All the members of the board were present as was the principal of the school and the clerk. The clerk presented in statement showing the balances in the several funds appropriated for the school showing that there remained a total unexpended of $28,100. The following resolution was- WWU Board of Trustees meeting minutes for April 1902 Volume 01 - Page 221 1902-04-05 passed. Resolved that Miss Ada Hogle of Emporia, Kan. Be employed as teacher of manual training at a salary of $750 per year of ten months. The clerk presented the bids for printing the catalogue which had been filed with him. Gwin Hicks of Olympia bid as follows: First 1000 of 100 page catalogue @ $1.20 per page. Second thousand @ 60 cents per page, third thousand @ 50 cents per page. Total bid in round numbers $230. J.C. Parker's bid: I will furnish you with 1000 catalogues on 22x @ 2 egg shell paper book 50# paper with cover as per specifications for $113.65. 2,500 copies same paper and cover and cuts $182.75. Best work and delivered complete within 30 days if copy is furnished promptly. 1300 proper size envelopes (clasped) $15.00. Catalogue envelope (without clasp) $3.50. 2500 catalogues $182. 1000 ctalogues 113.65. Edson and Irish bid: In response to your request for bid for printing 2500 copies of 100 page 10 inserts and cover, of annual catalogue we hereby offer to print the same for $215. Additional pages at $1.83 per page we will guarantee first class workmanship and promptness in its execution. On a statement from the principal that Mr. J.C. Parker whose bid was- WWU Board of Trustees meeting minutes for April 1902 Volume 01 - Page 222 1902-04-05 the lowest, had never given work to the school at the time he had promised it and that his work was not satisfactory in other ways a resolution was introduced by trustee Teck as follows: whereas the bids for printing and binding the Normal School catalogues are not satisfactory: Resolved that all bids be rejected and the principal of the school be instructed to make arrangements for the publication of the catalogue with such firms as he may deem best. The board adjourned. L.H. Darwin, clerk. L.P. White, chairman. 1902-04-22 (Regular) The board met in regular session at the school building at 8PM: present trustees White, Edens, and Teck, principal Mathes and clerk. The clerk was instructed to purchase fifty cords of four feet slab wood from the B.B. Imp. Co. at $3.50 per cord. He was also authorized to hire Adams orchestra for June 14th Commencement Day. The board discussed at length the question of a formal opening of the annex to the main building just completed. It was decided to invite the following municipal and commercial bodies: The mayors and city councils of Whatcom and Fairhaven. The commercial Clubs of Whatcom and Fairhaven: all the senators and ex representatives- WWU Board of Trustees meeting minutes for April 1902 Volume 01 - Page 223 1902-04-05 of Whatcom County were asked to be special guests of honor. These gentlement were invited to be present and make addresses: Col. A.J. Blethen of Seattle, T.N. McCulla of Olympia and H.A. Fairchild, A.B. Clark, Jesse A. Ferye, D.E. Biggs and C.J. Roth, all of Whatcom, and Senator W.R. Monthly. These persons were asked to occupy seats on the stage: Judge Neterer, R.C. Higginson, E.H. Earle, John Hull, Midell Connell, C.X. Larabee, County Supt, R.S. Simpson, city Supt E.E. White of Whatcom, city supt. Fairhaven W.J. Hughes. The board adjourned. L.H. Darwin, clerk. L.P. White, chairman. ##

Present, Trustees Barlow, Olsen and Smith, Acting-principle Deerwester and the Registrar. The minutes of the meeting of June 10th were read and approved as were also the minutes of May 13. ADVERTISEMENT DISCONTINUED In connection with a bill presented for advertising in the Northwestern Journal of Education, it was ordered that this advertisement be discontinued for the present, on account of depleted funds. MATTER OF MR. PATCHIN A communication from Mr. W. H. Patchin, Supervisor of the high school, was presented, in which he gave his explanation of his absence from school on June 8 and 9. The matter having been further discussed by the Board, the following resolution was adopted: WHEREAS, this Board is advised that Mr. W. H. Patchin, Supervisor of the high-school department of the training school, absented himself from school without authority and neglected his duties as a teacher for two consecutive days, to-wit: June 8 and 9, 1914; it also appearing that Mr. Patchin gave no advance notice of such absence or made any effort to do so; and further, as it would seem an unwise precedent, in the judgment of this Board, to permit the above mentioned incident to pass unnoticed, be it therefore RESOLVED, that this Board regards the conduct of Mr. Patchin as above set forth as unprofessional; and it is hereby ordered that compensation for services on said June 8 and 9th be disallowed in the amount of $14.40, to be deducted from his next salary allowance. ASSISTANT LIBRARIAN'S SALARY RECONSIDERED On motion it was ordered that the salary of the assistant librarian as fixed by the salary schedule adopted May 13, at $85 per month, be reconsidered, and that said salary be fixed at $90 per month. LEAVE OF ABSENCE TO MISS FELT A communication from Miss Ida A. Felt, supervisor of the intermediate grades, was presented, asking a leave of absence for one year beginning Sept. 1, 1914. On motion Miss Felt's request was granted. APPLICATION OF MISS UDDENBERG A communication from Miss Aida Uddenberg, of Bellingham, was received, making application for a position as teacher of penmanship. The application was placed on file pending a solution of the penmanship problem. COMMUNICATION FROM MISS VAN HORN A communication was presented from Miss Hazel Van Horn, assistant to the principal, asking that the time for the signing of her contract be extended til after the arrival of the new principal, for reasons which she gave. On motion the request was granted. WWU Board of Trustees meeting minutes for July 1914 Volume 05 - Page 039 1914-07-08 MISS WILLOUGHBY ELECTED On motion Miss Hattie Willoughby, of Aberdeen, S. D., was elected to the position of supervisor of intermediate grades at the training school for the school year 1914-1915, at a salary of $125 per month, subject to the customary conditions; this ?ing in confirmation of informal action already taken. VOUCHER FOR MANUAL TRAINING DEPT. The action of the Chairman and Regsitrar in issuing contingent V. C. #1958 for $10 to Ada Hogle, of the manual training department, was approved. GRAVEL AND JOY WHEEL FOR PLAY GROUNDS A request from the training department for a coating of gravel upon the play grounds, and it was directed that gravel for this purpose be ordered to an extent not to exceed $66. It was further directed that a new joy wheel be constructed. DR. DEERWESTER ACTING PRINCIPAL AND VICE PRINCIPAL The course of Dr. Deerwester in signing diplomas and certificates as acting principal, pursuant to informal instruction, was ratified. And further, the intention heretofore informally expressed of designating Dr. Frank Deerwester as Vice-principal, was put in effect, and it was ordered that Dr. Deerwester be so designated. WWU Board of Trustees meeting minutes for July 1914 Volume 05 - Page 042 1914-07-29 The Board met pursuant to call of the Chairman in special session at their office in the Normal School at 8 p. m. Present: Trustees Barlow, Olsen and Smith, Dr. G. W. Nash, Principal-elect, the Acting Principal, Dr. Deerwester, and the Registrar. MISS HOGLE ADDRESSED THE BOARD Miss Ada Hogle, teacher of drawing and hand work, appeared before the Board and discussed the matter of the compensation of the substitute teacher who had been filling the position of her assistant Miss Dawson during the latter's absence on account of illness. She stated that with assistance from herself, this substitute work had been done by Mr. Orrie Nobles, and that a reasonable compensation for his services would be $60. PAYMENT OF ORRIE NOBLES Acting upon the foregoing suggestion of Miss Hogle, it was ordered by the Board that compensation to Orrie Nobles in the sum of $60 for the services referred to be allowed from the salary fund. FACULTY REGULATIONS Copies of the regulations governing the