Show more1900-09 WWU Board of Trustees meeting minutes for September 1900WWU Board of Trustees meeting minutes for September 1900 Volume 01 - Page 149 1900-09-03 (Special) The board met at the school building at 10PM with all members present. The improvements under way consisting of the finishing of certain rooms in the building were carefully examined by them, an hour being consumed in this. The business session commenced at 11PM. The resignation of Janitor J.A. Mc. Bride was accepted and the clerk was instructed to notify him of that fact and secure the Keys to the building. Bids for furnishing 12 shades for the rooms being completed- WWU Board of Trustees meeting minutes for September 1900 Volume 01 - Page 150 1900-09-03 on the second floor were opened and read by the clerk. They were as follows: B.B. Furniture Co. $31.20; Theif and Weller $24.00; The matter was laid over until the next meeting. The application of P.W. Pierce for the janitorship pf the school was read. Mr Pierce appeared before the board and answered certain queries proposed to him by the trustees, on motion of trustee Edens, Mr. Pierce was employed as janitor by the month at the rate of $41.66 per month and if continued after Feb. 1st 1900, when the next appropriation for maintenance of the school recomes available his salary shall not be less than $65.00 per month. The board reserved the right to terminate his employment at the end of any month. On the recommendation of Principal Mathes, Miss Frances Hays was employed as teacher of reading and Elocution at $75 per month until Feb. 1st 1900. Should another appropriation become available at that time she to receive $90 per month thereafter. Also on Principal Mathes recommendation Miss H.J. Tromanhauser was elected superintendent of the model school at $90 per month until Feb 1st 1900 and if another appropriation for the maintenance of the school becomes available at that time she to receive there after $110 per month. The following vouchers were allowed and ordered certified to the state auditor that warrants might issue: Voucher No. 239 - favor Bangor-Slatington State Syndicate $48.74 for 413 square feet of slate furnished the school as per attached bill of July 30th 79.54 less $30.80 freight charges. Darwin $42.50 for expense account as clerk board trustees for period ending Sept 1st as per attached vouchers numbered 1 to 15. Maintenance. Voucher No. 242 - favor E.R. Croft $35.85 to cartage and prepaid freight charges for the school as per attached bill of Sept 1st. Maintenance. Voucher No. 243 - favor J.J. Larson $65 for truekage on 78 cords of wood to the school bilding 52 cords at 75 cents per cord and 26 ends @ $1.00 per cord. Maintenance. Voucher No. 244 - favor J.C. Holman $72.80 to 26 cords of wood at $2.00 per cords. Final delivery and to 20% withheld on 52 cords of wood at $2 per end $20.80. Maintenance. Voucher No. 245 - favor Mills Gooding $8.00 for 4 days work in assisting the janitor at $2. per day. Maintenance. Voucher No. 246 - favor B.B. Plumbing Co. $75.00 for extending the electric call bell system to the four newly completed rooms. Maintenance. Voucher No. 247 - favor S.E. Booker $73.25 for plastering and repairing done in the school building as per attached bill Feb 1st. Maintenance. Voucher No. 248 - favor L.H. Darwin $25.00 for services as clerk of the board of trustees from Aug 15th to Sept. 15th. Maintenance. Voucher No. 249 - favor Carl Dalquest $243.75 for 75 cords of wood furnished the school at $3.25 per cord, as per contract. Maintenance. The salary of Ida Agnes Baker, Teacher of Music was made $65.00 per month until Feb. 1st 1900. Record approved. Board adjourned. L.H. Darwin, clerk. Jere Neterer, chairman. The biennial report of the school to be made to the governor on Oct 1st, 1900 was discussed at some length and the draft of it approved. The following vouchers were approved to be paid from the library fund (special). Voucher No. 21 - favor E.T. Mathes $3.00 for cash advanced for the purchase of 3 books as per attached cash voucher. Voucher No. 22 - favor J.N. Selby and Co. $7.61 for 13 "Stories of the English" furnished the library as per bill of Sept. 28th. Voucher No. 23 - favor N.B. Holly Street: present Trustees Edens and White, Principal Mathes and Clerk Darwin. The clerk was ordered- WWU Board of Trustees meeting minutes for October 1901 Volume 01 - Page 196 1901-10-28 to submit the following petition to the city council in the name and on behalf of the board of trustees: Whereas the public in general have been using the Normal school grounds for a public highway for more than two years, and, whereas the trustees are about to begin improving these grounds, therefore, the trustees respectfully pray that your honorable body take steps