The spokesperson (unidentified) explains choice of Guemes Island as a site for an aluminum plant site, and the company's plan for development. Northwest Aluminum, a subsidiary of a Japanese-backed consortium, sought a deep water site with adjacent flat acreage, and was also lured by the promise of cheap power from Bonneville power. Despite Skagit County's rezoning of the area to heavy industrial, public opposition forced the company to withdraw the next year.