work of students as heretofore adopted, and now enforced by the faculty, were presented to the Board and placed on file. OAK LUMBER ORDERED The offer of the Ehrlich-Harrison Co., of Seattle, of $11? per M feet on oak lumber to be supplied for the construction of library cases, etc., was accepted and the purchase of 500 feet authorized. LIBRARY BOOK LIST A preliminary list of books proposed as a part of the annual purchase to be made for the library, and as approved by the Librarian, was presented. It was referred to Dr. Nash, Principal-elect for his approval. FORMAL ELECTION OF DR. G. W. NASH AS PRINCIPAL On motion it was ordered that informal negotiations heretofore carried on by the members of the Board of Trustees with Dr. G. W. Nash, formerly of the Northern Normal And Industrial School, of Aberdeen, S. D., which negotiations have culminated in the informal engagement of Dr. Nash as Principal of the Bellingham State Normal School, be now ratified, and that Dr. G. W. Nash be declared elected Principal of this school for a term of three years beginning August 1, 1914, at an annual salary for the first year of $4000, the salary for each subsequent year to be subject to agreement of the contracting parties; but not less than $4000 per year. VOUCHER CHECK FOR HELEN SCHUMACHER The issuing by the Chairman and Registrar of V. C. #1938 for $5.50 to Helen Schumacher, in repayment of money overpaid on her board account, was on motion ratified by the Board. VOUCHER CHECK TO MAY F. BRAGDON It having been shown that Mrs. May F. Bragdon had overpaid her library fee to the extent of $9, it was ordered that she be refunded that amount by voucher check. DR. NASH ADDRESSED THE BOARD Dr. Nash then presented to the Board verbally some of his ideas as to the material needs of the school. CONCERNING REQUISITIONS It was ordered by the Board that all requisitions be hereafter approved by the Principal. MISS VAN HORN'S AND MISS OWEN'S SALARIES Dr. Nash recommended that the salary of Miss Hazel Van Horn, 1st assistant to the Principal, be adjusted at $55 per month; and that of Miss Jesta Owen 2d assistant, be fixed at $45 per month. On motion this recommendation was adopted. WWU Board of Trustees meeting minutes for July 1914 Volume 05 - Page 045 1914-07-29 SNEDICOR ELECTED SUBSTITUTE On motion Miss Jennie Snedicor was elected to act as substitute for Miss Lulu B. Show more1907-09 WWU Board of Trustees meeting minutes for September 1907WWU Board of Trustees meeting minutes for September 1907 Volume 02 - Page 142 1907-09-04 Minutes of a special meeting of the board of trustees of the Bellingham State Normal School held in the office of the principal this afternoon at 2:30 o'clock. Present: Chairman J.J. Edens, J.J. Donovan, F.F. Handschy, Principal Mathes and the clerk. Minutes of the meetings of August 9th and August 16th read and approved. It appearing from the records that the name of Miss Mabel M. Moore does not appear in the list of teachers elected on the 10th day of May, 1907. Such omission being the result of clerical error, on motion of J.J. Donovan, Miss Mabel M. Moore was elected teacher for the year beginning Sept. 1, 1907 and closing August 31, 1908, at a yearly salary of $1020, payable in 12 monthly payments of $85 each. By consent of the board Dr. Mathes was authorized to hire four student sweepers at a salary of $10.00 per month each. Dr. Mathes and the clerk reported the results of their recent trip to Olympia and their conferences with the governor, auditor and board of audit and control in relation to the operation of laws passed by the recent legislature with regard to the disposition of funds handled by this institution. On motion of Mr. Donovan, the principal and clerk were directed to write Governor Mead to this effect: The board of trustees of the Bellingham State Normal School proposes to lease its Dining Hall at a monthly rental of $25.00 and will remit such rental monthly to the State Treasurer as required by the new law. Such disposition of the Dining Hall matter will protect the interests of the state and will solve all the problems now facing the board. If there should be objection to this procedure and the board not be permitted to carry out its intention, this institution will inevitably have a deficit in its Maintenance appropriation before the close of the present biennium. The dining hall, which is a necessary adjunct to the State Normal School at Bellingham, is designed to be self-supporting and is so. In making its estimate for the support of this institution for the Governor and Legislature last December, the board of trustees did not include a dollar for the support of the Dining Hall. But if the board is now compelled to divert the revenues of the Dining Hall from their proper course of paying the bills of the hall, then a hardship is entailed for which the board is in now way responsible. This board desires, in its management of this state institution, to cheerfully and fully meet the demands laid on it by the law-making power of the people of the state and it believes that in the proposed rental of the Dining Hall, it is fully meeting the terms of the recent law. WWU Board of Trustees meeting minutes for September 1907 Volume 02 - Page 143 1907-09-04 On motion of Mr. Handschy, seconded by Mr. Donovan, the appended regulation were adopted: Regulations for Keeping Records: Whereas it has become both advisable and necessary through the growth of the institution to re-organize the methods of keeping the accounts and general records of the institution, therefore resolved: that all members of the faculty who are authorized to collect fees for the use of apparatus or equipment of the institution shall submit to the Principal at the close of each month an itemized statement of all funds received together with all funds collected during said month; all members of the faculty who are authorized to expend funds for the institution shall submit to the principal for his approval an itemized list of all materials to be purchased in each order and file in the office a copy of said order for reference. The principal shall appoint all committees in the faculty and faculty council and for the convenience of the faculty and board of trustees the secretary of each committee and the secretary of each faculty organization shall keep on file at all times in the office of the principal a copy of the proceedings of each committee or organization respectively. All permanent records and all official correspondence shall also be kept on file in the office. The supervisor of practise and the dean of women shall be ex-officio members of the faculty council. Prof. Francis W. Epley shall serve as chairman of the Faculty for the school year 1907-1908. It shall be the duty of the dean of women to take charge of the dormitories of the dining hall and have general ears of the young ladies living in the building; she shall pass upon all excuses of young ladies for absence from the regular daily work of the school, shall assist students in securing desirable places to board and places to work for their board, and perform such other duties as may be outlined or determined by the principal or board of trustees. Prof. James O'Sullivan is hereby given the position of associate professor of history and is entitled to a seat in the faculty council. WWU Board of Trustees meeting minutes for September 1907 Volume 02 - Page 144 1907-09-04 By consent, the principal was authorized to continue the practice of hiring lecturers or entertainers. A letter from Mrs. Cosette B. Branchard, under date of Sept 2, 1907, accompanied by a final statement of receipts and expenditures of the boarding department of the dining hall, having been read, on motion of Mr. Donovan, seconded by Mr. Handschy, it was ordered that the clerk draw a voucher for thirty dollars ($30.00) on the dining hall fund, in full settlement of the claims of Mrs. Branchard, as matron, and further that the clerk express to Mrs. Branchard the appreciation of the board of trustees of her efficient services as matron. In conformity with Chapter 97 of the laws of 1907, on motion of Mr. Donovan, seconded by Mr. Handschy, the clerk was directed to file with the clerk of the Bellingham School District an estimate of the number