to improve High street in front of the Normal campus and thus render it possible for the public to drive past the Normal buildings without using the Normal grounds as a public highway. The following resolution was adopted by the board: Resolved that J.N. Bowman be employed as teacher of history and German in the school at a salary of $800 for ten months work and that Grace S. Burt be employed as teacher of music and physical culture at a salary of $750 for ten months. The matter of finishing certain unfinished rooms behind the auditorium in the Main building was discussed and laid over for thirty days. The principal reported that it would be necessary to excavate a passage way between the new gymnasium building and the hillside which came jam up against it, and the clerk was instructed to secure the services of an engineer to cross section the piece of ground it was proposed to remove and to present to the board an estimate of the cost of the same. These vouchers were ordered certified to the state auditor that warrants might issue: Voucher No. 86 - favor J.N. Seeby and Co. $96.24 for sundry supplies furnished the school during the month of July, August, Sept and October as per attached bills. Maintenance. Voucher No. 87 - favor L.H. HUGHES: A communication was received from Mr. Glenn Hughes of the Department of English, requesting leave of absence commencing April 30, and to continue through the following school year, it being Mr. Hughes desire to accept a government position in Washington, D.C. Miss Sperry, Head of the Department of English, will attend the University of California this year and return to the Normal in September, 1919. Miss Sands will spend next year in Arizona on leave of absence. WWU Board of Trustees meeting minutes for April 1918 Volume 05 - Page 248 1918-04-16 Dr. J. Wesley Kaylor will withdraw from the institution and enter the practice of medicine in Bellingham. Mrs. H. W. Spratley, until recently Mrs. Colby, will give up the work of teaching and leave the faculty. Mrs. Samson, Assistant in the Department of Education,Miss Graves, Primary Supervisor; Miss Skalley, Assistant in Physical Education and Miss Brower, School Nurse (Assistant) will withdraw from the faculty to accept positions elsewhere for the coming year. In Professor Parish's case, I recommend that he be paid a salary of $135.00 a month with the understanding that he is the equivalent of supervising thirty teachers continuousky thruout the year. I recommend also that the salaries of teachers be paid in twelve equal monthly installments and that all members of the faculty be required to serve forty-two weeks during each portion of the year as the President may direct and that who for greater or less time be a subject of mutual agreement between teacher and Board. Miss Drake's salary is fixed at $40 a month for the twelve months because of the fact that Everett has consented to contribute $1,000.00 toward her annual compensation. This arrangement will leave her short $200.00 salary for the months of July and August and I, therefore, suggest that she be paid $100.00 extra for the work she may do at the school during such six weeks period as the President may select. The time of Mr. Thompson, Penmanship instructor, is divided with the city schools and Bellingham is paying $500 for the hours of service contributed to the city work. As war conditions demand, I suggest that when resignations occur from time to time the work be distributed between the teachers now employed so far as possible, thus reducing the annual budget and saving expense to the State. Respectfully submitted, President. After discussion, the foregoing recommendations were made the order of the Board. SALARY OF THE PRESIDENT: Trustee Barlow called attention to the salaries paid to the Presidents of the other Normal Schools, and proposed that in accordance with the provision of the existing contract with President G. W. Nash, of this school, his salary for the school year 1918-1919 be fixed at $5000.00. It was so ordered by the Board. WWU Board of Trustees meeting minutes for April 1918 Volume 05 - Page 248 1918-04-16 NOTICE OF ELECTION This is to inform you that at a meeting of the Board of Trustees of the Bellingham State Normal School held ______________ 191_ you were elected as an instructor of the Bellingham State Normal School for the school year beginning September, 1 191_ and ending August 31, 191_, at a salary of $______ for the year, payable in twelve monthly installments of $_______ each (such payments being subject to possible modifications as implied in the following paragraphs.) The conditions of service are to be as follows: 1. The normal term of actual teaching service contemplated by the Trustees is forty-two weeks, during such period or periods of the school year as the President of the school shall elect. Salaries are calculated and will be paid upon this basis. 