All were present. Minutes of previous meeting were read and approved. Book Store Bills totaling $75.94 were allowed. Allowed from messenger Fund: Irish Printing Co. $169.50 Mr. Baughman was present to confer with the Board in the matter of reducing prices on some of stock in Book Store because the Store is now more able to do so because of getting a... Page 01_023 (volume 01 page 023) 1917-03-05 - working capital. Mr. Baughman suggested that he announce in assembly the decrease in prices of certain stock. Moved and seconded that Mr. Baughman confer with the Book Store Committee before making announcement. Carried. Moved and seconded $100.00 be transferred from the General to the Messenger Fund. Carried. Moved and Seconded that following list of candidates for positions on the Board of Control for the ensuing year of 1917-18 be submitted to the Faculty. President- Smith Carleton Vice-Pres.- Albert Bowman, Blanche Sixeas, Marie Christensen Secretary- Frances Ireland, Charlotte Claussen. Student Rep.-Roy Bean, Florence Bush, Will Beardsley, Jean Almond. Faculty Rep.- Mr. Bond Adjournment. Sec'y. Louise E. Buchanan 1917-03-26 - Board of Control Meeting Meeting called to order by President- all present but Margaret Bressler. Moved and seconded that bill of $19.61 to Seattle Engraving Company be allowed and paid when sufficient funds are on hand. Carried. Moved and seconded that bills to amt. of $115.36 from Book Store Fund be allowed. Moved and seconded that additional Ac'cts amounting to $806.33 be referred to Book Store Committee and if approved by them- allowed. Carried. Discussion Marathon and Excursion. Moved and seconded that Marathon be Apr. 14. Carried. Moved and Seconded that President appoint committee to arrange excursion and Track Meet on May 5th. Carried. Moved and seconded that requisition for $13.50- bats etc.- be allowed. Carried. Mr. Bond said that Messenger report would be ready at the next meeting. Moved and seconded that Board of Control pay authorize payment of pictures of Student Page 01_024 (volume 01 page 024) 1917-03-26 - Association Employees, Messenger Staff Board of Control, President, Vice-President, Secretary, one half page for each editor of "Messenger". Carried. Adjournment Sec'y. Louise E. Buchanan 1917-03-26 - Students' Association Meeting Meeting was called to order by President. All candidates for positions on Board of Control introduced. Moved and seconded that President appoint a committee to revise present Constitution. Motion amended to read that Body as a whole elect members of committee and that one receiving largest member of votes be chairman. Carried. Election returns were as follows: Pres. Smith Carleton-439 Booman-Vice-Pres.-285 Sixeas, Blanche-73 Christiansen, Marie-72 Sec. Show more1917-03 WWU Board of Trustees meeting minutes for March 1917WWU Board of Trustees meeting minutes for March 1917 Volume 05 - Page 207 1917-03-13 The Board of Trustees met at their offices in the Normal School at 8 p.m. Present: Trustees Barlow, Olsen, and Smith, the President and the Secretary. The minutes of January 10th were read and approved. MISS HELEN VAIL: The President was authorized to continue the services of Miss Helen Vail as assistant in the Hand Work department if it is found that her services are needed. STUDENT COUNCIL: The President outlined a plan for the organization of a Student Council to cooperate with the President and faculty, in establishing a standard of conduct and maintaining a wholesome discipline among students of the school. The proposed plan was given the sanction of the Board. (It is as appears on page opposite) SUGGESTION OF BRANCH SUMMER SCHOOL: A communication was read from Superintendent Edgar Reed of Centralia, inquiring how the Board would consider a suggestion for this school to operate a branch summer school at that city. The decision of the Board was that the project would hardly be feasible. FORECAST AS TO LIBRARY AND TRAINING SCHOOL: The President suggested that if it should be deemed desirable, the main floor of the training school wing of the building might be altered to accommodate the library. This could be accomplished by the removal of partitions, and the installation of pillars as needed. This would make the present quarters of the library available for class rooms. The President also outlined a possible plan concerning which he had been conferring with the city superintendent of Bellingham, for the solution of the training school problem. The proposal referred to contemplating as arrangement whereby the training school in the Normal building would be restricted to four rooms to be used for a model school; practice teaching for the main part to be given in the various city schools, under direction of Normal supervisors, and in cooperation with the city teachers. The plan was regarded with favor by the Board. The President was authorized to investigate further as to its feasibility. ACTION OF THE LEGISLATURE: The President reported that he had been present at the capital several days during the legislative session just ended. He mentioned the difficulties which the proposed appropiations for higher educational institutions had encountered. As finally passed, the Bellingham Normal School received a millage apportionment of .152, to go into effect in 1918. WWU Board of Trustees meeting minutes for March 1917 Volume 05 - Page 208 1917-03-13 From the general fund $15,000 was appropriated for purchase of land. From the Bellingham Normal School fund: Salaries and wages - $205,000.00. Supplies, material and service - 45,000.00. Capital Outlay - 20,000.00. $33,128.00 of this sum was appropriated from the Normal Current fund, the balance from the Bellingham Normal School fund. BILLS ALLOWED: The payment of bills was approved as represented by vouchers as follows: State Vouchers - No. 301 to No. 326 inc. Revolving Fund Checks - No. 923 to No. 959 inc. Voucher Checks - No. 3661 to No. 3769 inc. The meeting was then adjourned. ##