of pupils required in the training department of this institution, such estimate being: 25 pupils per grade for the first four grades; 30 pupils per grade for the last four grades. (Note: To a statement of the foregoing estimate, sent under date of Sept: 2, 1907, is added this clause: "It is possible that some of these grades will be voluntarily filled, that is, without assignment by your board. In such event we should expect only complement to be filled. At any rate we will further advise with you." Preliminary arrangements for the engagement of a teacher of English to fill the position vacated by Miss Miller were left with the principal. On motion of Mr. Donovan, seconded by Mr. Handschy, Dr. Mathes was authorized to purchase a list of furnitures and fixtures needed for the Dining Hall and such other necessities as are demanded. By consent the principal was authorized to have a counter built in the office of the principal. There being no further business, the board adjourned. Minutes approved. J. Handschy this afternoon at 3 o'clock. Present: Chairman J.J. Edens, F.F. Handschy, Principal Mathes and the clerk. Minutes of the meeting of Sept. 4th, 1907, read and approved. On motion of Mr. Hanschy the appended bills were audited and allowed for payment: Maintenance Fund: Whatcom Co. Ry and Lt. Co $12.70; The Smith-Premier Typewriter Co. $6.50; J. Wayland Clark $13.79; The Pacific Telephone and Telegraph Co. $7.25; Atlas School Supply Co. $200.00. Total $240.24. Library Fund: James T. White and Co. $8.00. The clerk read a letter from Ida Agnes Baker, under date of Sept. 5, 1907, accepting a leave of absence for the current school year on the conditions prescribed by the board. The faculty having recommended, on motion of Mr. Handschy, the appended list of certificates was ordered issued: Two-year certificates: Herman F. Smith, Artie Thrall. Five-year Certificate: Huldah Peterson. Principal Mathes announced that he had engaged Miss Katherine Cribbs as assistant English teacher at an annual salary of $1020.00 payable at the rate of $85.00 per month for twelve months. On motion of Mr. Handschy the action of Principal Mathes was ratified. WWU Board of Trustees meeting minutes for September 1907 Volume 02 - Page 146 1907-09-14 On motion of Mr. Handschy, Principal Mathes ws authorized to have the sewer now being built to the Dining Hall extended to the beiler room and downspouts of the building. The principal was authorized to have a telephone installed in the training school. Mr. Mercer of the B.B. Lumber Co. appearing before the board in relation to the matter of fuel, the chairman of the board directed him to furnish an additional one hundred cords of slabs at the price of $3.25 per cord. The contract price for the 400 cords of slabs now delivered. Principal Mathes announced that he had engaged Miss Isabel Clark as teacher of penmanship for five months at a salary of $50.00 a month. On motion of Mr. Handschy the action of the principal was ratified. It was determined to pay Mrs. C.B. Branchard $30.00 from the dining hall fund and to pay the balance remaining in this fund consisting of $116.49, to the B.B. Furniture Co. on account. On motion of Mr. Handschy the following bills were audited and ordered paid: Furniture Fund: B.B. Present: Chairman J. J. Edens and Trustee Hammer, Trustee Donovan taking his chair immediately after reading of the minutes of the previous meeting, Principal Mathes and the Registrar. The minutes of the meeting of April 26th were read and approved. An appropriation of $800.00 was made for the general annual order of books for the library, to be expended under direction of the library committee of the faculty. It was ordered that a man be employed for the manual training of men and boys at a salary of approximately $1200.00 per year and that proper facilities be provided. It was ordered that an additional critic teacher be employed at the beginning of the second semester of next year. It was ordered that the work in zoology be added to the department of botany and that physiology and sanitation be added to the department of hygiene. This action increasing the work of Mr. Moodie, it was ordered that his salary from the 1st of September next be increased Fifteen dollars (15.00) per month. The principal was authorized to interview Mrs. Davenport-Engberg and tender her the position vacated by Mr. Stark's as teacher of stringed instruments. It was ordered that the chairman, at his convenience, investigate the proposition of George Jonkins to lease or sell property near the institution to the school. It was ordered that the entire faculty and other regular employees of the school be re-employed for the term of one year from the 1st of September, 1912, their salaries until April 1st, 1913, with the exception of Mr. Moodie whose salary has been passed upon at this meeting and Miss Wilson, librarian, who was promised a salary of $1500 per annum in order to secure her return last winter and Mrs. Ethel E. Thomson, whose salary is fixed at $75.00; that a letter setting forth the results of the Cheney conference and the reasons for this present action be sent each person affected; that a special letter be sent Miss Montgomery setting forth the feelings of this Board with regard to certain matters discussed at this meeting; that a signed acceptance of the conditions of re-election as set forth be made be each person within two weeks of notification and that the signing of this acceptance be in lieu of a contract. Present: Trustees J. J. Donovan and Emerson Hammer, Principal Mathes and the Registrar. Trustee Donovan took the chair. The minutes of the meeting of April 23rd were read and approved. At this point Chairman J. J. Edens entered and Trustee Donovan resigned the chair in his favor. The matter of Miss Baker's employment during summer school this year, action on which was postponed from the previous meeting, came and Dean Deerwester was asked before the Board. After discussion it was ordered that settlement of the matter be left in the hands of Mr. Deerwester, dean of summer school, and the principal. Upon request of the Board of Trustees the principal presented the appended schedule of teachers and employees for re-election at the salaries listed, with the exception of himself, his salary being left at the figure in effect at the present time, viz., $3750.00. After a lengthy discussion, it was ordered that 1. The salary of the principal be fixed at $4,000.00 per year; 2. That in addition to the salary noted for the Registrar, viz., $1320.00, he be paid his present compensation of $25.00 per month as accountant for Edens Hall. 3. That with the changes stated above the entire list of teachers and employees, as appended, be elected for service during the year September 1st, 1913-- August 31st, 1914, at the salaries given: The Registrar was directed to notify the teachers that the conditions of service, as now existing, viz., those adopted by Normal schools of the state a year ago and ratified by the Board of Trustees of this institution, will prevail the coming year: 1. That the school year shall begin on the first Tuesday in September and close about the first of the following June; that the summer session shall begin on the Monday following the annual commencement and close not later than the first of the following August. 2. That the annual salary of each teacher shall be divided into twelve equal monthly payments. 3. That the salary of any teacher shall not be paid for the months of June and July when such teacher is excused from teaching in summer school by the Board of Trustees. 