2. If, by agreement with the President, service shall be rendered in excess of forty-two weeks, then such instructor shall be compensated for such additional service at the rate of one forty-second of the yearly salary above named, for each week of added work. 3. If, by agreement with the President, the instructor's term of service shall be less than forty-two weeks, then one forty-second part of the yearly salary named shall be deducted for each week of suspended service. 4. Each instructor shall record with the Registrar a correct statement of days of his service and absence during each month. 5. In all cases of absence on the part of any instructor or failure to perform the work assigned him a deduction shall be made from such instructor's salary in an amount proportionate to the time of such lost service, except in justifiable cases the President in his discretion may excuse such absences for not to exceed an aggregate of five days for the year. 6. The instructor is held responsible for the security of all property of the school entrusted to his care, and on or about March 1, he is to file an inventory of all such property at the business office of the school. and. At the opening of the school year the instructor shall report for service on such date as may be designated by the President and be in attendance at the faculty conference to be held on Saturday next preceding the beginning of the school session. 8. At the close of the session ending an Instructor's term of service, he shall remain till all closing ceremonies and functions are completed, and till all his reports are turned in, checked and accepted, all business matters of the school in which he is concerned adjusted, and keys returned and school property checked in at the business office. This notice of election is made in duplicate, Accptance of election will be made by signing one copy and returning to the undersigned, and when signed, shall be the contract for said term between the instructor and the State of Washington. Failure to acccept within thirty days will be regarded as rejection of election. The Board of Trustees reserve onto themselves the right to terminate this contract at any time when good and sufficient cause exists; and if terminated the instructor shall be entitled to salary up to and including the day of such termination. Captain Downie having requested permission to use the Normal campus on next Sunday and the following one, for the purpose of drilling troops, he was granted the desired permission by the Board. The Secretary was directed to notify faculty members elected for the coming year of their election, employing for that purpose, a new form of notification, acceptance of which by the teacher consitituting a virtual contract, the text of said notification being as shown on the accompanying insert. It was ordered by the Board that the contract here adopted shall be the contract of the Bellingham State Normal School for the employment of teachers, and it shall supercede all other contract forms heretofore adopted or used. Any and all resolutions heretofore adopted by any board of trustees of this school in conflict with any of the provisions of said contract are hereby annulled. BILLS AUDITED AND ALLOWED. Show more1900-06 WWU Board of Trustees meeting minutes for June 1900WWU Board of Trustees meeting minutes for June 1900 Volume 01 - Page 140 1900-06-04 (Special) The board met at chairman Neteter's office pursuant to call: present chairman Neterer and trustees Edens and Teck. Chairman Neterer stated that he had been looking up the law upon the subject and that it was unlawful for the board to create a deficiency and that at the meeting of May 10th the minutes were not kept full enough; that they did not convey the proper idea; and that these minutes the clerk had written the teachers notifying them that they had been continued at salary schedule adopted April 30th and amended May 1th and that the present schedule would be paid in warrants and that the balance would be certified by the board to the next legislature as a deficiency due the teachers by the school. Further he stated that he had that day explained the matter fully to the assembled teachers in the principal's room in the school building and- WWU Board of Trustees meeting minutes for June 1900 Volume 01 - Page 141 1900-06-04 that principal Mathes, Miss Rogers, Miss Montgomery, Prof Vaile and Prof. Eply had signified their intention of remaining at the old schedule which, of necessity, must remain in force until Feb. 1st 1901 that being the time approximately, when the present appropriation would become