19, 1913 - 4.85. Student Association Carnival 1913 - 6.65. Seventh and Eight Grade (Year unknown) - 1.05. Unclaimed rebate check - Blanche Morton - 3.00. Unclaimed rebate check - Bernice Moore - .50. 19.77. This was ordered to be given to the Student Loan Fund. LECTURES: The President reported that arrangements had been made by the Lecture Course Committee for lectures during summer school by Mr. MacCaughey and by Mr. Burnett, each to be paid $75.00 be the Committee. PHOTOS OF TRUSTEES: The President earnestly requested the members of the Board of Trustees to sit for photographs (at the expense of the Klipsun Committee), such photos to be reproduced in the 1916 Klipsun. After considerable apathetic discussion on their part, the members finally yielded to the President's urgent solicitations. KLIPSUN 1916. Reference having been made to the Student annual, The Klipsun, in process of publication, it was recommended by the President that 100 copies for judicious distribution be purchased at $1.00 per copy. Approved by the Board. HIGH SCHOOL ANNUALS: The President recommended the placing of an advertisement of the Normal in the Whatcom High School Annual at $7.00 and one in the Fairhaven High School Annual at $6.00. Approved by the Board. TENDERS ON LIBRARY BOOKS: Tenders on Library books, the purchase of which was authorized Feb. 9th, were presented by the Librarian as follows: "Baker and Taylor $820.30 plus 35 items (our estimate) 81.60. - 901.90. McClurg and Co. $811.82 plus 35 items (our estimate) $57.60 - 869. 9 items not estimated. Lowman and Hanford $859.05 plus 23 items (our estimate) 33.65 - 869. 12 items not listed. G. C. Stechert $918.48. 3 items not estimated, which I know we cannot get - 918. Comments: Stecher gives postive cost in every instance and would supply books at once. Lowman and Hanford based their price on the prices I listed with the understanding that the discount ultimately is to be on the firms' prices. This means much on out of print books. The difference in my total and the one given by Dr. Mathes is where a 2 volume was not considered. All firms itemized the same number of volumes. Librarian." The bid of A. C. McClurg and Co. having been found l? had been accepted. The Board approved the action. PROPOSAL FOR CONCRETE FLOOR: A proposal was received from Chas. S. Chisom to construct a cement floor in one room of the Manual Training building, and walls around the expansion pipe it in the same room, also repair arch over front entrance, for the sum of $100.00. No action was taken. SALARIES ETC. FOR 1916-1917. The matter of the annual adjustment of the salary schedule and the election of teachers was brought up for preliminary discussion. It appeared that salary expenditures for the fiscal year ending March 31, 1916, amounted to $76,141.01, leaving a balance for the current year of $88,858.99. The President submitted for approval of the Board, a schedule of salaries and a list of teachers and other employes, subject to such modifications as might seem advisable. (See Files - Recommendations of President.) The President called attention to figures presented with reference to his own salary, which were in line with progressive adjustment that the Board has heretofore taken under consideration. With reference to the existing contract with President Nash it was proposed by the Board that it be cancelled and replaced by one conforming to an amended schedule; further action to be taken later.