4. That each member of the faculty shall, without prejudice, be entitled to be excused from work in summer session each alternate year. Present: John J. Edens, Jeremiah Neterer, F. J. Barlow, Principal Mathes and the Registrar. Trustees Neterer and F. J. Barlow filed the appended oath of office. STATE OF WASHINGTON COUNTY OF WHATCOM. SS. The undersigned, being first duly sworn, each for himself and not one for the other, deposes and says: I am a citizen of the United States; I will support the constitution of the United States and the constitution and laws of the State of Washington, and will faithfully discharge the duties of trustee of the State Normal School at Bellingham, Washington, to the best of my ability, so help me God. Subscribed and sworn to before me this 20th day of May, 1913. Mr. Edens stated that he had filed his resignation of his commission as trustee with Governor Lister under date of May 6th, but that this morning he had received a written request, which he read, from the governor asking him to stay in service until the close of his present commission, viz., June 12th, 1913, the governor stating in his communication that he had appointed Mr. C. M. Olsen to fill the place now held by Mr. Edens, such appointment to take effect on that date. Mr. Edens expressed a desire to be relieved of duty at once; but Trustees Neterer and Barlow demurred and at their solicitation decided to accede. Thereupon Mr. Edens was elected chairman of the Board. The principal announced that Dr. Van Horn of Seattle would deliver the baccalaureate sermon and that Raymond C. Brooks of Walla Walla would be the commencement speaker. WWU Board of Trustees meeting minutes for May 1913 Volume 04 - Page 149 1913-05-20 The Principal presented the appended: May 20, 1913. To the Board of Trustees, State Normal School, Bellingham, Washington. Gentlemen:-- Regular class work for the present school year will close two weeks from today, and the fourteenth annual Commencement of the Normal School will be held in the following day, June 4th. On that ???, the the Commencement address will be delivered by Rev. Raymond C. Brecks, of Walla Walla, Washington, and about eighty-five students will receive diplomas. On Monday morning, June 9th, the summer session for 1913 will open and it is expected that not less than five hundred students will ??? for work. With one exception, our entire faculty will remain for service in the summer session and several additional teachers have been employed by the Board of Trustees as special instructors. Among these we wish to mention Dr. Charles McMurry, of De Kalb, Ill., an author of national reputation, he will be present for three weeks, beginning June 16th, and will lecture daily before the student body. We have also engaged County Superintendent P. E. Hulse, of Bremerton, to conduct special work for rural school teachers during the summer term. These items are given simply to indicate that the present school year is about to close, and in this connection we beg to suggest that there are several important matters which should receive the attention of the Board of Trustees as soon as ???. First: For the past two years, the Training Department of the Normal School has been very much crowded, and an appropriation of $31,000.00 was made by the last Legislature for the erection and equipment of an addition to the Training School building. In order that there might be as little delay as possible in getting the contruction of this addition under way, an architect was employed early in April to prepare plans and specifications for the addition. There were prepared by Mr. Lee, and are ready for the consideration of this Board. If the plans and specifications meet with the approval of the Board, bids for the construction of this building may be called for now at any time. Since this building is to be erected as an addition to the present Training School building , it is especially desirable that as much of the construction work be completed during vacation as possible in order that the work of the contractors may not interfere seriously with the regular school work next September. For this reason we recommend that bids be called for and a contract for the erection of the building be made as soon as possible, in order that the building may be ready for use during the coming school year. Second: The addition of the new building to our present plant will make it necessary for the Board of Trustees to consider the remodeling of the heating plant, for the present system of boilers WWU Board of Trustees meeting minutes for May 1913 Volume 04 - Page 150 1913-05-20 is already taxed to its capacity in serving the present set of buildings. These boilers have been in use now for a number of years, and it is recommended by reliable authorities that they be removed and two modern boilers installed, of sufficient capacity to supply all of the needs of the institution. It is recommended, therefore that the Trustees appoint a special committee to investigate carefully the whole problem of heating and ventilation, with a view of making such changes as may be found necessary in connection with the erection of the buildings now under construction. Third: For the past fourteen years, the institution has used wood exclusively for fuel, but as the plant has increased in size, it has been necessary to purchase a greater quantity of wood, until at present it requires about six hundred cords of 4-foot wood annually to operate the heating plant. ??? to the had roads in the winter, it is advisable to contract to have all of this fuel delivered in the summer time, and it takes about an acre of valuable ground to provide room enough for the storage of the fuel for the institution. This great pile of wood is objectionable, first, from the standpoint of appearance; second, because it necessitates a constant extra expense in the way of employment of help to wheel the wood into the boiler room; and, third, it deprives the children of the Training School of a large stretch of campus which is needed as a play ground. It is therefore recommended that the Board of Trustees look carefully into the advisability of the adoption of crude oil as a fuel for the institution. We are informed that reliable companies stand ready to enter into a contract to furnish oil for fuel for a period of years under a graduated scale of prices. Fourth:--The last Legislature appropriated the sum of $136,060.00 for salaries for the present biennial period, which makes available about $68,000.00 per year. It will be necessary to use about $61,000.00 of this amount toward paying the salaries of the teachers and other employees who were re-elected on May 5th by the Trustees for the coming school year. This leaves about $7,000.00 available for the employment of new teachers. We wish to recommend strongly that a thoroughly practical schoolman be employed to take charge of a rural school department in the institution, to begin work next September. In this connection, we wish to suggest that practically all teachers have already been employed throughout the state for the coming year, and if we hope to secure a good strong man for this position, we should take action in this matter in the very near future. If prompt action is taken, I believe we could secure the services of County Superintendent T. K. Hulse, of Bremerton. He has already been engaged to take charge of rural school work during the summer session. Our institution has for four years been doing some work for rural school teachers, but the time has come when a separate department should be established for this week and a teacher employed to give his entire time to this department. It will also be necessary to employ an additional Critic Teacher for the coming year, and an assistant teacher for the departments of Oral Expression and Vocal Music. WWU Board of Trustees meeting minutes for May 1913 Volume 04 - Page 152 1913-05-24 Minutes of the meeting of the Board of Trustees of the Bellingham State Normal School held in their room this afternoon at 3 o'clock. Present: Chairman J. J. Edens, Trustees Jeremiah Neterer and F. J. Barlow, Principal Mathes and the Registrar. C. M. Olsen, trustee elect was also in attendance. The minutes of the meeting of May 20th were read and approved. A delegation consisting of Messrs. Percy Livesey, ? G. Camwell, James A. Miller and Sabine Carr appeared before the board in relation to the matter of insuring the Normal School building. The matter was informally discussed but no action was taken further than to instruct the Registrar to write Insurance-commissioner Fishback and the Board of Control relative to the advisability of insuring the property. The appended certificate of Architect Lee with regard to the completion of the brick-work under the Manual Training building was read: Bellingham, Wash. May 22nd, 1913. To the Hon. Board of Trustees of the State Normal at