exhausted. Prof Robb B Vaile was continued as a teacher in the school and his salary from Sept 1st, 1900 until Feb 1st 1901. Fixed at $50 per month and provided furhter that he shall receive $75 per month after the next appropriation for the maintenance of the school becomes available. Chairman Neterer offered the following resolution, which was adopted by the board covering the salary question for the ensuing year: Whereas this board did on the 10th day of May 1900 pass a resolution, upon the refusal of some of the teachers in the school to continue as teachers in the school unless they were paid the increase of salary for the full year and there not being sufficient funds appropriated to pay the same, and the board not having any authority to contract any (?) unless there was then sufficient funds appropriated to pay the same and whereas, the said teachers after a conference agreed to remain, provided the board presented a statement to the legislature to the effect, that the salaries as fixed were reasonable and just, the said teachers necessary and all of the facts surrounding the school, and the work required of the teachers and in all matters sop as to give to the legislature a full, fair and clear understanding of the conditions and the necessity for its maintenance as was done, and suggest that equity and justice demanded the payment to the teachers the difference between the old and new- WWU Board of Trustees meeting minutes for June 1900 Volume 01 - Page 142 1900-06-04 salary schedule, but not in any event to recognize the same as a claim or demand against the state or board of trustees of said school, or an attempt upon the part of the board to create a deficit so that the legislature in its wisdom could come to the releif of said teachers; and whereas the board of trustees did on the 10th day of May 1900 at a special meeting, pass a resolution intending to convey the sense of the foregoing; and whereas: the minutes of the said meeting do not fully and explicitly express the same of said board nor the understanding with the said teachers. And whereas the clerk of the board of trustees did on the second day of June 1900 or thereabouts notify the teachers of the said school and did in the said letters as written convey the impression that a deficits claim or obligation on the part of the board of said school would be certified to the legislature as a deficits claim or obligation and ask an allowance for the same. And whereas the impression conveyed by the said letter based upon the resolution passed on the 10th day of May 1900 expresses a conclusion which is in violation of the laws of the state and does not express the decision actually arrived at by the board nor the understanding between the said teachers and the board; and whereas the teachers were requested by the clerk to signify their acceptance of the employment tendered and the same not having been accepted. And whereas immediately upon the foregoing facts being ascertained by the chairman of the board all the teachers were notified of the limited powers of the board by the chairman and that the board having no jurisdiction to enter into obligations for which there was not sufficient funds to pay and that the said employment so far as it pertained to the certifying of a deficit. WWU Board of Trustees meeting minutes for June 1900 Volume 01 - Page 143 1900-06-04 was not the conclusion of the board and that the board had no power to enter into such arrangements. Now therefore be it resolved by the board of trustees that the resolution and minutes of the meeting of the board of May 10th 1900 are amended so as to read as herein recited and set forth and that the action of the chairman of the board in notifying the said teachers and withdrawing the tender of employment as set forth in said letter as aforesaid be and the same is hereby approved. The following resolution was adopted by the board relative to the tenure of employment of the teachers elected for the next school years. Whereas the teaching force at the school is inadequate to instruct properly the nubmer of students in attendance: And whereas the prospective attendance for the next term with be greater than at present and the principal and the board of trustees believing it to be for the best interests of the state and the patrons of the school to secure a sufficient number of teachers to properly instruct the students: and whereas the appropriation made by the last legislature is not sufficient to pay the salaries of teachers now lugaged and to be engaged for a longer period than to Feb. 1st 1900. Therefor be it resolved; that the employment of all teachers engaged and to be engaged shall not extend beyond feb 1st, 1900 and that this board does not obligate itself nor the state to pay any salary for teaching after Feb. 1st 1900. Be it further resolved: that the board of trustees does hereby authorize the employment of three (3) additional teachers at salaries not to exceed in the aggregate $230.00 per month said employment to continue until Feb 1st- WWU Board of Trustees meeting minutes for June 1900 Volume 01 - Page 144 1900-06-04 1901. Miss Jane Connells resignation as literature teacher was accepted. Board adjourned. Record approved. L.H. Darwin, clerk. Chairman. 1900-06-07 (Special) The board met pursuant to call at chairman Neterer's office: present chairman Neterer, trustees Edens and Tech and principal Mathes. Upon recommendation of Principal Mathes, the board resolved to employ Prof. Washington Nelson of Berkeley, Cal to hold the chair of psychology until Feb. st 1901 at a salary of $100 per month. Miss Cora F. Bratton of Albany New York as (?) teacher for the intermediate grades at a salary of $65 per month until Feb 1st 1901, Miss L. Harper of Milford Mich as asst in reading and drawing at a salary of $65 per month until Feb 1st 1901; Miss Mittie W. Myers of Oakland Cal as teacher of latin and English to succeed Miss Jane Connell, resigned, at a salary of $80 per month until Feb 1st, 1901. The chairman announced that he had received the resignation of Miss Avadana Millett, as instructress of drawing and physical culture in the school. It was accepted with regret. The following resolution was passed by the board. Whereas: Pauline Jacobs, Clearbrook; Ruth O. Pratt, Custer; Margaret J. Clark, Everett; Clara Norman, Port Townsend; Florence M Griffith, New Whatcom; Hattie B. Thompson, Tacoma; Kate M. Schutt, A.B, Fairhaven; Emma Mythaler, Tacoma; have creditively and honorably completed the course of study in this normal school prescribed by the Laws of the state of Washington and the board of education and are entitled under the law to Diplomas. Therefor be it resolved by the board of trustees- WWU Board of Trustees meeting minutes for June 1900 Volume 01 - Page 145 1900-06-07 that diplomas be issued to the above named persons and that the chairman of the board of trustees and the faculty of the school is hereby instructed to certify, sign and deliver such diplomas in accordance and pursuance of the provisions and intent of the laws of the state of Washington. Be it further resolved that elementary certificates be issued to Marie Ames, Seattle; Bertha Ross, Everett; Ida Pillman, Everett; Pearl Lee, New Whatcom; Minnie Walling, Coupeville; Elsie Moore, Seattle; Anna Iverson, Olympia; Emma Whitworth, Fairhaven; Carrie Risedorph, Seattle; Lillie Buckles, Seattle; Anna Padden, Fairhaven; and Sarah McRose. They having honorably completed the course of study prescribed by the laws of the State of Washington and board of education. Entitling them to such certificates. Be it further resolved that elementary certificates be issued to Lucile Fobes, New Whatcom; Lina Feckenscher, Seattle; Jessie Havens, Kent; Cecelia Zeigweid, Burlington, upon their filing and presenting to the principal of the school a second grade certificate and that the chairman of the board of trustees, the principal of the school and the faculty are hereby instructed to certify and sign and deliver such certificates and sign and deliver such certificates as above set forth. The minutes of Meeting of May 25th were read and Erratts ordered inserted. WWU Board of Trustees meeting minutes for June 1900 Volume 01 - Page 146 1900-06-18 A letter was read from Prof Washington Wilson accepting the chain of Psychology in the school in accordance witht the resolution of April 30th; also one from Miss Harper accepting the position of assistant in drawing and reading in accordance with the same resolution. The board of trustees having presented to the citizens of Bellingham Bay the necessity for additional school room facilities in the normal school to accommodate the prospective increase in attendance during the ensuing year and not having any funds with which to complete or furnish any more rooms, it had been suggested that the attendance would have to be limited unless arrangements were made whereby such rooms could be completed and the board of trustees at said time were given assurances that the citizens of Bellingham Bay would contribute the necessary funds to complete the additional rooms required. In accordance with the said suggestion there is presented to the board the following communication by the citizens of Bellingham Bay contributing the necessary funds with which to complete certain rooms in the school building towit: Two class rooms on the second floor; one toilet room; stairway and hallway to the third floor; one large assembly room on the third floor. The clerk was instructed to call