Bellingham, Washington. Gentlemen. We beg to report that the Contractor, Mr. F. E. Headrick, has now completed his contract in building brick walls and with concrete footings under the Manual Training Shop. And in our opinion he is now entitled to contract price as set forth in the contract, which price is Two Thousand One Hundred and Fifty-six ($2156.00) Dollars. Respectfully Submitted, Architect. On motion of Trustee Neterer it was ordered that the estimate be allowed, less deductions for water used, for lumber belonging to the school used in the work and for insurance payable to the Industrial insurance commission. Bids for wiring the Manual Training building were then opened. They follow: Puget Sound T. L. and P. Co. - 163.50. Rives and Clark - 54.50. A. E. Pettinger - 53.75. The foregoing bids were placed on the plan and specifications submitted by the school. Rives and Clark also submitted a supplementary bid for outside wiring of 17.50. WWU Board of Trustees meeting minutes for May 1913 Volume 04 - Page 153 1913-05-24 On motion of Trustee Neterer it was ordered that the matter of letting the contract be left with Trustee Barlow with power to act. Architect Lee was called before the Board and after discussion on motion of Trustee Neterer it was ordered that his plans for the construction of the addition to the Training school annex be adopted and bids called for construction in accordance with the terms of the attached notice: BIDS INVITED Sealed proposals for the construction of a training school annex to the Normal school building, at Bellingham, Wash., Also for new boilers in the boiler room, and steam heating the new annex, also steam heating the manual training shop, will be received in the office of the registrar of said school until ten o'clock a,m, June 7, 1913. Plans and specifications may be seen at this office, and also at the office of A. Lee, architect, 900 High street, Bellingham, Washington. Bids must be accompanied by a certified check, amounting to 5 per cent of the bid. Successful bidders will be required to enter into a bond in the full amount of the bid for the faithful completion of the contract. The right is reserved by the board of trustees to reject any or all bids. By order of the Board of Trustees. J. WAYLAND CLARK, Registrar. It was ordered that the chairman be authorized to sign diplomas and certificates granted by the faculty. It was ordered that the principal be authorized to employ T. E. Hulse as head of the rural school department for ten months of next year at a salary of $150.00 per month. The Registrar reported that J. L. Dumas of Walla Walla had visited the school yesterday and in a conference concerning his proposal to place a fund at the disposal of this school to assist deserving students had tendered a check of $250.00 to meet pressing demands. The Registrar had accepted the check conditioned upon the approval of the Board of Trustees. This matter is referred to on page 32, 53 and 79 of these minutes.) It was ordered by the Board that the whole matter be referred to Trustee Neterer. There being no further business the Board adjourned. Minutes approved. ##

Show more1916-07 WWU Board of Trustees meeting minutes for July 1916WWU Board of Trustees meeting minutes for July 1916 Volume 05 - Page 179 1916-07-01 The Board of Trustees met in special session at their office in the Normal School at 8:30 p.m. Present: Trustees Barlow, Olsen and Smith, the President and the Secretary. The Minutes of the meetings of May 10th, May 11th and June 19th were read and approved. RESIGNATION OF MISS HAYS: A communication from Miss Frances S. Hays, Dean of Women, tendering her resignation to take effect Sept. 1, 1916 was presented by the President. On motion the Board accepted Miss Hay's resignation. REVISED AGREEMENT WITH J. W. THOMPSON: The President presented a communication from J. W. Thompson, proposing that he be allowed to engage for work in the Bellingham City schools for part time, giving the Normal six hours per day and full time during summer school, it being understood that Mr. Thompson is to letter the certificates and diplomas. The Board agreed to the proposal. DEAN OF WOMEN: Reverting to the salary schedule the President stated that he had just received a telegram from Mrs. Flet, elected to the position of Dean of Women, in which she definitely declined to accept the position. The President then presented the name of Miss Mary Louise Bollert, of Columbia University, whom he recommended for election as Dean of Women at a salary of $150.00 per month for twelve months. The Board thereupon elected Miss Bollert to the position of Dean at $150.00 per month. OPAQUE BLINDS: The President called attention to the requests of Mr. Moodie of the Biology Department and of Miss Beardsley of the Language Department, for opaque window shades for their respective rooms, for the better presentation of stereoptican demonstrations, which was approved. PARTITION IN THE DEAN'S OFFICE: The President called attention to the need of private quarters for the Dean and suggested that a glass partition be constructed according to a plan which he had worked out. The Board approved the proposal. WWU Board of Trustees meeting minutes for July 1916 Volume 05 - Page 180 1916-07-01 BILL OF SWEET GROCERY CO: A bill of the Sweet Grocery Company in the amount of $1.80 for groceries supplied the faculty was presented and allowed. AUTOMOBILES TO BE PROHIBITED: The matter of prohibiting the entrance of automobiles to the campus and upon the walks was discussed; and it was ordered by the Board that measures be taken to prevent such entrance of vehicles. WEEKLY MESSENGER: At the suggestion of the President, The Weekly Messenger, the new school paper, was authorized to publish an advertisement of the school and to supply fifty copies of the paper for advantageous distribution, at a cost for both of $5.00 per issue for five issues. MOVEMENT FOR ADDITIONAL GROUNDS: Efforts of the Bellingham Chamber of Commerce directed to the securing of additional grounds for the Normal School, were discussed by the Board, and the action of the Chamber was approved. MISS SUMNER FOR VACANT POSITION: The Board gave its approval to the selection of Miss Abby Sumner to a position in the expression department or some other suitable position, should there be a vacancy or need of such services. The Board then adjourned. WWU Board of Trustees meeting minutes for July 1916 Volume 05 - Page 181 1916-07-12 The Board of Trustees met in regular session at their office in the Normal School at 5:30 p.m. Present: Trustees Barlow and Olsen, the President and the Assistant Secretary. CANDIDATES FOR DIPLOMAS AND CERTIFICATES: The President reported the names of 114 candidates as having completed all the requirements for diplomas and the names of 41 candidates for Secondary certificates and 73 candidates for elementary certificates who have completed the requirements necessary for such certificates. It was voted by the Board that if these people cleared that the diplomas and certificates desired be granted. WWU Board of Trustees meeting minutes for July 1916 Volume 05 - Page 182 1916-07-12 WWU Board of Trustees meeting minutes for July 1916 Volume 05 - Page 183 1916-07-28 The Board of Trustees met at their office in the Normal School at 12:15 p.m. Present: Trustees Smith and Olsen, the President and the Assistant Secretary. In the absence of Chairman Barlow, C. M. Olsen was chosen temporary chairman of the meeting. ADDITIONAL LAND FOR THE SCHOOL: The Board of Trustees approved the selection of land and the terms secured by the Chamber of Commerce Committee. CORRESPONDENCE COURSES: The President recommended that a charge of $5.00 be made for a two credit course and for each additional credit a charge of $2.50 be made. One-fifth of such charge to go to the school for the maintenance of the correspondence department and the balance to the teacher giving the instruction. The President also recommended that students doing correspondence work be allowed to use the Library with the understanding that they are to deposit the value of every book taken out and that nine-tenths thus deposited will be refunded when the book is returned to the Library. This adjustment carries with it the additional provision that postage going and coming must be paid by the student. POSITION OF DEAN: The President reported that Miss Mary Louise Bollert had declined the position of Dean and recommended that the place be offered to Miss Exean Woodard of Van West, Ohio at a salary pf $125.00 a month for twelve months. The recommendation was adopted. RESIGNATION OF MISS MARY C. BOWEN: President presented a communication from Miss Mary C. Bowen, tendering her resignation as Assistant in English to take effect Sept. 1, 1916. On motion the Board accepted Miss Bowen's resignation. ELECTION OF MISS DE ANGELIS: It was ordered by the Board that the position made vacant by the resignation of Miss Mary C. Bowen be tendered to Miss Augustine de Angelis at a salary of $115.00 per month for twelve months. RESIGNATION OF MISS ADA HOGLE: A communication from Miss Ada Hogle, Head of the Art Department, tendering her resignation to take effect Sept. 1, 1916, was presented by the President. On motion the Board accepted the resignation. ASSOCIATE IN ART: It was ordered that Miss Helen N. Rhodes be advanced from the position of assistant to that of associate in Art at the same salary she now receives. REPORT OF LIBRARIAN: The President read the report of the Librarian, Miss Mabel Zoe Wilson for the year. (See files) REPORT OF HEAD OF HOME ECONOMICS DEPARTMENT: The President read a report of the Home Economics Department for the Summer term presented by Miss Ormsby. FRYE AND COMPANY: It was suggested that owing to courtesies shown the Home Economics classes that Frye and Company be given some of the Edens Hall trade. COMMUNICATION FROM MRS. ENGBERG: A communication from Mrs. Engberg, Head of the Violin and Orchestra Departments, was presented by the President. It was impossible to take affirmative action on the matter and the letter was placed on file. (See file) ADDITIONAL CARPENTER FOR AUGUST: It was ordered that a carpenter be secured to assist Mr. Rindal in the Library during the month of August and that he be paid from the Library funds. PURCHASE OF FURNITURE FOR EDENS HALL: It was ordered that the furniture of Miss Hays, now at Edens Hall, be purchased for the use of the Preceptress, as follows: 1 Rocker, 1 Chair 9.60 for both: 1 Table @ 6.00 - 15.60. REPAIRS AT EDENS HALL: The President reported the need of repairs at Edens Hall and it was ordered by the Board that such repairs be made under the direction of the President. EXAMINATION OF ACCOUNTS: The President read a letter from Hon. C. W. Clausen suggesting that an examination of accounts of the school be made at the expense of the school. WWU Board of Trustees meeting minutes for September 1902 Volume 01 - Page 231 1902-09-18 The amounts received and the amounts paid out balanced exactly. This resolution was passed, trustees White and Teck voting aye: Resolved that the salary of Miss Ada Hogle manual training instructress, be raised from $70 to $75 per month. By resolution the board employed Miss Avanelle Coleman of Winona Mum, as teacher of vocal music and assistant teacher of physical culture, at $750 per year of ten months, vice Miss Grace S. Burt resigned. By resolution E.N. Stone was emplyed as instructor in Latin at $80 per month from Sept 1st, 1902 until April 1st, 1903 after that period his salary to be $1000 per year of ten months, vice Laurel Harper resigned. Present Trustees White, Edens and Teck Principal Mathes and the clerk. The minutes of the meetings between and including the dates of April 29th 1901 and Feb 10th 1902 were read and approved. On motion of Trustee Edens the salary of L.H. Darwin, the clerk of the Board of Trustees was made $33.33 per month instead of $25 per month to date from April 1st 1902, all trustees voting aye on the proposition. The following resolution was adopted: Resolved that Ada B. Clothier be employed as preceptress and assistant librarian at a salary of $450 per year, her labors to commence Oct. 1st 1902. The board adjourned to meet Sept. 29th. L.H. Darwin, clerk. L.P. White, chairman. 1902-09-30 The board met in the office of chairman- WWU Board of Trustees meeting minutes for September 1902 Volume 01 - Page 233 1902-09-30 L.P. White in the Bank of Whatcom pursuant to adjourment taken on Sept 22nd; present trustees White Edens and Teck, principal Mathes and the clerk. Principal Mathes was authorized and directed to sell all unused text books that are out of date. In reference to the matter of employing Mrs. Ada B. Clothier as preceptress and assistant Librarian, principal Mathes stated that the heavy work of locating the scholars had all been done and that the librarian, Miss Wilson preferred to do the work alone. As a consequence he could not at this time recommended her employment in the position to which she had been elected by the board at the meeting of Sept. 22nd 1902. After considerable discussion during which it developed that there was not sufficient funds remaining in the appropriation for the schools maintenance to pay their salary, the board passed this resolution amending the order of her employment: Reserved that Mrs. Ada B. Clothier be employed as preceptress at a salary of $450 per year of ten months, her duties to begin whenever there are sufficient funds at the command of the board of trustees to pay his salary. The board accepted an invitation from the street committee of the city council to meet with them at the city hall on Monday evening at seven O'clock to discuss measures for grading and improving High Street in front of the- WWU Board of Trustees meeting minutes for September 1902 Volume 01 - Page 234 1902-09-30 Normal Campus and adjournment was taken to that date. Show more1910-10 WWU Board of Trustees meeting minutes for October 1910WWU Board of Trustees meeting minutes for October 1910 Volume 03 - Page 195 1910-10-18 Minutes of the meeting of the Board of Trustees of the Bellingham State Normal School held this morning. Previous to the formal meeting the Trustees, Principal and Registrar gathered on the stage in the auditorium at the 10 o'clock assembly of the school. A brief programme had been arranged in the nature of a welcome to Chairman John J. Edens, who had just returned from a lengthy eastern trip, and of which he had been kept in ignorance. Principal Mathes presided and in his opening address to the students briefly detailed the history of the Bellingham State Normal School and incidentally referred to the long connection with it of the chairman of the board. Trustee Handschy was then called upon and in a finished and graceful address, on behalf of Trustee Donovan and himself, presented to the school a framed portrait of the chairman in perpetuation of a recognition of his faithful and valued services extending over a term exceeding fifteen years and as a token in a slight degree of the high esteem in which he is held by his fellow members. Trustee Donovan followed with a happy little speech in indorsement and the Trustees adjourned to their room where proceedings were held as appended: Present: Chairman J. J. Edens, Trustees J. J. Donovan and F. F. Handschy, Principal Mathes and the Registrar. On motion of Trustee Donovan, $156.00 was ordered transferred from the Rebate fund to the Lecture Course committee, that amount, in the aggregate, having been charged against the rebates of individual students. The principal presented the appended, which on motion of Trustee Handschy, was approved: State Normal School, Bellingham, Wash., September 1st, 1910. The undersigned begs to report that certificates have been issued since the last meeting of the Board of Trustees, said students having completed the required work and having been recommended by the faculty committee, Mr. Bond, Mr. Bever, and the Principal. Elementary certificates to -- Clyde Reed, Hallie M. Owen, John M. Richardson, Myrtle Green. Secondary certificates to -- Alice Tiedje, Rose Winkleman, Edith Kelly. WWU Board of Trustees meeting minutes for October 1910 Volume 04 - Page 003 1910-10-01 ANNUAL REPORT OF THE BELLINGHAM STATE NORMAL SCHOOL, BELLINGHAM WASHINGTON. Oct. 1st, 1910. To His Excellency, Hon. Marion E. Hay, Governor,- The first legislative action looking toward the establishment of a state normal school in northwestern Washington resulted in the passage of a law creating a