bids for completing the above named rooms and for extending the heatup system of the school to them. The following vouchers were ordered certified to the state auditor that warrants might issue: Voucher No. 231 - favor W. Fuzzell Hdw. Co. $9.40 for two window glasses furnished the school and set; and hardwood furnished as per- WWU Board of Trustees meeting minutes for June 1900 Volume 01 - Page 147 1900-06-18 attached bills of May 25th and June 25th. Maintenance. Voucher No. 232 - favor L.H. darwin $54.45 to expense bill as clerk board of trustees for period ending June 30th as per attached vouchers numbered 1 to 11. Maintenance. Voucher No. 233 - favor E.R. Croft $8.20 to cartage done for the school and freight charges prepaid as per bill June 23rd. Maintenance. Voucher No. 234 - Favor E.T. Mathes $55.45 to expense account as principal school for period ending July 2nd, as per attached vouchers numbered 1 to 20 maintenance. Voucher No. 235 - favor J.C. Holway $62.40 for 80% of 29 cords of wood furnished the school at $2 per cord = $78.00 as per contract. Maintenance. Show more1913-11 WWU Board of Trustees meeting minutes for November 1913WWU Board of Trustees meeting minutes for November 1913 Volume 04 - Page 186 1913-11-12 The Board of Trustees met in regular session at their office in the Normal School Building at 8 p. m. Present, Trustees Barlow, Olsen and Smith, and the Registrar. The minutes of the meeting of October 15 were read and on motion approved. SALARY OF REGISTRAR AND ASSISTANT The matter of the salary of the Registrar and of his assistant was taken up, and that of the Registrar was fixed at $120 per month, $95 payable from state funds and $25 from Edens Hall funds. The salary of the Registrar's assistant was fixed at $50 per month payable from state funds. Principal Mathes being absent, the following communication filed by him was presented: November 10, 1913. To the Board of Trustees, Bellingham State Normal School, Bellingham, Washington. Gentlemen:-- An engagement made some four months ago to attend a Teachers' institute this coming week in Stevens County renders it impossible for me to be present at the regular monthly meeting of your Board for the current month, and I desire, therefore, to submit for your consideration the following items relating to the work of the institution. First: The lining to the fire box under the boiler at Edens Hall gave way last week, and arrangements should be made immediately for repairing the same unless it is planned to furnish steam to Edens Hall from the main boilers in the near future. Mr. Lemach has made temporary repairs to last for a few days. He can give you particulars. Second: Within two or three weeks it will be necessary to put heat into the new addition if we hope to get it dried out and ready for occupancy by January 1st. It seems, therefore, that some definite information from expert authority ought to be secured to ascertain just what will be needed in the way of additional boiler capacity to handle all of this building after the addition is completed. It hardly seems possible that the single boiler now in use will furnish enough steam to heat all four parts of this building, and if cold weather should come upon us suddenly we might find it necessary to close school for several days because of a lack of heating capacity to warm the building. If an additional boiler cannot be purchased, I would recommend installing the one old boiler still on the ground and using it simply to furnish steam for the new addition. This would leave the new boiler recently installed free to supply steam only for the parts of the building now in use. In any event, some provision ought to be made very soon for heating the new wing. Third: I feel, also, that we ought to make provision in the near future to have the sewer from Edens Hall carried on out to the connection at the corner of Cedar and High Streets. Adding the sewer of the new addition to that sewer as it now stands will tend to overload it, and we will be in constant danger of trouble and heavy repairs unless we provide the new outlet, as contemplated. Fourth: Miss Norton and I have given considerable attention to the matter of furniture for the new addition and find that it will take about four dozen regular adjustable Triumph school desks, fourteen tablet desks, three dozen tablet arm chairs and four dozen small chairs, in addition to the desks and chairs that may be WWU Board of Trustees meeting minutes for November 1913 Volume 04 - Page 187 1913-11-12 moved over from the basement rooms now occupied in the present buildings. I recommend that the Trustees authorize the Principal or Registrar to place orders for this furniture in order that it may be on hand for installation during the holidays. It will be desirable to order the same style of chairs and desks that we now have in use. The cost of these desks and chairs will be about $475.00. Fifth: It will be advisable, also, to instruct the Principal or Registrar to secure bids for furnishing window shades for the new building. It will require about 78 or 80 shades, and they should not cost over $1.50 per shade installed. These bids can then be submitted at the next meeting of the Board. Sixth: The manual training shop is now connected with the sewer, and provision should be made to have stools installed in the two toilet rooms. The sewer pipe is roughed in in the floor in each toilet room and water is already in the building, so the expense for this installation ought not to be heavy. It would be very desirable to install a small white enamel wash bowl in each toilet room, but this may be omitted, if necessary. Nearly one hundred people work in the manual training shop each day, and there is urgent need to have these toilets installed promptly. Seventh: While in Spokane last week, attending the State Teachers' Association, I met Mr. J. L. Dumas and went over the Student Loan Fund matter with him. He does not like to make an exception in the case of the Bellingham State Normal School. All other schools have put up necessary bonds for the return of the money which Mr. Dumas had loaned, without interest, to various schools as a Student Loan Fund. He suggests that any five local citizens of standing will be acceptable, and I suggest that we make an effort to secure five people who will put up necessary bond to secure the sum of one thousand dollars from Mr. Dumas as a loan for our Student Loan Fund. We need not draw the entire sum, but can arrange to draw from Mr. Dumas just as much as we need to meet the demands up to one thousand dollars, and probably we will never have more than $400 or $500 at any one time from this grant. Personally, I believe we will have use for some of this money during the present year, and I am willing to become one of five men to make this money available for the use of our students. Eighth: At a recent meeting we reported that we were in conference with Barnhart Bros. and Spindler, of Seattle, regarding the loan of a small press for use in our printing department during the current year. They are willing to give us the use of a good rebuilt Chandler press 8 x 12" in size without cost during the present school year, on condition that we will buy the press next fall at a cost of $125.00. This press has been thoroughly overhauled and is mechanically perfect, so they state. The press sells for $165.00 when new. Mr. Gebaroff says that there is great need for an additional press in the printing department, and he favors accepting this proposition. He is willing to pay for the press out of the appropriation that may be made for his department next year by the Trustees from the funds that will still be available next fall for the maintenance of the various departments of the institution. Mr. Gebaroff reports that he is very much in need of additional type at this time. He estimates that $40.00 would purchase enough type to supply the need at present. We have hereto attached a letter from Barnhart Bros. and Spindler concerning the printing press. Ninth: We have also attached hereto the report of the faculty committee on contests, giving their recommendations for the division of prize money in the future. This report meets with the approval of the faculty and is recommended for adoption by the Board. In the past the Trustees have appropriated $60.00 each year to be used for prizes, and the balance of the money has been derived from various sources. The First National Bank has given from $15.00 to $20.00 annually for prizes and the Student Association makes an appropriation of $15.00 each year. Tenth: The plans for the new addition, as adopted, do not provide running water in any of the rooms on the third floor, and Mr. Patchin, Supervisor of our high school department, has requested that we have installed a sink with hot and cold water in some room on that floor. Mr. Lee asked Monroe and Haskell to make an estimate of the cost for installing a sink with hot and cold water in the southeast room on the upper floor, and they have estimated the cost at $51.60. As the contractors will plaster the rooms on this floor within the next few days, this plumbing should be installed immediately if it is to be included in this contract. Since one room on this floor is to be used as a laboratory and should have running water, we recommend that the architect be instructed to have this sink installed, as requested, upon the best possible terms. Respectfully submitted, Principal. The matters referred to in the foregoing were taken