commission in 1893 to select a site for such an institution somewhere in Whatcom County. The first appropriation of $40,000 for a building, was made in 1895. In 1897 the appropriation for maintenance received the Governor's veto. The first appropriation for maintenance was granted in 1899, and the institution was formally opened on September 6th, of that year. Buildings. The present buildings of the Normal School include the main building, the Training School annex, the Science annex, the gymnasium and Edens Hall. The first four buildings named are all connected by closed hallways and form practically one large structure, with a solid frontage of 390 feet. Main Building,- The main building is a large, massive brick and stone structure and contains a total of thirty-eight rooms, including the offices, faculty parlor, library, literary society and Y.M.C.A. halls, cloak, toilet and bath rooms, rest rooms, and ten large recitation rooms. Training School Annex,- This annex contains a total of thirty rooms. Two entire floors are devoted to the work of the training department. Upon the second floor are situated several large recitation rooms and a magnificent auditorium. Science Annex,- This annex is devoted to the science work of the institution. It provides three complete suites of rooms, one for the biological department, one for the physical science department, and one for the manual training department. Its appointments in matters of light, heat, ventilation and arrangements are complete and modern in ever detail. Gymnasium,- The gymnasium, constructed in 1901, is situated in the rear of the main building and connected with it by closed hallway. The room is provided with galleries, baths and dressing rooms. Edens Hall is a home for young ladies and contains twenty-eight sleeping rooms, four bath rooms, a parlor, reception hall, trunk room, laundry, store rooms, servants' rooms, kitchen, and a large dining room, seating one hundred and twenty people. The building is provided with electricity, telephone, steam heat, baths, and all modern conveniences. The popularity of the hall is such that all rooms are engaged months in advance. Meals are furnished regular boarders for $2.75 per week, and under wise management satisfactory service is provided at these terms. WWU Board of Trustees meeting minutes for October 1910 Volume 04 - Page 004 1910-10-01 The rooms are all supplied with the heavy pieces of furniture, and are rented at prices ranging from $5 to $10 per month. The annual income from room rent alone is approximately $1,900 per year. These funds are used to pay the salaries of matron and housekeeper, and meet other incidental expenses such as light, fuel and minor repairs. Campus. Two years ago the state made an appropriation of $28,000 for general repairs and improvements. The three great items paid from this appropriation were the completion of the Science annex, the construction of a fifteen foot driveway through the campus, and the purchase of an adjoining tract of about two acres of land for an athletic field. The plan for improvement of the campus, adopted two years ago, is being followed and there is need of a modest appropriation to continue this work. The ground purchased for an athletic field must also be cleared and filled as it is now low and covered with water for a portion of the year. EXPENDITURE OF 1907-1909 APPROPRIATIONS. The law provides that October 1st next preceding the biennial session of the Legislature this institution shall file an accounting of its current state appropriations with the Governor of the state. An accounting at the date named must necessarily cover but eighteen months of the biennium. It has, therefore, been the practice heretofore to also render a report of the same date for the last six months of the preceding biennium, thus covering a total of the years, but beyond its showing of a subdivision of expenditures for the last quarter of the preceding biennium, the utility of such a report may well be questioned. We beg now to submit a report for the entire biennium -- April 1st, 1907--March31st, 1909, which necessarily includes the data presented to the Governor and Legislature in the report of November 1st, 1908: Biennium 1907-1909, ended March 31st, 1909. WWU Board of Trustees meeting minutes for October 1910 Volume 04 - Page 007 1910-10-01 ESTIMATED NEEDS FOR 1911-1913. The needs of an institution growing at the rate of more than 30% the last year and indicating a similar growth the coming year renders the problem of making an estimate of financial needs for the two years a complex one. The lengthening of the Summer Session from six to nine weeks, entailing additional labor upon instructors and all other employees adds to the problem. An estimate for departmental supplies based upon a given attendance at one date may be largely inadequate two years thence, and increase the complexity of the problem. Herewith is presented a carefully revised estimate submitted by the Principal and the heads of the various departments. At the close of the estimate appears an item for additional rooms for the Training School. At present seven more rooms are absolutely necessary to carry on the work of this department, and to properly carry it on there should be at least eighteen rooms. We believe the modest amount asked for vis., $18,000 will meet the requirements for several years to come. Present: chairman Edens, Trustee Minton, Principal Mathes, and the clerk. The board spent some time in informal discussion of needs of the institution. A purchase of a desk was authorized for the use of the clerk. The clerk was instructed to investigate the status of the students' loan fund and report at the next meeting. A loan, amounting to $20, was authorized made from this fund, in accordance with conditions governing its disposition, to Miss Ethel Waite. The principal was authorized to palce an order for 5,000 one-cent stamped envelopes, and for 5,000 two-cent stamped envelopes. The clerk was authorized to order 5,000 sheets of printed letter heads, 1,000 9 1/2 inch envelopes, and 1,000 6 1/2 inch envelopes. The principal was authorized to purchase such additional style of stationery as he considered necessary for the correspondence of his office. The principal was furhter authorized to buy a rotary mimeograph with necessary equipment, for the use of the school The rent charged for the campus dining hall was reduced from $25 per month to $10, beginning January 1, 1905. The salary of the clerk was fixed at $33 1/3 per month, beginning with January 1, 1905. If satisfactory terms could be secured, the principal was instructed to negotiate the purhcase of 125 lockers for the gymnasium. The clerk was instructed to secure three copies of the school law for the trustees. Show more1913-02 WWU Board of Trustees meeting minutes for February 1913WWU Board of Trustees meeting minutes for February 1913 Volume 04 - Page 134 1913-02-11 Minutes of the meeting of the Board of Trustees of the Bellingham State Normal School held in their room this afternoon at 2:30 o'clock. Present: Chairman J. J. Edens, Trustee J. J. Donovan, Principal E. T. Mathes and the Registrar. Minutes of the meeting of January 16th read and approved. The Registrar reported that under the directions of the Board in regard to placing an order for 75 to 100 cords of wood, that he had asked bids from A. H. Montgomery, Trunkey and Sons and Scott and Co. but that Mr. Montgomery declined to bid on account of the scarcity of slabs, and Trunkey and Sons tendered a written bid of $3.50 per cords, and that Scott and Co., had tendered a bid of $3.00 per cord. He placed the order with Scott and Company. The action of the faculty in granting elementary certificates to the following was approved: Ethlyn Clark (January 24th), Mamie Pebley (Jan. 24), Glennis Allen (Jan. 24). Etta Waite (February 1st), Norma E. E. Abrams (Feb. 1st). The Principal reported that Mrs. Harriet Dellinger-Brown had filed an application for the position of teacher of drawing. It was ordered that the Principal be authorized to expend $500.00, or so much thereof as necessary for additional tools for the Manual Training Department. The Principal was authorized to purchase 250 copies of a song book at a wholesale price of 80c each, for use in the auditorium. A concrete vault was ordered built according to the plans of Architect Lee and under his directions. The Principal was authorized to purchase several sets of drawing instruments, now the property of the Normal Book Store, and the Registrar to rent them to students on such terms as will protect the school. It was the sense of the Board, that in proposed sale by the Underwood Typewriter Company of typewriters to teachers, at a price now being offered schools, namely, $50.00 per machine, that the school should not sign a guarantee that such machines will be used for educational purposes. WWU Board of Trustees meeting minutes for February 1913 Volume 04 - Page 136 1913-02-24 Minutes of the meeting of the Board of Trustees of the Bellingham State Normal School held in their room this afternoon at 2:30 o'clock. Present: Chairman J. J. Edens, Trustee J. J. Donovan, Principal E. T. Mathes and the Registrar. The minutes of the meeting of February 4th were read and approved. The Principal offered the appended schedule of salaries of members of the faculty, from April 1st, 1913 to September 1st, 1913. The schedule was adopted in its entirely, but the Registrar was instructed, when notifying the faculty of the adoption of such schedule, to inform them that the increases in salary for the five months noted, are in execution of an implied promise of increase at the time of the election of the faculty for the present year, and that the salaries named in executing such promise, cover five extra weeks of service in summer school, but are distributed over five months of payment; that the faculty must not assume that in case of re-election for next year, that the rate per month, established for these five months, is to apply on a new contract. WWU Board of Trustees meeting minutes for February 1913 Volume 04 - Page 137 1913-02-24 The following communication to the Mayor, Board of Public Works and City Council, with regard to the permanent improvement of High and Indian Streets and Garden Drive, from High Street to a connection with Garden Street, was the result of a thorough discussion of the matter and unanimous adoption by the Board: February 25th, 1913. To the Honorable, The Mayor, Board of Public Works, and City Council. Gentlemen:-- The Trustees of the State Normal School respectfully ask that you proceed to secure the improvement of High Street, from Oak to Cedar and Cedar Street from High to Indian, past the Normal campus and Garden Drive from High Street to a connection with Garden Street, with suitable concrete curbs and gutters and concrete foundation, five inches thick between the curbs, together with such wearing surface as seems most suitable. This school is patronized by twelve hundred students and pupils annually, and the approaches to the school are not creditable to the State or city. We have made repeated efforts and requests to have this condition improved. Last year the effort failed, largely through including some streets not vital, though desirable. The above request is for the minimum. We are willing to agree to such width and wearing surface as you may determine, but we ask that the work be ordered by resolution and that you proceed with the least possible delay. The foregoing petition was approved by the Board of Trustees at its meeting of February 24th, 1913. Registrar. Michael Hendershott, present night watchman, was directed to take his former position as gardener on March 1st, at a salary of $65.00 per month, effective from that date. The Principal was authorized to employ a man as night watch and fireman, to take his place. The Registrar was authorized to investigate to matter of building insurance and boiler insurance. The Principal presented a letter from P. S. T. L. and. P. Co., under date of February 24th, proposing to furnish the Manual Training Department with single phase motors, exchanging our old single phase motor for a new one of the same capacity, free of charge; further proposing that at any time the total load may be developed to exceed 20 H. P., to furnish three phase service and exchanging H. P. for H. P., and new three phase motors for the old single phase motors. The Principal was authorized to make such arrangements with the company, as will protect the interests of the school, along the line of the proposals in the letter referred to. The Principal was authorized to call for bids for the raising of the manual training building to a height which would allow a first story and basement; bids to be presented as soon as possible. There being no further business, the Board adjourned. Minutes approved. ##

Present; Trustees Barlow and Smith, the Principal and the Secretary. The minutes of the meeting of November 11 were read and approved. THE CAFETERIA DISCUSSED The Board made inquiries of the Principal as to details of the management of the Cafeteria. In response the Principal made a statement in substance as follows: Trustee Olsen entered and took his seat at this time. JOINT CONFERENCE OF PRINCIPALS The Principal reported that a joint conference of the Normal School Principals of the state had been arranged for, in Bellingham about December 16th or 17th, for discussion of subjects of common interest to the Normal Schools. SALARY INQUIRY The Principal reported also, that he had addressed a set of inquiries to 150 Normal Schools, as to salaries paid teachers in those institutions, asking particularly as to the various elements that enter into the adjustment of salaries. NEW ASSISTANT TO THE REGISTRAR The matter of the employment of a new assistant to the Registrar, to fill the position made vacant by the resignation of Miss Laura Spearin, came under discussion and it was decided by the Board that the matter be left in the hands of the Principal and the Registrar, such assistant to receive the same salary per month as the present one ($50) for an indefinite term. At this time Mr. Barlow asked to be excused from the meeting; and on his retirement Mr. Smith took the chair. NEW PLAN OF FEES The suggestion of the Principal offered October 19, with reference to a new plan governing fees, was again adverted to and the following arrangement adopted to take effect at the beginning of the next school year: In lieu of the Student Association, School Nurse, and Lecture Course fees now collected, usually by charging to rebate, a single WWU Board of Trustees meeting minutes for December 1914 Volume 05 - Page 068 1914-12-09 fee of $2.50 for each semester, and $2 for summer school shall be collected in advance from each regular student, in addition to the library fee; such charge being segregated as follows: for each semester, Lecture Course 75c., Messenger subscription and Social Life Athletics 50c., Nurse and Physician 50c.; Summer School, Lectures $1, School Nurse 50c., Social Life 50c. FREE LOT FOR AGRICULTURAL DEMONSTRATION The Principal reported that a certain lot on the west side of High street and south of Cedar had been offered by Mr. George Jenkins free of charge for use of the school for experimental garden purposes. The Board expressed its appreciation of this generous proposal, and decided to accept the offer. NEW YEAR'S ADVERTISING Advertising to the value of $30 was authorized to be placed in the New Year's edition of the Bellingham American-Reveille. CONCERNING THE LEAVE OF ABSENCE TO MISS GRAY The matter of the leave of absence granted Jan. 14th, 1914, to Miss Nellie A. Gray, formed Dean of Women, was adverted to and it was decided that the term of such absence be made indefinite. ORDER AS TO PEDDLERS andC. Be it hereby ordered, in confirmation of verbal instructions heretofore given the Principal, that; no solicitor, sales agent, or peddler shall be allowed to do business within the buildings or upon the grounds of this school, unless granted written permission by the Principal. ORGANIZATION OF STUDENT SOCIETIES The Registrar submitted the plan adopted in October by the faculty and student organizations of the school for the handling of all financial affairs of such organizations. Under this plan the Registrar becomes treasurer of the various organizations, and all accounts are audited by an auditing committee composed of one member of the faculty, one student member and the Registrar.