up, and disposed of as follows: REPAIRS TO E. H. FURNACE 1. The matter of repairs upon the Edens Hall furnace was assigned to Mr. Olsen with full power to act. ADDITIONAL BOILER 2. On motion it was ordered that an additional boiler like the one now in place be installed in the heating plant of the school. Mr. Olsen was empowered to secure proposals for furnishing and installing such a boiler, and to award a contract for the same. E. H. SEWER CONNECTION 3. The matter of extending the Edens Hall sewer to a connection with the High Street sewer at the corner of Cedar Street was assigned to Mr. Barlow with full power to act. BIDS FOR FURNITURE 4. The registrar was instructed to secure bids on such school furniture as the Principal recommended to be purchased for the new annex. BIDS FOR SHADES 5. The Registrar was also directed to procure bids on the furnishing of the 78 or 80 window shades that will be required for the new annex. BIDS FOR TOILETS IN M. T. SHOP 6. The Registrar was further instructed to secure bids for the furnishing and installing of two toilets in the Manual Training building; and for furnishing and installing also two small white enameled wash bowls in the toilet rooms of the same building. DUMAS LOAN 7. The matter of a loan of $1000 from Mr. J. L. Dumas, for reloaning to students, was left in the hands of Principal Mathes for arrangement. PRINTING PRESS 8. The subject of the purchase of an additional printing press for the manual training school was laid over without action. PRIZE FOR LITERARY CONTEST 9. The recommendation of the faculty committee for the appropriation of $60 to be disbursed as prizes in literary contests, was adopted, and the Registrar and Chairman authorized to issue a voucher in that sum in favor of the aforesaid committee. Following are the committee's recommendations in full: Nov. 5th, 1913. Normal School Board of Trustees; The committee on Contests recommend that the Board allow sixty-dollars ($60.00) for Contest purposes. They are as follows: Debate; First $25.00 Second $15.00 Declamation be divided into three divisions in order to give more students an opportunity. Dramatic poetry; " " " " Commited oratory; " " " " The entire amount given in prizes will be eighty-five dollars ($85.00) The difference will be presented by the Student Association and the First National Bank. Chairman. SINK FOR ANNEX 10. On motion the matter of installing a sink with hot and cold water piping in the south-east room of the upper floor of the new annex, was referred to Mr. Olsen with power to act. BRANDT HARRIS 4TH ESTIMATE The 4th estimate of Architect Lee on the contract of Brandt and Harris for the construction of the Training School Annex, in the sum of $4910.40 was presented, approved and a voucher ordered drawn for the payment of the same. ---ESTIMATE, NO. 4.--- To the Hon. Board of Trustees of the State Normal School, at Bellingham, Washington, Gentlemen: We beg to report that we have estimated the labor and materials furnished during the month of October, 1913, by the contractors, Brandt and Harris, in the construction of the Training school Annex, to the State Normal School Building at Bellingham, Washington as follows:- Concrete-work in place - $160.00. Brick-work " " - 2361.00. Carpenter-work, window frames, shingles, etc., - 2935.00. Total amount - $5456.00. Less ten per cent, as per contract - 545.60. Amount due on this estimate $4910.40. DEPOSITOR On request of the Registrar that banks be designated by the Board as depositories for Normal School and Edens Hall funds, the Board approved the following banks: Northwestern National Bank, Bellingham National Bank, and The First National Bank, all of Bellingham. The board met in adjourned regular session at the office of trustee Minton, pursuant to agreement of adjournment on the regular meeting day of February 6. Present trustees Edens and Minton, Principal Mathes and the clerk. A letter was read from Miss Mittie U. Myers thanking the Board for releasing her from her contract in order that she might marry and the clerk was ordered to draw up a suitable reply. Principal Mathes reported that on February 1st elementary certificates had been issued to Anna Risley and Anna Buege. Communication was read from G.B. Burke, secretary of the Whatcom County St. Louis Exposition Committee, requesting the board to furnish photos of the school building to become a part of the Whatcom County exhibit at the fair. Miss Carrie Risedorph was employed to teach a class in English for the balance of the school year at the rate of $15.00 per month. These vouchers were ordered certified to the State Auditor that warrants might issue: Voucher #199 - favor E.L. Kellogg and Co., $1.60. Library. Voucher 200 - favor S.F. Shorey, $1.20, Library.
